NOTES
1. CONTRACT TYPE: The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) proposes to award a
Research and Development, Firm-Fixed-Price (FFP), completion type contract for the delivery of three (3) generator and switchboard systems and for engineering and technical support services described in Section C, Statement of
Work. The contract will have a period of performance of twelve (12) months from the date of award.
52.216-1 TYPE OF CONTRACT (APR 1984)
The Government contemplates an award of a Research and Development, Firm-Fixed-Price, completion type contract resulting from this solicitation.
3) Section C is hereby amended as Follows:
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
Performance Work Statement (PWS) for
Development, Integration, Instillation, Testing and Delivery of Generator and Switchboard System for
Improved Navy Lighterage System-class Vessels
1.0 INTRODUCTION
1.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the
Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 42, which is responsible for Propulsion and Power Systems.
2.0 SCOPE OF WORK
2.1 Purpose: This effort is for the development and delivery of three (3) prototype Generator and Switchboard
Control, Monitoring and Protection Systems for Improved Navy Lighterage System (INLS)-class vessels, as well as for the integration/installation support services of the systems: Two (2) of the Systems will be installed on either a
Warping Tug (WT) or Causeway Ferry Power Module (PM) - these crafts are identical in relation to the power system, and the final determination will be based on craft availability at the Government’s discretion; and one (1)
System will be installed on a Beach Module (BM).
The new system shall, at least, meet the current system’s capability with a higher level of dependency. The new system shall be designed, manufactured, tested and verified to meet the minimum requirements stated within
Applicable Documents listed within Section 3, as well as to the requirements stated within Section 4 of this document.
2.2 Background: The existing systems experience unacceptable rates of electronic component failure, and the
Navy has a need to resolve the obsolescence of these systems for INLS-class vessels. Specific crafts for which these new Systems will be installed include the WT, Causeway Ferry PM, and BM. The current system design incorporates two separate devices; one device is responsible for the Generator engine control, monitoring and protection and the other device is responsible for the Switchboard voltage, current monitoring and protection; within the WT and PM, there are presently two generators installed, whereas within the BM there is only one generator installed.
3.0 APPLICABLE (REFERENCE) DOCUMENTS
Unless otherwise specified, the Systems shall be designed, constructed, and tested in accordance with the applicable provisions of the following standard. The latest edition of each reference document (including any amendments or corrigenda) shall apply.

4.1 Generator System
The Warping Tug and Causeway Ferry Power Module’s generator control, monitoring and protection system shall consist of two, independent subsystems. Each subsystem in the Warping Tug and Causeway
Ferry Power Module shall be designed to run alone, or in continuous parallel operation with the other generator subsystem up to their combined maximum power rating. Paralleled generators shall maintain loads within 3% of each other.
The current and original system design allows the Warping Tugs and Causeway Ferry Power Modules the ability to be paralleled to shore power. However, operational guidance per NAVSEA 05D has changed since the crafts were built and paralleling to shore power is no longer permitted. Therefore, the new
System does not have to maintain this capability and the Contractor is required to eliminate the existing paralleling capability with shore power in the design and implementation of the new System. This shall be accomplished by demolishing and removing all devices, connections, and wiring associated with existing shore power paralleling circuitry. All existing functions and capabilities of the switchboard shall remain intact after removal of paralleling circuitry (including placing the craft onto shore power from dead bus and backfeeding ship’s power to the shore power receptacle). The Contractor shall provide all devices and capabilities as required to maintain existing functionality, as well as reroute and relocate existing devices, equipment, circuits, and cabling as required. Refer to Attachment 7 – Switchboard System Wiring
Diagram for more information.
The Beach Module system shall consist of a single subsystem, and shall be the same design as used for the
Warping Tug and Causeway Ferry Power Module system without the continuous parallel operation requirement (a Beach Module only has one generator and therefore is unable to parallel).
All generator systems shall start independently of other systems outside of a battery provided for that purpose, and shall not shut down automatically upon loss of electrical control power.
This section provides a set of minimum performance characteristics that the demonstration system must contain.

The Warping Tug and Causeway Ferry Power Module’s switchboard system shall consist of two, independent subsystems. One of the subsystems shall be designated as the primary in relation to primary generator subsystem while the other is designated as secondary.
The Beach Module system shall consist of a single subsystem, and shall be the same design as used for the
Warping Tug and Causeway Ferry Power Module switchboard system.
Each subsystem in the Warping Tug and Causeway Ferry Power Module shall be designed to run alone or in continuous parallel. The subsystem shall be independent to the extent that a failure on either subsystem will not render the other synchronization subsystem inoperable. The Warping Tug and Causeway Ferry
Power Module switchboard system shall be modified to prevent paralleling of generators to shore power as stated in Section 3.1 above.
This section provides a set of minimum performance characteristics that the demonstration system must contain.
