STATEMENT OF WORK
Statement of Work (SOW) Common Display System (CDS) Sustainment, Installation, Procurement, and Engineering Services
1. INTRODUCTION
This SOW defines the efforts required for the limited manufacture, assembly, and test of the CDS equipment, spares, and associated technical services. The SOW also defines the efforts required to provide CDS Ordnance Alteration (ORDALT) Kits and related procurements, products, installation and harvesting services to the Air Dominance Department of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme California.
Additionally, this SOW defines the efforts required to provide Engineering Services, Supportability and Life Cycle Support and related procurements to NSWC PHD.
NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA) and is the In-Service Engineering Agent (ISEA) for the CDS.
2. BACKGROUND
The CDS provides a common display and Human-Machine Interface infrastructure for multiple Combat/Weapons systems. The CDS is a continuously evolving family of Display, Processor, and Network Systems; designed to satisfy a wide spectrum of mission critical and mission essential applications. In conjunction with this objective, CDS plays host to various, end-user Developed Software Operating Environments built to comply with Open
Architecture standards, incorporating functionally modular designs comprised of Commercial-Off-The-Shelf (COTS)/Non-Developmental Item (NDI) software and hardware components.
These components integrate together using industry-accepted software and communication interface standards in accordance with System Requirements Documents. The CDS console is compliant with the Navy's Open Architecture Computing Environment (OACE) allowing CDS to easily integrate into platforms which are OACE compliant computing systems. CDS uses a Modular Open Systems Approach to support efficient technology insertion and refresh for hardware and software. The main features of CDS include: providing integrated display from user systems; converting display video signals; Human-Machine Interface signals and Operating System Signals; providing interfaces to user application; and providing a Battle-short Alarm Circuit and Operator Interface for alerts and query/response actions.
The CDS program has its origins in 2004 under the management of Program Executive Office Integrated Warfare Systems (PEO IWS) 6.0 as an enterprise approach across surface Navy combat systems to introduce powerful display consoles as part of a strategy to achieve a modular and open architecture design. In 2012, management of the CDS initiative transitioned to PEO IWS 1.0, where it became an integral part of the Aegis Modernization and new construction Guided Missile Destroyer (DDG) programs, and continued to serve other surface ship combat system requirements as well.
3. SCOPE
This requirement will provide for engineering, logistics, installation, and limited equipment production services including ORDALT Kits, spare parts and materials required to provide Life-Cycle support for CDS equipment. The Contractor shall furnish all labor and materials, except for the Government Furnished Property (GFP) and Government Furnished Information (GFI) identified in the contract. Program information, deliveries, and data shall be handled in accordance with Government instruction.
The CDS Equipment consists of multiple configurations including: the TI12 and TI12R OJ-827(V)1 Variant A CDS, the TI12 and TI12R OJ-836/U Variant B CDS, the CP-2698 Local Common Electronics Module (CEM), the MK155-160 MOD 0 and MOD 1 Remote CEM Display Processing Cabinets, the CV-4443/U and CV-4443A/U Remote CEM Display Converter Units, and the OL-794 Advanced COTS Enclosure Remote CEM.
This requirement will also provide for products and services anticipated to build, test, and install the CEM 4.0 Technology Refresh ORDALT Kits. The Contractor shall manufacture, test, and deliver the ORDALT Kits in accordance with the applicable Technical Data Package (TDP) and associated GFI provided under this contract.
CDS ORDALT Kit installations are expected for the below listed United States Navy and Foreign Military Sales programs and other programs as required:
PEO IWS 1.0 - Aegis Weapon System, Sponsor PEO IWS 1.0/Missile Defense Agency - Aegis Ashore PEO IWS 2.0 - Surface Electronic Warfare Improvement Program PEO IWS 3.0 - Gun Weapon System PEO IWS 3.0/PEO IWS 4.0 - Air Warfare Destroyer/Naval Fires Control System PEO IWS 4.0 - Japanese Modernization PEO IWS 5.0 - Aircraft Carrier Tactical Support System
PEO IWS 9.0 - DDG 1000
