About this file
This document contains a pre-solicitation notice and request for information for the Naval Information Warfare Systems Command's Corporate Operations Functional Support contract. The notice seeks feedback on pre-pricing 90% of the effort using firm fixed price contract line items for functions including program management, accounts management, command security, information technology, and organizational support. A cost plus fixed fee contract line item would cover the remaining 10% for advanced analytical services. The performance work statement and thresholds were provided for review. Prospective offerors were asked to submit pricing methodologies by September 14th, 2018. The contract is intended as a single award for a five year period of performance valued at an estimated $200 million to provide command operations support services.

N65236-18-R-0022 Corporate Operations Functional Support (COFS) Pre-Solicitation Conference (held 25 June 2019) Q&A
NOTE: These are the Q&A responses to questions submitted at the COFS Pre-Solicitation Conference held on 25 June 2019.
The Attendee List, (Draft) Minimum Personnel Qualifications, (Draft) Staffing Plan Template, and a revised (Draft) Corporate Operations Historical Support document have been posted in e-Commerce in response to some of the questions received. The content of the FINAL RFP and its Amendments will take precedence over any and all previously submitted responses to questions.
TECHNICAL Questions Q1 What analytics does the Government see as important or expected?
The Government views the analytics of its operations, specifically the ability to anticipate where to shift resources as needed and the ability to support analytics projects for specific areas within Corporate Operations (i.e. a project supporting hiring metrics) important for this COFS effort.
Q2 Would you consider shifting PWS areas 3.8.1 and 3.8.2 to the CPFF CLIN since the requirements can vary?
The Government appreciates this feedback; however, at this time, PWS areas 3.8.1 and 3.8.2 will remain as Firm Fixed Price (FFP). The Government believes these requirements have been identified in a sufficient manner to support FFP. More specifics will be identified at the task order level as these areas are not included in the Pre-Priced FFP CLINs.
Q3 Will alternative solutions for Remedy be considered?
The Government requests that additional information related to this question be provided so that it can adequately respond.
Q4 If a contractor is “self-managed” what are the thresholds and objectives for successful performance?
The thresholds and objectives for successful performance have been identified within the performance standards outlined for each pre-priced CLIN.
Q5 What percentage of overall work is represented by the 9 major PWS areas?
The Government identified only that the Pre-Priced FFP CLINs constituted 49% of the estimated value of this action. Percentage breakouts of overall work relative to the 9 major PWS areas were not captured separately.
Q6 For the dedicated office space within 30 miles of NIWC; Can that space be hoteling space or space leased by a sub / partner?
The Government has considered this question and will no longer be requiring a dedicated office space within 30 miles of NIWC.
Q7 Can you provide a leasing plug number?
The Government will not be providing a leasing plug number. Refer to Question 6 response.
Q8 What are the education and experience requirements for the Project Manager?
The Project Manager is required to have a B.S. degree in Organizational Management or Business
Operations Management. Work experience and specific qualification requirements are identified in the Minimum Personnel Qualifications text that will be provided (as a draft) prior to the release of the formal solicitation.
CONTRACTS Questions Q9 Why is VTC a Factor A element, is it one of the most important aspects of this work? If so, why?
NIWC Atlantic VTC supports the Naval Video Services that spans the entire Department of Navy (DoN);
thereby making the VTC operations critical (in its support).
Q10 Corporate Analytics has consistently been a factor for evaluation. Why the change? It seems that this would be a key area that the Government would want to ensure industry can deliver.
The technical evaluation criteria is still being developed at this time. The Government will consider this input when finalizing this information.
Q11 Please provide the incumbent names / contract numbers that are being rolled into this contract.
Historically, there has not been a contract vehicle that provided support for the entire Corporate
Operations of NIWC Atlantic. This is a new effort based on NIWC Atlantic’s Corporate Operations requirement for support for all operational functions to gain efficiencies in processes, expedience to capabilities and compliance with Financial Improvement and Audit Readiness (FIAR).
Q12 The historical document did not address all PWS areas. Will this be updated?
The historical document is provided ONLY for the Pre-Priced FFP CLINs. The Government emphasizes that the use of this historical document is “FOR INFORMATIONAL PURPOSES ONLY” and should NOT be used a basis of estimate for purposes of this proposal.
Q13 Will employee names need to be identified with Subfactor B3 Staffing Plan?
Yes.
Q14 Will the Prime and Subcontractor experience be evaluated for Factor A?
The Government intends to have the solicitation allow for team members; however, the specifics are still being developed at this time and will be reflected in the official solicitation.
Q15 In order to use a team member’s past performance will the Prime be required to assign the team member a
20% workshare? Would the Government consider a lesser workshare requirement?
The Government does not intend to identify a “significant subcontractor” for evaluation. This area is still currently under development, but the Government is considering the use of team members for Factor A and Subfactor B1. In addition, all staff (to include the Prime, subcontractors, and consultants shall be identified in the Staffing Plan.
Q16 While small business set-aside, will the Government consider additional points for covering multiple socio-economic classes?
The Government appreciates this feedback and will take this under consideration.
Q17 Will oral presentations be required?
The Government does not anticipate oral presentations to be required.
Q18 Will labor categories and qualifications for each CLIN be provided well before RFP drop?
The Government will provide the draft Minimum Personnel Qualification requirements prior to the official solicitation release.
Q19 Will résumés be required for Subfactor B3 Staffing Plan?
Only one résumé will be required for the Project Manager which will be in response to Factor C.
Q20 In order to write about a team member’s capability in Factor A, does that capability have to be stated in
Factor D as a contract reference?
Yes, the contract reference that is provided in Factor D will support the offeror’s capability identified in
Factor A and Subfactor B1. The contract reference shall meet the recency and relevancy requirements identified in the solicitation.
Q21 When will a draft Staffing Plan requirement be available?
The Government will post the draft Staffing Plan template prior to the official solicitation release.
Q22 Does the Government intend to post names of companies in attendance for possible Sub-Prime relations?
The Government intends to post the names of companies that were in attendance for this Pre-Solicitation
Conference.
Q23 Based on Factor B (Management and Staffing Plan) being significantly more important than technical capability, and because these areas touch many NIWC projects, will there be a risk of organizational conflict of interest (OCI) for the winning offeror?
An Organizational Conflict of Interest may exist. The solicitation will identify the applicable Organizational Conflict of Interest language.
Q24 What are the existing contracts being folded into the COFS effort going forward?
Refer to Q11 response.
Q25 Please explain why the PWS areas were included in the FFP CLN when most can vary in workload?
The Pre-Priced FFP CLINs have specific baseline support identified by the referenced PWS areas (which specifies tasking). Non-Pre-Priced FFP (CLIN) support will be identified at the task order level, with specific requirements identified in the issuance of each task order.
Q26 How long do you anticipate awarding a surge CLIN through contracts?
The intent of the surge CLIN and how it is structured was done so with the expectation that it would facilitate a more streamlined approach to awarding task orders quicker. It is anticipated that the PALT (Procurement Action Lead Time) will be less; however, these metrics are not yet defined.
Q27 ISO is mentioned without a clear definition. We would recommend the Prime hold ISO 9001 and even consider holding ISO 14001 for sustainability.
The Government has considered this recommendation and determined this requirement is not essential for performance of this effort.
Q28 Will the accounting system need to be DCAA certified?
This is currently under consideration and will be identified in the solicitation.
