| 1 | Solicitation | 80 | Section 3, paragraph 3 | This section directs the Contractor to manufacture, test, and deliver the ORDALT Kits in | |||
| accordance with the applicable Technical Data Package (TDP) and associated GFI provided under this contract. DOD Safe is not working thus the USG has to send out CDs to offerors which is delaying review and quoting. Many manufacturing facilities and OEMs shut down in December making it extremely difficult to obtain material quotes. This gives an advantage to the incumbent(s) currently building these systems. | Request RFP due date be extended into 2020 to allow offerors ample time to review, ask questions and obtain quotes and ensure fair and equal competition between all offerors and reduces the risk to the government of providing an unfair advantage to the incumbent. | The proposal due date has been extended to 3 January 2020. | |||||
| 2 | Solicitation | 83-91 | Section C | Can the Government clarify which paragraphs are applicable to the FFP CLINs and which are applicable to the Engineering Services CLINs? For example, Section 5.3 requires Obsolescence Management and Reporting. Will the government fund this under the engineering services CLIN on a continuing basis? | Please provide CLIN identification next to paragraph headings to clarify the tasks which will be funded under engineering services and which tasks should be priced into the FFP CLINs. | The following paragraphs are related to OA Kits and spared parts with FFP Components identified in respective CLINs. |
Paragraphs 5.9.5 for the OA Kits. CLINs 0006 to 0015.
Paragraphs 5.9.5 for the Spare parts. CLINs 0031 to 0047 Paragraph 5.10.2 for cost to repair of the spare parts identified under paragraph 5.9.5. CLINs 0031 to 0042 Paragraphs 5.10, labor for OA Kit installation for the OA Kits identified in paragraph 5.9.5. CLINs 0019 to 0025

| 5 | Solicitation | 86 | Section C, 5.6.1 | This paragraph indicates the Contractor will provide services to test, evaluate, and qualify INCO spares. However, the procurement of material for INCO Spares are not listed as a CLIN so it is unclear how this material will be provided to the Contractor, nor is there a listing of what comprises the INCO spares kit. | Please clarify how INCO spares will be provided to the Contractor as well as an INCO Spares kit listing. | INCO Spares, if requried will be procured under the Spare Parts CLIN (CLINs 0006 to 0015)and will be made available to the ORDALT Kit installing activity. |
| 6 | Solicitation | 87 | Section C, 5.7.1 | A host of products and activities are listed which are elements of Integrated Logistics Support (ILS). However, the RFP does not establish an ILS program as is typically required to support the ISEA. The Labor Categories and Annual Hours table do not list the personnel required to perform these activities. | Please clarify if the requirement for this contract is only for maintenance and update of existing documents, or will new development efforts be required and if required, specify requirements | The requirement for this contract is for maintenance and update of existing documents to sustain the CDS current configuration. Obsolescense issues will drive changes and require technical refresh to the existing configuration leading to the development of change packages or ORDALT Kits with associated ILS products, including creating of new ILS products and updates to the existing ILS products. |
| 7 | Solicitation | 183 | Section L, 7.1.1 k. | This paragraph directs the offeror to describe the approach to providing Distance Support. Section C does not provide any detailed discussion of Distance Support so it is left to the offeror to determine the level of effort and organization which will fulfill the USG expectation. Should the corresponding CLIN and holding CLIN be the same value, or should one hold the value of the CLIN and the other be 0. Please confirm approach offeror should employ for entering data in Section B CLIN and corresponding Holding CLIN AMOUNT fields. | The offerors shall input the proposed price into the Amount field for the priced holding SLIN and $0 for the corresponding informational CLIN. For example, the value of CLIN 0001 should be $0 and the value of SLIN 0001AA should be the proposed price. | ||
