PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1337

FY22 MCAF P-1366/AJJY073105P2, APR-MUNITIONS STORAGE IGLOOS, PHASE 2,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

9. Ref. Document 00700 (RFP).

Given the current extreme volatility in construction materials pricing (steel, lumber, electrical, plastic products, etc.), manufacturers and suppliers are unwilling to commit to pricing beyond 30 to 60 days. This places an enormous pricing risk on prime contractors and subcontractors including many small business firms that would like to compete for this project. With this material pricing uncertainty facing the U.S. construction industry, it’s very difficult and costly to submit firm fixed prices. There is a fair and equitable solution available under FAR 52.216-4 Economic Price Adjustment-Labor and Material. This clause protects both the Government and the contractor from price fluctuations. In reviewing the list of FAR clauses included in the RFP solicitation documents, FAR 52.216-4 was not included. Please consider adding FAR 52-216-4 to the solicitation to provide a fair and equitable clause that will help all parties including the Government, contractor and subcontractors avoid uncontrollable price increases due to the volatile materials market.

ANSWER: The Government has considered your request. However, the RFP remains unchanged.

10. Ref. Drawing Sheet 7 of 45 B-002.

On the drawing B-002 Note number 1 mentioned the drawing number S-111 but RFP drawing does not have this page. Please provide this missing drawing S-111.

ANSWER: Sheet B-002, Note 1 shall reference Drawing B-101 for munition storage igloo locations. Clarification will be provided in a forthcoming amendment.
