About this file
This notice provides answers to questions from offerors on solicitation number N62742-21-R-1330. The work involves replacing three antiquated earth-covered munitions storage igloos at Munitions Storage Area 2 on Andersen Air Force Base in Guam with three new 7-bar rated munitions storage magazines/igloos totaling 6,000 square feet. The project uses both design-bid-build and design-build approaches, with munitions storage magazine work under design-bid-build and supporting facilities, site improvements and utilities under design-build. One question received clarification to use 1/16-inch rubber gaskets for certain details. Another question requested lowering the minimum past experience requirement of $5 million for hardened construction work to better match the overall project rough order of magnitude between $5-10 million; however, the solicitation requires the minimum as stated.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP NO. N62742-21-R-1330
WON 1596284, FY22 MCAF PROJECT P-83003/AJJY183003,
HAYMAN MUNITIONS STORAGE IGLOOS, MSA 2,
ANDERSEN AIR FORCE BASE, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
16. Drawing M-500 (33 of 64), Details, C1& C3 and Note 9
One of our potential miscellaneous Metal fabricators has pointed out that rubber gaskets are called for in the details but Note 9 calls for ASME B16.5 Group 1, Spiral Wound, filled with chloride ion-free non-asbestos materials. Please provide requirement clarification and requested information as to Gasket thickness for each detail referenced.
ANSWER: Use 1/16” rubber gaskets. Revised drawing will be provided in forthcoming amendment
17. SF1442 block 10 indicates that the ROM for this project is $5,000,000 - $10,000,000. RFP
Document 00202 Page 3 of 9 (Construction Experience) and 4 of 9 (Design Experience) indicates that “The proposal shall clearly indicate the construction dollar value of the work associated with the construction of the hardened concrete structure/building; the portion of the structure/building that contained hardened construction; or the concrete ECM. The dollar value of these features shall be $5M or more.” Given that solicitations for much larger Munitions Storage Igloos on Guam with ROMs as high as $100,000,000 (i.e. solicitation N6274221R1337 for the P 1366/AJJY073105P2 APR Munitions Storage Igloos released by NAVFAC in July 2021) have included this same $5M minimum for past experience, we request that NAVFAC consider lowering this minimum to better reflect the overall ROM of this smaller project.
ANSWER: The construction dollar value of the “work associated with the construction of the hardened concrete structure/building; the portion of the structure/building that contained hardened construction; or the concrete ECM” shall be as stated in the RFP Document 00202.
