PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1337

FY22 MCAF P-1366/AJJY073105P2, APR-MUNITIONS STORAGE IGLOOS, PHASE 2,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

28. Reference S-705, Internal Locking Device Notes: Due to changes in the DoD Lock program, Contractors are no longer able to purchase the ILDs. Can the Government confirm that the ILDs will be Government Furnished?

ANSWER: Confirmed, ILD will be Government Furnished, Government Installed. Clarification will be provided in a forthcoming amendment.

29. Reference S-705, Internal Locking Device Notes: Can the Government please clarify what scope will be covered by Base Lock personnel in regards to the installation of the ILD?

ANSWER: Government will perform install of the final ILD. A dummy ILD will be available to door installers for bolt work set-up and testing. Clarification will be provided in a forthcoming amendment.

30. Reference S-705, Internal Locking Device Notes: Due to changes in the DoD Lock program, the ILD shown on Sheet S-705, which is the GEN I, is out of date. The DoD Lock Program is pushing to have all new installations include the GEN II ILD. The new GEN II ILD has some improvement that get rid of locks sticking and increase the life of the lock. Can the Government clarify which ILD they want to have on this project?

ANSWER: GEN I ILD is discontinued. GEN II ILD will be Government Furnished, Government Installed.

31. Reference S-705, Internal Locking Device Notes: Due to changes in the DoD Lock program, the ILD shown on Sheet S-705, which is the GEN I, is out of date. The DoD Lock Program is pushing to have all new installations include the GEN II ILD. The GEN II ILD only works with a new and revised Blast Door Design which has been shown to the Government on

different projects. Can the Government please confirm that the contractor is to bid the Blast Doors as shown in the provided Drawings?

ANSWER: Bid steel blast door as specified. The Government Furnished, Government Installed GEN II ILD is compatible with the steel blast doors specified in the contract documents.

32. Reference S-702: There is a new Blast Door design that is replacing the one shown on Sheet S-702. The only parts that changed were they got rid of how the ILD location has areas of the door cut out and the Bolt work has been modified to work with the new ILD location setup. I know the Government is aware of these changes to the Blast Door and the ILD. Can the Government please confirm that the contractor is to bid the Blast door and ILD as shown in the plans even though both systems are outdated and will most likely get modified during the submittal process?

ANSWER: Bid steel blast door as specified. ILD will be Government Furnished, Government Installed. Clarification will be provided in a forthcoming amendment.

33. Reference S-502, Detail C1, Vent Penetration: The side wall vent penetration as shown on Sheet S-502 in Detail C1 conflicts with the surrounding grout tubes. The nelson studs that come off of the pipe sleeve on the left and right sides protrude into the grout tubes. Also, even if you rotate the pipe sleeve embed 45 degrees the nelson studs still protrude into the grout tubes. Can the Government clarify how we are to modify either the grout tubes or the pipe sleeve embeds so that there are no conflicts? Keep in mind this portion of the project was already designed.

ANSWER: Nelson stud locations may be adjusted to avoid the conflict with the grout tubes.

34. Reference S-502, Details C2 & A3: There are conflicts between the 3” dia. grout tubes that are spaced 10” OC and the #7 vertical rebar that runs 12” OC on both the Interior and the Exterior sides. The conflict is where the hook portion protrudes into the grout tube at the bottom.

A past design of these igloos had the grout tubes spaced 12” OC which avoids this conflict. Can the Government please clarify how we are to change the rebar spacing or the grout tube spacing?

ANSWER: Provide #7 vertical rebar at 12” o.c. and grout tubes at 10” o.c. as specified in the contract documents. Seismic hooks shall be rotated as necessary to facilitate grout tube placement.

35. Reference S-502, Details C2 & A3: There are conflicts between the 3” dia. grout tubes that are spaced 10” OC and the #7 vertical rebar that runs 12” OC on both the Interior and the Exterior sides. The conflict is where the #7 vertical rebar will block the small openings placed at the top and bottom of the grout tubes as shown in sheet S-302 on details A3 & A4. This conflict does not occur at every instance of grout tube openings, but still a considerable amount.

Grout tube vent tubes may be rotated about the center of the grout tube to accommodate rebar placement.

36. Refer to drawing sheet B-002 for Schedule Foundation Subgrade Preparations and Price Proposal Schedule for SLIN 0001AB.

54. Ref. Part 6-Attachment B-Part A (Design-Bid-Build) Specification Division 31 32 23 Foundation Drilling and Grouting. Page 5 (891/1397). Paragraph 3.3 Procedures for grouting, Sub-paragraph 3.3.2 Grouting Pressures On Division 31 32 23 Foundation Drilling and Grouting Sub-Paragraph 3.3.2 specify the use of grouting pressure. Normally, our subcontractor for foundation drilling and grouting procedure performs the grouting operation for holes without cavities, by pouring directly on one side of the probe hole to allow air to escape and avoid entrapping air voids in the grout. Probe holes will be grouted with job-mixed grouting using a portable 9 cu. ft. cement mixer with 1500 psi at 28 days compression strength and slump of 8-10 inches. With the use of a 5-gallon bucket, the volume of grout is recorded by the number of gallons placed.

For probe holes with major cavities, grout will be ordered from cement suppliers. Grout is placed by direct pouring with a 1/2" PVC pipe inserted in the hole and intermittent air pressure is introduced into the pipe.

This proposed grouting procedure according to our subcontractor for foundation drilling and grouting has been accepted and performed on several Guam military projects in Andersen, AFB and Marine Corps Base, Camp Blaze (MCBCB). Please confirm if the alternative proposed method is acceptable to the Government and can be used on this project.

ANSWER: Bid as specified.
