All precast concrete manholes require an open sump where water can exit and enter the concrete manholes. In addition, the Section 33 71 02, Part 2.13.2.4 Joints, require seal watertight gasket joints conforming to ASTM C990M. Please confirm the heavy duty waterproof coating on the interior and exterior manhole surfaces can be eliminated due to the open sump and the gasket joint seal.

ANSWER: Provide heavy duty waterproof coating as required on Drawing E-511.

83. Ref. Dwg# E-541 Telecom Manhole Note. 3 Telecom Manhole Note 3. The precast concrete company must be certified by the National Precast Concrete Association’s (NPCA) plant certification program prior to and during production of this product for this project.

The local precast company on Island does NOT meet the certified requirement by NPCA.

However, the local precast company on island does meet the requirements of Section 2.13.2 including ASTM C857. In addition, we did not find the NPCA certification required for electrical manholes. Please confirm if the precast concrete plant certification by NPCA is required for telecom AND electrical manholes.

ANSWER: The precast concrete plant certification by NPCA is required only for telecom manholes.

84. Ref. Dwg# E-541 Telecom Manhole Note. 4 Telecom Manhole Note 4. Treat interior and exterior surfaces with a cement based on heavy duty waterproof coating to form a liquid tight seal.

ANSWER: Provide heavy duty waterproof coating as required on Drawing E-541.

85. Ref. Drawing E-511 Note 3 Note 3, Manhole walls should be backfilled with properly compacted select granular fill. Please provide a detail including the limits horizontal limits of the electrical manhole backfill. Also please confirm if granular wall backfill is required for the telecom manholes Type 73 shown E- 541 or Type 72 shown on E-542.

ANSWER: The backfill limits extend 305mm from manhole wall. See Specification Section 33 71 02 Paragraph 3.5.2. Telecom manhole walls must also be backfilled with properly compacted select granular fill, see forthcoming amendment.

86. Notice No. 5, RFI # 21 Ref. Section 1.2.4.2. Size of test wells Test wells changing from 100mm to 200mm does not allow the test well to be converted to 12” production well.

Please consider abandonment and drilling new production well nearby in lieu of conversion.

ANSWER: The response to RFI Question 21 was revised and issued under Notice 7. Note that the test borehole must be enlarged to the diameter of the final production well.

87. Notice No. 5, RFI # 26 Ref. Section 3.2.2, d. DTW measurement Answer does not solve the problem of foam needing to settle.

Are we to include standby and no drilling for 48 hours after water is first reached?

ANSWER: As stated in Notice 5, “An approved defoamer may be used if necessary.”

88. Specification Section 33 11 13 sub part 3.3.2, a Plumbness and alignment testing There are several comments and changes regarding plumbness and alignment that are not consistent with AWWWA A-100 as specified.

Will plumbness and alignment including testing that meets the AWWA A100 be allowable if slightly different than what is presented in the specs.

ANSWER: No.

89. Notice No. 5, RFI # 29 Ref. Section 3.3.1.1. Pump test We understand that the pump test will be performed in the open hole of aquifer section but are not clear on what is the minimum depth of casing and seal or set into the aquiclude or temporary casing seated at top stratum being tested as noted in section 1.2.4.2.

Please provide estimated depths to aquiclude or depth that casing and or seal is likely to be required in test well.

90. Specification Section 33 11 13 sub part 3.2.5 a Casing string The ends of the casing are to be prepared for welding with 50 mm welding collars. Bell & spigot welded ends shall not be allowed.

Plain end pipe with beveled ends and welded with full penetration weld is an equal and AWWA approved method to use of weld collars when welding casing. Will that be acceptable?

ANSWER: No.

91. Specification Section 33 11 13 sub part 3.5.1, a & d Abandonment of the well

a. How should we quantify when well development is complete? No parameters are provided, typically this is done by the hour as every well is different depending on drilling method. How should we quantify costs and the need to abandon test wells that may not meet the production requirements? How will additional needed test wells be handled if this were to happen?

b. Please provide any well logs of other water supply wells nearby on the island to similar depth.

ANSWER:

a. See Specification Section 33 11 13 Paragraph 3.3.1.3 Borehole Pump Test. The result of the borehole pump test will determine if the borehole is suitable for conversion to production well.
