PART 3: PROJECT PROGRAM

CHAPTER 2: PROJECT OBJECTIVES

FY22 MCAF PROJECT P-1366 / AJJY073105P2 APR - Munitions Storage Igloos, Phase 2 1181839

PART 3 - CHAPTER 2 - Page 3

The Architectural Barriers Act (ABA) adopted for use for the Department of Defense projects, also provides an exemption for machinery spaces as indicated in ABA Standards 2015, Chapter 2, paragraph F203.6 that spaces frequented only by service personnel for maintenance, repair or occasional monitoring of equipment does not need to comply with these requirements or to be on accessible route.

In addition, the said memorandum provides exemptions for facilities that are designed and constructed for use exclusively by able-bodied military personnel, such as the MSMs.

2.3.6 Antiterrorism Criteria

Facility will have an occupancy designated as low occupancy and UFC 4-010-01 does not apply.

Physical security provisions include maintenance of clear zones from the existing tree line, security lighting at the MSM entry doors, high security locks, and infrastructure for intrusion detection system (IDS) equipment, including balanced magnetic sensors for the MSM doors and motion sensors.

2.3.7 Cybersecurity

Not Used. Design, acquire and execute all control systems (including systems separate from management utility monitoring and control system) in accordance with UFC 4-010-06, Cybersecurity of Facility-Related Control Systems, and as required by individual Facilities

Engineering Command (FEC) or Installation implementation policy.

Incorporate Industrial Control Systems (ICS) Security Controls located in NIST 800-82, Appendix

G, Table G-1. Design the project using Part 5, Section 25 05 11, CYBERSECURITY OF

FACILITY-RELATED CONTROL SYSTEMS and 25 08 11.00 20, RISK MANAGEMENT

FRAMEWORK FOR FACILITY-RELATED CONTROL SYSTEMS. Incorporate elements of the

NAVFAC Cybersecurity Hygiene Checklist into contract specifications by using Part 5 Section 25

05 11, CYBERSECURITY OF FACILITY-RELATED CONTROL SYSTEMS. Command

Installation Office (CIO) Point of Contact to be utilized in Part 5, Section 25 05 11

CYBERSECURITY OF FACILITY-RELATED CONTROL SYSTEMS will be provided by the

Contracting Officer. Submit Cybersecurity Plan and Cybersecurity Hygiene Report in accordance with Part 5, Section 25 05 11 CYBERSECURITY OF FACILITY-RELATED CONTROL

SYSTEMS.

Incorporate cybersecurity requirements into project facility control systems identified in the following Engineering System Requirements (ESR):

• ESR D50, ELECTRICAL

• ESR G40, SITE ELECTRICAL UTILITIES

2.3.8 Secured Areas

Provide secured area(s) as required by OPNAV Instruction 5530-13C, Department of the Navy

Physical Security Instruction for Conventional Arms, Ammunition, and Explosives, and Part 3, Chapter 5 - Room Requirements table of this RFP.
