About this file

This document provides pre-proposal questions and answers for solicitation number N62742-21-R-1330 from the Department of the Navy Naval Facilities Engineering Command Pacific. The solicitation is for the FY22 MCAF P-83003/AJJY183003 project to demolish and replace three antiquated earth covered munitions storage igloos at Munitions Storage Area 2 of Andersen Air Force Base in Guam. The replacement munitions storage igloos will provide 6,000 square feet of 7-bar rated magazines utilizing conventional design and construction methods. The project includes both design-bid-build and design-build work, with the munitions storage magazines to be completed under design-bid-build and supporting facilities, site improvements and utilities under design-build. One question and answer addresses removing line item 0001AD for off-site soil disposal from the evaluation criteria and providing testing requirements for disposal, with the agency response being the line item will not be changed and testing will depend on disposal location, to be handled by contract modification if necessary.

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

19. SF1442, Pricing Pages, Line Item No. 0001AD – Off-site Soil Disposal and Notice 3 Q&A

13:

We have reached out to several companies regarding the Soil Screening Survey report referenced in Question 13. We are seeing quotes where there are no on-island facilities able to take material depending on the chemical constituents of the contaminants, and it will have high potential to be shipped off-island to the US mainland based on our experience with other projects in this area.

a) We are providing this information to the Government and are suggesting that this bid item be removed from the CLIN0001 evaluation and place it as its own CLIN not subject to the evaluation criteria.

b) Please provide, for the purpose of bidding, the exact anticipated suite of testing and hazardous constituents required for disposal as all test results in the Attachment C.3 “Soil Screening Survey” came back with results at or below Tropical Pacific Soil Environmental Screening Levels (ESL) for disposal and / or use.

ANSWER:

a) SLIN 0001AD will not be changed.

b) Testing for off-site disposal will depend on where the material is taken. Testing for hazardous constituents is not anticipated. If evidence of hazardous constituents are discovered, the required testing will be handled as a contract modification.
