PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1339

FY18 MCON P-103 WATER WELL FIELD US NAVSUPACT ANDERSEN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. Ref. Factor 1 – Experience Item (3). Being an active participant in the local construction market, we are aware that there have been several raw water and potable water transfer pump station rehabilitation projects for the U.S. Military and Guam Waterworks Authority (GWA) on Guam over the past several years. However, we are unaware of any new, potable water transfer pump station projects at least $2M in value occurring on Guam in the last 20 years and we have reconfirmed this with the GWA.

Therefore, would the Government consider new construction of two or more fire pump stations in the approximate value of $1M cost each with similar centrifugal, single stage, horizontal split case pumps and jockey pumps to those required in P-103 Water Well Field project as acceptable experience to satisfy “Technical Evaluation Factor 1 – Experience Item (3) New construction of Potable water treatment/transfer pump station approximately $2M or more” since the fluid to be pumped by the fire pumps for high volume, high pressure fire-fighting service was potable water.

ANSWER: The Government does not pre-evaluate proposals. RFP Document 00202 remains unchanged.
