ANSWER: GPS files will be provided after award to the successful offeror.

39. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4.

Can the Government provide the Contractor the “MSA1 Natural Resource Field Survey Report”?

ANSWER: The MSA1 Field Report will be provided after award to the successful offeror.

40. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4.

41. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4. Cycas micronesica item a.

In our experience, Cycads with a diameter less than 1.7” in diameter have been successfully grown in a nursery and outplanted. Would the Government allow the Contractor to collect basal shoots smaller than 1.7” to exhaust all possibilities of genetically representing the 165 Cycads within the footprint?

ANSWER: Yes, if explained in the Contractor’s Work Plan.

42. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4. Cycas micronesica item a.

Can the Government provide “USFWS issued Biological Opinion for specific requirements associated with the salvage, collection, transplantation, and maintenance of Cycas micronesica”?

ANSWER: The USFWS Biological Opinion will be provided after award to the successful offeror. Specific requirements for Cycas micronesica is in the NR PWS, Appendix A.

43. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4. Cycas micronesica item f.

Can the Government provide “The Conservation Cycas micronesica on Guam MSA-1”?

Contract number N40192-17-R-8003 (Guam Plant Extinction Prevention Program 2019).

ANSWER: Yes, reference will be provided in a forthcoming amendment.

44. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4. Tabernaemontana rotensis “Contractor must collect all ripe fruit available.” If during field assessments and prior to an approved work plan ripe fruits are observed on Tabernaemontana rotensis, would the Government allow the Contractor to collect these fruits? Tabernaemontana rotensis seeds are recalcitrant and do not last long on or under a tree, if the Contractor waits for work plan approval prior to collection, the seeds will most likely be lost or eaten by ungulates.

ANSWER: Yes, prior to the approved work plan, if the Contractor is able to track the parent tree by code number where the seed came from. If found under a tree, the Contractor must know it’s parent plant. If the Contractor is not able to confirm the parent plant, such as a neighboring trees, it should not be collected.

45. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.4. Tabernaemontana rotensis a.

Can the Government provide “USFWS issued Biological Opinion for specific requirements associated with the salvage, collection, transplantation, and maintenance of T. rotensis”?

ANSWER: The USFWS Biological Opinion will be provided after award to the successful offeror. Specific requirements for Tabernaemontana rotensis is in the NR PWS, Section 3.4, Tabernaemontana rotensis, (a) through (e).

46. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.5 a.1 Will the Government allow an extension of 30 calendar days for the submittal of the Draft Natural Resources Work Plan?

ANSWER: Bid as specified.

47. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.7 g.

Please confirm if this is a guideline for nursery propagation or for outplanting plot maintenance and monitoring.

ANSWER: NR PWS, Section 3.7, (a) through (f) are guidelines for the nursery. All others paragraphs are for the specific task.

48. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.7 “The Contractor is responsible for the security of the plants in the nursery and outplanting plots”.

Will the Contractor be responsible if there are damages to the plants by any acts of God?

ANSWER: This is in reference to secure the plants from theft or vandalism. If a storm is approaching the Contractor should make an effort to protect the plants in the nursery.

49. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.7 “Outplanting in vegetation plots” The four identified outplanting plots are currently being utilized as Cycad research plots by another subcontractor while the 5th plot is still being determined. Can the Government provide other plots that will ensure that the Contractor do not interrupt their studies and they do not interrupt the outplanting activities?

ANSWER: The Government does not anticipate an interference issue and has the ability to de-conflict with on-going research.

50. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.7 “Cycas micronesica” What does the Government mean by “40 genetically distinct Cycas micronesica individuals are established in the wild? Does this mean that Cycad basal shoots and heads from the same parent tree will only count as 1 genetically unique individual? Will propagules from the same parent tree be counted as genetically unique if outplanted in different outplanting plots?

ANSWER: Basal shoots and heads count as copies of the parent plant. Seed are considered unique individuals. Outplanted basal shoots and seeds should represent the population of cycads removed in this phase. Yes, copy of cycads in different plots represent genetically unique individuals if they are 1K to 1,000 m apart.

51. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.8 a. Progress Report During salvage and transplantation phase, the Contractor must submit weekly status reports in PDF to the KO. Does salvage and transplantation mean from salvage efforts until all propagules are brought into the nursery (~3-4 months) or from salvage efforts until propagules are transplanted out into the field (~15-20 months)?

ANSWER: This weekly report is for the salvage efforts until all plant propagules are brought into the nursery.

52. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. 3.9 Encroachment Measures Does the Government know how many listed species are within the 10 feet border of the project footprint that need to be protected with a silt fencing and monitored? Will listed species that are further than 10 feet from the border but have no trees shielding them from construction activities (i.e., a clear visible path to the plant from the project footprint) need to be protected as well?

ANSWER: Approximately 11 listed species within the 10ft boarder. Yes, trees that are further than 10 ft and have no natural protection should be protected.

53. Ref. Part 6-Attachments, Attachment I, NRPWS, Para. Figure 5 T. rotensis Seed Collection Site Please provide definition on the legend for the symbols present on Figure 5 T. rotensis Seed Collection Site

ANSWER: The T. rotensis collection site is located within the red bubble. The triangle indicates a plant site where there are 53 trees indicated by the label.
