About this file
This document provides notice of pre-proposal questions and answers for solicitation number N62742-21-R-1330 from the Department of the Navy Naval Facilities Engineering Command. The work involves demolishing and replacing three existing earth-covered munitions storage igloos at Munitions Storage Area 2 of Andersen Air Force Base in Guam with new 7-bar rated magazines totaling 6,000 square feet. The project includes both design-bid-build and design-build aspects, with munitions storage magazine work under design-bid-build and supporting facilities, site improvements, and utilities under design-build. One question asked to clarify whether the period of performance and completion date in the solicitation documents were aligned, noting a discrepancy between a completion date of September 2023 in the specifications and a date of February 2024 calculated from the period of performance in SF1442. The answer provided a forthcoming amendment would revise the completion date in the specifications from September 2023 to December 2023 to resolve the discrepancy.

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
15. SF1442 & Specs Part 3, Chap.2, Page 1, Sect 2.3-Project Specific Priorities
SF1442 prescribes the period of the performance for the project to be 592 calendar days from NTP. If Award of the project is 180 days from the proposal due date that puts the completion date to approximately the beginning of February 2024. Referencing spec Part 3 Section 2.3- Project Specific Priorities it notes that the work must be completed and accepted by the Government by 29 September 2023. It seems that SF1442 and the RFP specifications are not in alignment with one another. Please clarify the date or period of performance Proposers should be basing their proposals on.
ANSWER: The date of “29 September 2023” will be revised to “30 December 2023” in the forthcoming amendment.
