N65236-18-R-0022 Corporate Operations Functional Support (COFS) Pre-solicitation Draft Corporate Operations Historical Support_Rev1 [Ver dtd: 12 July 2019]

*** THIS INFORMATION SHOULD NOT BE USED AS A BASIS FOR ESTIMATION. ***

The below information is being provided to assist the contractor in determining the scope of each priced task in the PWS. The information is a historical representation of how the work has been previously supported. This information should not be regarded as the current requirement. Due to the dynamic nature of the requirements, the contractor shall allow for +/- 5% flexible staffing support for each identified task listed below.

3.1.1 Task Order Management - CLIN 0001

The contractor shall manage task orders using a holistic approach that encompasses Command Operations functions and provides efficient, effective services and support. Contractor personnel supporting this task will require SECRET eligibility and access.

• This is a new task with no historical data. The Government estimates this task may be supported with 2.4 FTEs

3.2.1 New Accounts Support Services - CLIN 0002

The contractor shall assist in the workflow associated with the Information Technology Service Management (ITSM) system processing check-in/check-out (CICO) and move/add/change actions.

Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task annually supports approximately 13,340 ITSM requests, 2,860 government applications, and 10,470 contractor applications.

• This task has historically been supported with 6 FTEs

3.2.2 Personnel Security Support Services - CLIN 0003

The contractor shall assist in initial and periodic background investigations, support the command’s CICO and System Authorization Access Request Navy (SAAR-N) process. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task annually supports approximately 680 new employee in-processing, 13,690 PERSEC (Personnel Security) records processed, 650 clearances initiated, 870 clearances reviewed, 290 contractor clearances initiated, 300 contractor clearances reviewed, and 7,260 SAAR-N verifications.

• This task has historically been supported with 3 FTEs

3.2.3 Physical Security Support Services - CLIN 0003

The contractor shall assist in physical security inspections, Random Antiterrorism Measures (RAMs), key and lock issue, receipt and support. in accordance. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC and St.

Julien’s Creek, VA.

• This task annually supports approximately 30 security surveys, 90 RAMs, 1,250 security inspections, and 300 alarm tests.

• This task has historically been supported with 1 FTE in Charleston and 1 FTE in St. Julien’s Creek.

3.2.4 Information Security and Classified Material Control Center (CMCC) Support Services -

CLIN 0003

The contractor shall assist in the receipt, accounting documentation, handling, storage and disposal of classified material/equipment in accordance with NIWC Atlantic Security Manual. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC and St. Julien’s Creek, VA.

• This task annually supports approximately 6,140 classified material items received, 3,190 classified material items shipped, 160 courier cards issued, and 120 employee out-processing.

• This task has historically been supported with 1 FTE in Charleston and 1 FTE in St. Julien’s Creek.

3.2.5 Communications Security (COMSEC) Services Support - CLIN 0003 The contractor shall assist in the issue, receipt, accounting, documentation, handling, storage, and disposal of COMSEC material/equipment. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC and Hampton Roads, VA.

• This task annually supports approximately 5,480 items of COMSEC Material Received, 2,570 items of COMSEC Material Transferred, 4,520 Local Element Issue, 2,480 Local Element Returned, and 1,630 Physical Material Destroyed.

• This task has historically been supported with 1 FTE in Charleston and 1 FTE in Hampton roads.

3.2.6 Electronic Security Systems (ESS) Support Services - CLIN 0003 The contractor shall troubleshoot and maintain the NIWC Atlantic access control, intrusion detection, closed circuit television and electronic security system (ESS). Contractor personnel supporting this task will require SECRET eligibility and access and maintain and IAT Level 1 Cybersecurity Workforce designation. Place of performance will be at NIWC Atlantic, Charleston, SC and Hampton Roads, VA.

• This task annually supports approximately 630 Service Calls and 610 Trouble Calls.

• This task has historically been supported with 1 FTE in Charleston and 1 FTE in Hampton roads.

3.2.7 Visitor Access Control Support Services - CLIN 0003

The contractor shall provide employee, contractor and visitor background vetting, base access assistance, badging and visit request processing. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC, Hampton Roads, VA and New Orleans, LA.

• This task annually supports approximately 30,210 Visit Requests, 14,271 Visitor Badges Issued, 3,870 Conference Badges Issued, 430 Very Important Person (VIP) Badges Issued, 970 Vendor Badges Issued, 8,130 Permanent Government Badges Issued, 11,300 Permanent Contractor Badges Issued, and 8,020 Access Applications Processed.

• This task has historically been supported with 6 FTE in Charleston, 2 FTEs in Hampton Roads and 1 in New Orleans.

3.2.9 Fire and Life Safety - CLIN 0003

The contractor shall provide advisory and risk prevention support services to the Safety Office.

• This task annually supports approximately 90 building inspections, 30 hot work permits, 20 cookout permits, escort for 80 fire inspector visits, 50 deficiencies that require resolution, and 580 Fire extinguisher inspections and maintenance.

• This task has historically been supported with 1 FTE

3.2.10 Environmental Management Support - CLIN 0003

The contractor shall provide various environmental management support to maintain regulatory compliance. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task annually supports approximately 170 storage tanks inspections, 150 generator runtimes, 40 generator maintenance events, 30 refrigerant equipment maintenance 60 waste pickups (average 10 products per pickup) 520 individual evaluations for waste determinations (hazardous or nonhazardous), 400 waste handling, labeling and storage, 52 (weekly) inspections for hazardous waste 90-day storage management and 12 waste transfers from 90-day storage area to Joint Base Charleston (JBC) storage area.

• This task has historically been supported with 1 FTE

3.3.1 Cybersecurity Operations and Customer Support - CLIN 0004 The contractor shall provide support to the Cybersecurity Management Program at NIWC Atlantic to ensure timely processing of requests from customers regarding IT access for personnel and media while following and enforcing Cybersecurity policies for compliance and audit readiness. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task annually supports approximately processing 15,600 ITSM tickets and 520 new employee user accounts.

• This task has historically been supported with 4 FTEs

3.3.2 Cybersecurity Workforce (CSWF) Program - CLIN 0005

The contractor shall provide support to the Cybersecurity Management Program at NIWC Atlantic for all CSWF members. Contractor personnel supporting this task must be SECRET eligibility and access.

Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task annually supports approximately 1,910 PAA reviewing, uploading, auditing, 2,800 Audits, ensuring accuracy of database records, 2,800 uploads of Continuous Learning documents, 40 blog posts, 350 designation letters, 506, reassignments, 300 maintenance fee vouchers and 2,600 e-mails.

• This task has historically been supported with 4 FTEs.

3.3.3 General ISSM Incident Response - CLIN 0006

The contractor shall support the Cybersecurity Management Program at NIWC Atlantic. The Cyber Incident Response and Directive Management Team manages assets' and network's vulnerability data to provide continuous monitoring as well as responding to concerns and threats against the integrity, availability, and confidentiality of data stored and processed on the system center's IT. Support the Audit Readiness/Cyber Directive management/Cyber Incident Response program to include management and execution of incident response and vulnerability management program at NIWC Atlantic to include policy, process, and procedure for cyber incident and vulnerability reporting, resolution, compliance, and auditing. Contractor personnel supporting this task must be TOP SECRET eligible and meet CSWF qualifications at IAM Level I. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This is a new requirement and has not been supported with a contractor in the past. The Government estimates this work will require 1 FTE.

3.3.4 Major Incident Response Support - CLIN 0007

Provide all services and support necessary to perform incident response functions in the event of a cyber incident. Contractor personnel supporting this task must be TOP SECRET eligible and meet CSWF qualifications at Cybersecurity Service Provider (CSSP) Incident Responder or Computer Network Defense Service Provider (CNDSP) and IAT Level I. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task has historically been performed on and ad-hoc basis when a cyber incident had occurred. Cyber incidents have occurred on average of 5 per year and average 3 weeks in duration.

• This task has been historically supported with 4 FTEs.

3.3.5 Knowledge Management (KM) Support Services - CLIN 0008

The contractor shall support Knowledge Management (KM) through working with content managers from across the command to create, capture, share, maintain, and reuse content that directly supports the workforce. Contractor personnel supporting this task will require SECRET eligibility and access. Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task annually supports approximately 3,500 COG pages with 18,000 attachments and 20 workspaces.

• This task has been historically supported with 1 FTE.

3.3.9 IT Approval Support - CLIN 0009

The contractor shall provide support to the Information Resource Manager (IRM) at NIWC Atlantic Charleston, SC. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be at NIWC Atlantic, Charleston, SC.

3.3.10 Defense Application & Database Management System (DADMS) and DoD IT Portfolio Repository - DON (DITPR-DON) Support - CLIN 0009 The contractor shall perform technical support for the DADMS and DITPR-DON Team, providing Information Technology (IT) application reviews and registrations. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be at NIWC Atlantic,

3.5.4 Administrative Support Services - CLIN 0010

The contractor shall provide full-time administrative support personnel to perform a full range of administrative, clerical, and office support duties to include but not limited to: Providing direct administrative support; planning, scheduling, developing agendas/briefs, and participating in onsite/offsite meetings, events, and conferences; balancing administrative workload; and providing advice and guidance on subjects related to administrative and information management. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be at NIWC Atlantic, Charleston, SC, and New Orleans, LA.

• This task has historically been supported with 7 FTEs in Charleston, SC and 1 FTE in New Orleans, LA.

3.5.6 Site Specific Administrative Support - CLIN 0010

The contractor shall provide full-time administrative support personnel to perform a range of administrative, facility and security support service for specific named sites. Contractor personnel supporting this task will require a SECRET eligibility access. Place of performance will be at NIWC Atlantic, Tampa, FL.

• This task has historically been supported with 1 FTE.

3.5.7 Command Directives - CLIN 0010

The contractor shall manage the Directives library, serve as consultant on requirements to issue directives, update directives and notices, review directives for content and compliance, prepare directives for signature, and perform annual review. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be at NIWC Atlantic, Charleston, SC.

3.5.8 Mail Services - CLIN 0011

The contractor shall provide services necessary to sustain the efficient operations of the NIWC Atlantic mailroom in building 181, St. Julien’s Creek Annex, which performs all command mail handling duties and the pick-up and delivery of Government passports from the local Naval Station (NAVSTA) Norfolk passport office, in support of each of the NIWC Atlantic command facilities in the Hampton Roads, VA region. Contractor personnel supporting this task will require SECRET eligibility and access.

• The St. Julien’s Creek Annex mailroom processes approximately 4400 pieces of incoming mail, 6900 pieces of outgoing mail, and delivers approximately 800 incoming packages each year.

Incoming mail is picked up daily from the United States Postal Service (USPS) Norfolk VA location servicing NIWC Atlantic, and outgoing mail is delivered daily to the USPS Portsmouth VA location closest to the St. Julien’s Creek Annex.

• This task has historically been supported with 3 FTEs.

3.5.10 Personnel Locator Switchboard Operation - CLIN 0012

The contractor shall provide services to operate the personnel locator switchboard at NIWC Atlantic and provide check-out information distribution services for contractor personnel supporting NIWC Atlantic.

3.5.11 Message Center - CLIN 0012

The contractor shall administer message transmit/receive services in support of the command Message Center. Contractor personnel supporting this task will require SECRET eligibility and access. Place of

• The NIWC Atlantic Message Center processes approximately 220,000 received messages and 2,000 sent messages annually; messages may be received via NIPR or SIPR, based on classification.

• This task has historically been supported with 2 FTEs.

3.5.12 Records Management - CLIN 0013

The contractor shall provide records management support services to all NIWC Atlantic. The NIWC Atlantic Records Management Office “Correspondence Librarian” processes approximately 5,000 pieces of correspondence, annually.

• The NIWC Atlantic Records Management Office “Record Scanner” processes approximately 10,000 records, annually.

• This task has historically been supported with 2 FTEs.

3.5.14 Command Consumables - CLIN 0014

The contractor shall perform clerical and physical tasks in connection with procurement and requisitioning of command consumable goods. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be NIWC Atlantic, Charleston, SC and Hampton Roads, VA.

• The NIWC Atlantic Command Consumables Office processes approximately 6,000 items through 800 requests received in the Charleston, SC region and approximately 3,500 items through 400 requests received in the Hampton Roads, VA region.

• This task has historically been supported with 3 FTEs in Charleston, 1 FTE in Hampton Roads.

3.5.15 Minor Property Inventory Management - CLIN 0015

The contractor shall support the inventory management of minor property assets for NIWC Atlantic.

Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be NIWC Atlantic, Charleston, SC, Norfolk, VA, Washington Navy Yard, DC, and New Orleans, LA.

• This task annually supports approximately 20,000 Minor Property assets to be inventoried 20,000; 14,700 in Charleston, 4,000 in Norfolk, 500 in and 800 in New Orleans, LA.

• This task has historically been supported with 5 FTEs in Charleston and 1 FTE in Hampton Roads with Charleston managing New Orleans and Hampton Roads managing the Washington Navy Yard.

3.5.16 Vehicle Control - CLIN 0016

The contractor shall support the management of vehicles leased through GSA and assigned to NIWC Atlantic in the Charleston, SC region. In addition, the contractor shall maintain an accurate list of all GSA vehicles being leased under the name of NIWC Atlantic for the purpose of performing NIWC Atlantic operations to include those vehicles leased through host commands of which NIWC Atlantic is a tenant. NIWC Atlantic does NOT perform motor pool operations; all vehicles are leased, as required and command approved, through GSA. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be NIWC Atlantic, Charleston, SC.

• NIWC Atlantic utilizes approximately 25 GSA vehicles in the Charleston, SC region. There are approximate 50 vehicles leased by NIWC Atlantic employees through host commands outside of Charleston, SC.

3.5.17 Travel Systems Support - CLIN 0017

The contractor shall support the Defense Travel System (DTS) help desk. Contractor personnel supporting this task will require a Favorable Determination eligibility. Place of performance will be NIWC Atlantic, Charleston, SC.

3.6.1 Military Affairs Support Services - CLIN 0018

The Contractor shall provide support to the Military Affairs Office. Contractors supporting this task will require a Favorable Determination eligibility. Place of performance will be at NIWC Atlantic,

3.6.3 Training Administrative Services - CLIN 0019

The focus of this effort is based on improving individual or group performance by education or training as identified by NIWC Atlantic training plan while maintaining all training completion data. The Government will provide 40 hours On the Job Training (OJT) with the reporting IT systems and internal processes. Contractor personnel supporting this task will require a Favorable Determination eligibility.

Place of performance will be at NIWC Atlantic, Charleston, SC.

• This task has historically been supported with 2 FTEs.

3.7.1 Contracting Administrative Support - CLIN 0020

The contractor shall provide administrative support services to Contracts (2.0) competency of NIWC Atlantic. Contractors supporting this task require the capability to work within the NERP program.

Contractor personnel supporting this task will require a Favorable Determination of eligibility. All work to be performed under this task is “unclassified.” Places of performance are at the Charleston, SC and Norfolk, VA (St. Julien’s Creek) offices of NIWC Atlantic. This task annually supports approximately 5,146 contract actions and 5,426 procurement requests (PR).

• This task has historically been supported with 11 FTEs in Charleston and 4 FTEs in Norfolk.

3.5.9 Leasing of Mail Equipment - CLIN 0021

In accordance with USPS, leasing of approved mail equipment & components are limited to pre-approved vendors. In support of the NIWC Atlantic command facilities in the Charleston, SC and Hampton Roads, VA region, the contractor shall lease specified mail equipment and components from the pre-established vendor, Pitney Bowes, Inc.

• Historical annual pricing to lease all equipment items from Pitney Bowes is approximately $7.6K

3.5.13 Shredding Service - CLIN 0022(A&B)

The contractor shall provide for the secure collection, shredding/destruction, and disposal services of “For Official Use Only” (FOUO) and Personal Identifiable Information (PII) material (herein identified as sensitive material) located at NIWC Atlantic Charleston, SC and St. Julien’s Creek Annex/Hampton Roads, VA. All material designated for destruction under this contract is proprietary to NIWC Atlantic and must be safeguarded until such time as destruction of material is certified as complete. Contractor personnel supporting this task will require a Favorable Determination eligibility.

• Historical annual pricing for shredding has been approximately $43K that included 12 shred events annually for each location that included containers.
