RESPONSES DEFERRED FROM NOTICE NO. 9 DATED 15 SEPTEMBER 2021

81. Ref. Sec 40 95 00 Pg. 12 Para. 2.8 Central Station Software The existing central station software in use at the Fena Water Treatment Plant by NAVFAC Marianas shall be modified to provide the communication, programming and control capabilities necessary to support all specified points and functions, plus a minimum expansion of 50 percent of the current number of points, complete with their point database. The central station shall be online at all times and shall perform all required functions as specified.

Please clarify if any additional software, software updates or additional software licenses will be required at the Fena Water Treatment Plant to meet the minimum expansion increase 50% of current number of points. Or if just programming and configuration of the existing central software will be required. If additional software upgrades or licenses are required, please provide in detail what will be required.

ANSWER: Response deferred.

NOTICE NO. 10

94. Document 00202 RFP page 59 of 121 Section 2.3 Factor 1 – Experience section (a)(3) Section 2.3 Factor 1 – Experience section (a)(3) of the RFP states “New construction of Potable water treatment/transfer pump station approximately $2M or more”. Please confirm that this can be either a Potable water treatment OR transfer pump station.

ANSWER: The intent is to provide both Potable water treatment and transfer pump station. See forthcoming amendment.

Question:

1. In order to come up with the cost estimate in handling and processing of High Value Tree (HVT), we therefore request number / quantity on the listed trees.

2. Are there any tree species from the above list to be relocated or saved? If there are, please specify.

ANSWER:

For biding purposes, assume that there are approximately 61 HVT’s. 55 High Value Trees have been observed within the project limits: Artocarpus (6), Elaeocarpus (16), Intsia (33).

Assumption is that approximately 6 more will be identified during the clearing process.

Please refer to the Standard Operating Procedures for Delivering High Value Trees and the General Handling Requirements of High Value Trees.

96. Notice 5 Question 19.

Notice 5 Question 19 states the deviation for plumbness and alignment will be revised to a greater tolerance, the deviations seem to be suitable for a Vertical Lineshaft Turbine; these tolerances are not usually required for submersible pumps.

KTR Recommendation: Remove Plumbness and Alignment deviation and require viability of installation and removal of the pump.

ANSWER: Comply with the plumbness and alignment requirements as indicated in Specification Section 33 11 13 Paragraph 3.3.2. The second sentence of Paragraph 3.3.2.b will be revised to “The outer diameter of the plumb shall be no smaller than the inside diameter of the well casing less 12.7 mm.” See forthcoming amendment.

97. Notice 5 Question 19.

The plumbness and alignment specifications of the contract are impossible with the current equipment in Guam even with best practices followed, this will require a steerable drilling system that will have a huge increase in the cost of each well.

KTR respectfully requests an additional extension.

ANSWER: The plumbness and alignment requirements conform with AWWA A100 which is a standard industry reference for water wells. The alignment requirement in Section 33 11 13 Paragraph 3.3.2.b will be amended. See response to Question 96.

The proposal due date remains unchanged.

98. RFP Page 3, 4, and 5. Solicitation, Offer and Award (SF 1442), Price Proposal Schedule for RFP No. N62742-21-R-1339 P-103 Water Well Field, US NAVSUPACT Andersen, Guam.

Notes.

Please provide the construction schedule of each of the four (4) deductive items.

Please confirm if the total project duration of 750 Calendar Days includes the construction durations for each of the Deductive Items Nos. 1, 2, 3, and 4.

ANSWER: Construction schedule for each of the four deductive items will not be provided.

The total duration for the project as awarded is 750 calendar days.

99. Page 222 (E-102) to 238 (E-118).

Drawing sheet# 222 (E-102) to 223 (E-103) shows one (1) electric manhole on each electrical circuit for circuit P573 and circuit P580. Whereas in the drawing sheet# 224 (E-102) through 238 (E-118) shows only one (1) electrical manhole for two (2) circuits (P573 and P580).

Please clarify whether in the drawing sheet# 224 (E-102) through 238 (E-118) require only one

(1) electric manhole for two electrical circuits (P573 and P580), which means two (2) circuits in one manhole.

ANSWER: Provide the number of electrical manholes as shown on E-102 through E-118.

100. Page 222 (E-102) to 238 (E-118).

Pump well electrical plans drawing sheet# 246 (E-131) to 248 (E-133) and drawing sheet# 250 (E-135) to 252 (E-137) shows one (1) type 25 electric handhole between electrical building and pump well except for pump well No. 3 in the drawing sheet# 249 (E-135) that doesn’t show type 25 electric handhole.

Please clarify whether pump well no. 3 in the drawing sheet# 249 (E-135) doesn’t require type 25 handhole.

ANSWER: Pump Well No. 3 does not require Type 25 handhole because of the very short distance to the Electrical Building.

101. Specs Section 33 16 13.16 Please confirm that the wire wound pre-stressed concrete tanks do NOT require an exterior painted coating.

ANSWER: Provide exterior paint coating in accordance with Specification Section 09 90 00 Paragraph 3.11.1.A. See forthcoming amendment.

102. In regard to the Small Business Subcontracting Plan in the subject RFP, specifically pages 8 and 9 of the plan (37 & 38 of the PDF). On page 8, Section 9, the correct dollar value per FAR 52.219-8 is $750,000 not $700,000. On page 9, Section 10(a), the 2nd reporting period should read “Apr 1 through September 30” not Oct 1 through September 30.

ANSWER: The Small Business Subcontracting Plan will be revised. See forthcoming amendment.
