About this file

This document contains a Notice providing pre-proposal questions and answers regarding solicitation number N6274221R1339 for the FY18 MCON P-103 Water Well Field project at Marine Corps Base Guam. The project involves construction of a new water well system including raw water transmission lines, water treatment, water storage, a water transfer pump facility, power and communications systems, and treated water transmission lines. Well sites will include generator buildings and electrical buildings. The water system will supply water primarily to Marine Corps Base Guam. One question asked if a $4 million wastewater pump station project would satisfy the technical evaluation experience requirements, and the answer stated the remote location requirement does not apply and a wastewater project is not relevant to the listed individual features.

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1339

FY18 MCON P-103 WATER WELL FIELD US NAVSUPACT ANDERSEN, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. Ref. Document 00202. Page 3 of 7. 2.3 Technical Evaluation Factors. Subject: Factor 1 – Experience Item (3). Given the extremely limited number of major $2M potable water treatment/transfer pump station projects that have been awarded/constructed on a remote & austere location such as Guam over the past 20 years, would the Government consider a $4M wastewater pump station piping, valves, pumps, MCC/pump controls, and building systems replacement project with multiple centrifugal sewage pumps in the 1,400 gpm/35HP – 1,900gpm/160HP-8,000gpm/215HP size ranges as acceptable experience to satisfy “Technical Evaluation Factor 1 – Experience Item (3) New construction of Potable water treatment/transfer pump station approximately $2M or more”?

ANSWER: Remote & austere location is not stated as a requirement for Factor 1. A wastewater pump station is not listed as a relevant individual feature for Factor 1.
