About this file
This document contains answers to questions from potential offerors on a solicitation for a water well field project on Guam. The solicitation seeks the design and construction of a water well system, including wells, water treatment, storage, pumping facilities, and transmission lines to supply water to Marine Corps Base Guam. Key details include that the water tank foundation design will be the responsibility of the selected offeror based on the structural criteria provided. The vent size for the water storage tank will be revised in an upcoming amendment. The total wall height and thickness of walls, roof, and columns for the water storage tank will also be designed by the selected offeror. A geotechnical report for the tank site will not be provided to offerors, but the tank must be designed based on the soil properties and bearing capacities specified in the documents.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1339
FY18 MCON P-103 WATER WELL FIELD US NAVSUPACT ANDERSEN, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
73. Specification section 33 16 13.16 paragraph 2.9 provides a description of the tank vent. In order to size the vent and overflow please provide fill and draw down rates for tank.
ANSWER: The diameter of the water storage reservoir vent shown on CI404 will be revised from 200mm to a minimum of 600mm. See forthcoming amendment.
74. Drawing S-104 states a risk category of III. Please confirm this tank does not need to be utilized for fire suppression in an earthquake. If the tank is to be used for fire suppression in an earthquake please confirm the tank should be designed for risk category IV.
ANSWER: S-104, Water Storage Reservoir Structural Design Criteria Note 3, requires Risk Category III. Provide Risk Category III tank.
75. Drawing S-104 shows a total wall height of 9.14m including a water depth of 7.62m and 1.52m of freeboard. Please confirm so long as the water depth remains 7.62m the total wall height can be modified by the tank manufacturer to account for freeboard for sloshing during an earthquake.
ANSWER: Confirmed.
76. Drawing S-104 shows a 610MM slab reinforced with #22 bar @ 254mm o.c. Please confirm the tank slab shall be designed by the tank designer based on the anticipated tank loadings and the site specific geotechnical report.
ANSWER: Drawing S-104 issued under Amendment 0001 states “Water storage reservoir including foundations, walls, interior columns, and roofs must be pre-engineered.” The tank manufacturer must design the foundation based on the structural design criteria on Drawing S-104 and logs of borings as shown on G-009 through G-013. A site specific geotechnical report will not be provided.

77. Drawing S-104 does not provide the thickness values for walls, the flat concrete roof and columns. Please confirm the tank manufacturer shall design these elements and thickness requirements based on the appropriate codes and site specific conditions.
ANSWER: Confirmed.
78. Drawings G-009-G-13 show geotechnical borings at the tank site. Please provide the geotechnical report associated with these borings for the tank site.
ANSWER: The geotechnical report will not be provided to the Contractor.
79. Drawing S-104 notes a site class of D and bearing capacity of 120Kpa(DL +LL) & 160Kpa(DL+LL+E). If no geotechnical report is available, please confirm if a higher bearing capacity can be provided and if site class C is acceptable considering the tank bears on limestone.
ANSWER: Provide water tank based on the structural design criteria on Drawing S-104.
