About this file
This document contains questions and answers related to a solicitation for the replacement of three munitions storage igloos at Andersen Air Force Base in Guam. The work includes demolition and construction of new igloos totaling 6,000 square feet to provide munitions storage magazines. The project incorporates both design-bid-build and design-build approaches, with the munitions storage magazines completed under design-bid-build and supporting site work under design-build. Questions addressed compliance with COVID-19 protocols, qualifications for precast concrete erectors, bid submission methods, soil disposal requirements, and a request to extend the bid due date by four weeks. Answers provided guidance on COVID-19 requirements, confirmed erector certification requirements, maintained existing bid submission instructions, provided soil disposal quantity and compliance standards, and denied the request to extend the bid due date.

10. AMENDMENT No.002[sic], page 24, 1.174 DFARS 252.223-799[sic]
DFARS 252.223-799[sic]- ENSURING ADEQUATE COVID – 19
PROTOCALS FOR FEDERAL CONTRACTORS (CLASS DEVIATION 2021-O0009)
(OCT 2021)
(d) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts at any tier that exceed the simplified acquisition threshold, as defined in Federal Acquisition Regulation 2.101 on the date of subcontract award, and are for services, including construction, performed in whole or in part within the United States or its outlying areas.
Please confirm if our interpretation as mentioned below is correct:
This COVID 19 Amendment mandate applies to Prime Contractor and their Subcontractors- Vendors who physically enter the Federal Facility/Jobsite. Testimony of compliance for the above is mandatory.
The Testimony, however, is not applicable to their U.S. Manufacturers and their Associated U.S. Vendors that will not enter the Federal Facility/Project Jobsite for the P-83003 Project in Andersen Air Force Base Guam.
ANSWER: Please go to https:/www.saferfederalworkforce.gov/contractors/ for guidance.
11. RFP Specifications Section 03 45 33 Precast Structural Concrete, page 5, 1.4.1.2 Erector
Certification
Para 1.4.1.2 Erector Certification.
The above specifications require precast erectors (erecting organization and crews) for the Munitions Storage Igloos to have a PCI certification Category S2.
RFP N62742-21-R-1330
For precast erectors that are not certified by the PCI, will the Government consider erectors to be qualified if they retain a PCI-Certified Field Auditor to conduct a field audit of this project prior to start of precast concrete erection and to submit the Erector’s Post Audit Declaration?
ANSWER: No.
12. Document 00100, Instructions to Proposers
Based on NAVFAC HQ’s new policy mandate that solicitations and subsequent bid submittals be issued electronically via the DoD PIEE website, will NAVFAC-PAC be willing to accept bid submissions via this media as opposed to relying on postal couriers (with unreliable delivery accuracy) and/or hand-delivery (high costs to vendor, COVID-19 travel restrictions/risks)?
ANSWER: The proposal submission requirements in the RFP, as specified in Document 00100, paragraph 1.1 NUMBER OF COPIES/TIME OF RECEIPT, remains unchanged.
13. Specifications Attachment C.3: Soil Screening Survey, Page 1048 of Specs
Myounghee Noh & Associates, L.L.C. - Soil Screening Survey Report page iv references additional characterization/screening recommendations for any soil transported and disposed of “off-site.” Please provide characterization requirements/testing requirements and a quantity of soil for off-site disposal for bidders to use as basis of estimate.
ANSWER: Characterization/testing requirements are based upon disposal site. The soils must be characterized to ensure compliance with the recipient guidelines and requirements. Estimated quantity is 2,300 CY of soil for offsite disposal. See Amendment No. 0004 for revised SF1442, Price Proposal Schedule.
14. Due to upcoming holidays, some sub-contractors are requesting for a 4-week bid extension for them to have enough time to go over the plans and specifications and provide a competitive pricing.
ANSWER: The date and time for receiving proposals remains unchanged.
