AMENDMENT 0001 Q&A

QUESTION #1: Request RFP due date be extended into 2020 to allow offerors ample time to review, ask questions and obtain quotes and ensure fair and equal competition between all offerors and reduces the risk to the government of providing an unfair advantage to the incumbent.

RESPONSE: The proposal due date has been extended to 03 January 2020.

QUESTION #2: Can the Government clarify which paragraphs are applicable to the FFP CLINs and which are applicable to the Engineering Services CLINs? For example, Section 5.3 requires Obsolescence Management and Reporting. Will the government fund this under the engineering services CLIN on a continuing basis? Please provide CLIN identification next to paragraph headings to clarify the tasks which will be funded under engineering services and which tasks should be priced into the FFP CLINs

RESPONSE: The following paragraphs are related to OA Kits and spared parts with FFP Components identified in respective CLINs:

Paragraphs 5.9.5 for the OA Kits. CLINs 0006 to 0015.

Paragraphs 5.9.5 for the Spare parts. CLINs 0031 to 0047 Paragraph 5.10.2 for cost to repair of the spare parts identified under paragraph 5.9.5. CLINs 0031 to 0042 Paragraphs 5.10, labor for OA Kit installation for the OA Kits identified in paragraph 5.9.5. CLINs 0019 to

QUESTION #3: Section C, 5.1.12 states, "In conjunction with the COR and Contracting Officer, the Contractor shall assign standard eCRAFT labor categories to each existing proposed and executed labor category on the Task Order/Contract." Please clarify if this statement means that after award other labor categories not identified in the RFP may be used that are still compliant with eCRAFT?

RESPONSE: The solicitation has been amended to delete SOW paragraph 5.1.12. The applicable eCRAFT labor categories are identified in Attachment J-S-1.

QUESTION #4: Section C, 5.5.2 directs the contractor to "review field failure date from sites, shipyards, and the fleet…" However, there is no provision in the RFP for the USG to provide this data to the Contractor. Please clarify the USGs plan for collecting and reporting this information to the Contractor.

RESPONSE: The Government will provide failure data to support tasking related to failure and trend analysis by the contractor.

QUESTION #5: Please clarify how INCO spares will be provided to the Contractor as well as an INCO Spares kit listing.

RESPONSE: INCO Spares, if requried will be procured under the Spare Parts CLIN (CLINs 0006 to 0015)and will be made available to the ORDALT Kit installing activity.

QUESTION #6: Section C, 5.7.1 - a host of products and activities are listed which are elements of Integrated Logistics Support (ILS). However, the RFP does not establish an ILS program as is typically required to support the ISEA. The Labor Categories and Annual Hours table do not list the personnel required to perform these activities.

Please clarify if the requirement for this contract is only for maintenance and update of existing documents, or will new development efforts be required and if required, specify requirements.

RESPONSE: The requirement for this contract is for maintenance and update of existing documents to sustain the CDS current configuration. Obsolescense issues will drive changes and require technical refresh to the existing configuration leading to the development of change packages or ORDALT Kits with associated ILS products, including creating of new ILS products and updates to the existing ILS products.

QUESTION #7: Section L, 7.1.1 k directs the offeror to describe the approach to providing Distance Support.

Section C does not provide any detailed discussion of Distance Support so it is left to the offeror to determine the level of effort and organization which will fulfill the USG expectation. This lack of direction could lead one offeror to describe a very basic and simple approach and another to describe something much more complex. Both may be valid responses but significantly different. Please clarify what the USG's goals and requirements are for distance support in order to maintain an equal and competitive response between all offerors.

RESPONSE: Section C, Paragraphs 5.11 describes Field Services related activities, including distance support.

QUESTION #8: L-215-H007 (b) states the deadline for receipt of questions is 10 calendar days after issuance of the solicitation. Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered. The 10 day period will pass prior to offerors receipt of the TDP. Request period for asking questions be extended 15 business days past the receipt of the TDP package in order to allow time for adequate and responsible review of the TDP and ensure all offerors receive the information necessary to ensure a fair and equitable competition through this RFP process.

RESPONSE: L-215-H007(b) has been revised from "10 calendar days after issuance of the solicitation" to "16 December 2019."

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 20-Dec-2019 12:00 PM to 03-Jan-2020 12:00 PM.

Additionally, this SOW defines the efforts required to provide Engineering Services, Supportability and Life Cycle Support and related procurements to NSWC PHD.

NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA) and is the In-Service Engineering Agent (ISEA) for the CDS.

2. BACKGROUND

The CDS provides a common display and Human-Machine Interface infrastructure for multiple Combat/Weapons systems. The CDS is a continuously evolving family of Display, Processor, and Network Systems; designed to satisfy a wide spectrum of mission critical and mission essential applications. In conjunction with this objective, CDS plays host to various, end-user Developed Software Operating Environments built to comply with Open Architecture standards, incorporating functionally modular designs comprised of Commercial-Off-The-Shelf (COTS)/Non-Developmental Item (NDI) software and hardware components.

These components integrate together using industry-accepted software and communication interface standards in accordance with System Requirements Documents. The CDS console is compliant with the Navy's Open Architecture Computing Environment (OACE) allowing CDS to easily integrate into platforms which are OACE compliant computing systems. CDS uses a Modular Open Systems Approach to support efficient technology insertion and refresh for hardware and software. The main features of CDS include: providing integrated display from user systems; converting display video signals; Human-Machine Interface signals and Operating System Signals; providing interfaces to user application; and providing a Battle-short Alarm Circuit and Operator Interface for alerts and query/response actions.

The CDS program has its origins in 2004 under the management of Program Executive Office Integrated Warfare Systems (PEO IWS) 6.0 as an enterprise approach across surface Navy combat systems to introduce powerful display consoles as part of a strategy to achieve a modular and open architecture design. In 2012, management of the CDS initiative transitioned to PEO IWS 1.0, where it became an integral part of the Aegis Modernization and new construction Guided Missile Destroyer (DDG) programs, and continued to serve other surface ship combat system requirements as well.
