About this file
This notice provides questions and answers related to solicitation number N62742-21-R-1330 for the replacement of three munitions storage igloos at Andersen Air Force Base in Guam. The work includes demolition of three existing earth-covered igloos and construction of new igloos totaling 6,000 square feet of storage space. Questions addressed pricing terms, drawings, specifications, site conditions and material requirements. The Navy declined to include an economic price adjustment clause due to market volatility. Clarifications were provided regarding marine concrete, precast components, abandoned utilities, and internal locking devices. Munitions clearance will be required for excavation exceeding 24 inches deep.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP NO. N62742-21-R-1330
WON 1596284, FY22 MCAF PROJECT P-83003/AJJY183003,
HAYMAN MUNITIONS STORAGE IGLOOS, MSA 2,
ANDERSEN AIR FORCE BASE, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
1. Document 00700 (RFP)
Given the current extreme volatility in construction materials pricing (steel, lumber, electrical, plastic products, etc.), manufacturers and suppliers are unwilling to commit to pricing beyond 30 to 60 days. This places an enormous pricing risk on prime contractors and subcontractors including many small business firms that would like to compete for this project. With this material pricing uncertainty facing the U.S. construction industry, it’s very difficult and costly to submit firm fixed prices. There is a fair and equitable solution available under FAR 52.216-4 Economic Price Adjustment-Labor and Material. This clause protects both the Government and the contractor from price fluctuations. In reviewing the list of FAR clauses included in the RFP solicitation documents, FAR 52.216-4 was not included. Please consider adding FAR 52-216-4 to the solicitation to provide a fair and equitable clause that will help all parties including the Government, contractor and subcontractors avoid uncontrollable price increases due to the volatile materials market.
ANSWER: The RFP remains unchanged.
2. Drawing Sheet 7 of 38, B-002
On Sheet B-002, Note number 1 states that Drawing S-111 must be used as a reference for the munitions storage igloo location but the RFP drawings do not have this sheet. Please confirm if this missing drawing will be provided.
ANSWER: Refer to Amendment No. 0001. Reference to Drawing S-111 corrected to Drawing
B-101.
3. Drawing Sheet 15 of 38, S-001 & Specification Division 03 Concrete, Part 6-Section 03 31
30 Marine Concrete & Section 03 45 33 Precast Structural Concrete
On the drawing S-001, there is nothing mentioned regarding marine concrete requirement.
However, RFP specification under Division 03 “Concrete” includes the marine concrete requirement under Section 03 31 30 Marine Concrete.
a. Please confirm if the Munitions Storage Magazines (MSMs) cast-in placed foundation, slab on grade and retaining wall are considered as marine concrete.
b. Please confirm if the Precast Wall panel and Precast Roof panel are considered as marine concrete.
ANSWER:
a. Munitions Storage Magazines (MSMs) cast-in placed foundation, slab on grade and retaining wall are considered as marine concrete in accordance with DB RFP Part 6, Attachment B, Section 03 31 30.
b. Precast Wall panel and Precast Roof panel are considered as marine concrete. Refer to
Amendment No. 0001.
4. Drawing Sheet 20 of 38, S-301 & Specifications Part 3-Chapter 6 / ESR G20 - Page 6
On the drawing S-301, the MSMs are shown to be covered with cohesionless fill. However, there is nothing mentioned in the specifications regarding the cohesionless material to be placed against and over the earth covered igloos. Please provide the specification for the cohesionless fill.
ANSWER: Specifications for cohesionless material to be developed under the Design-Build scope of work. See DB RFP Part 3, Chapter 1 for MSM work not included in Part A.
5. Drawing Sheet 7 of 26 / C-101, Potential existing abandoned storm drain
On the drawing C-101 showing the approximate location of the potential existing abandoned storm drain (location and size not confirmed).
a. Please confirm if the abandoned storm drain will also be demolished if found near or within the ECM 51260, 51261 and 51262.
b. If to be demolished, please confirm if the storm drain material contained hazardous materials.
ANSWER:
a. If storm drain is discovered, the Contractor must proceed in accordance with DB RFP, Chapter 2, Para. 2.6.n. For the purpose of bidding, assume the storm drain does not exist.
b. Refer to response to Question 5.a.
6. Drawing Sheet 21 of 38 / S-302, Site Wall Section A3
On the drawing S-302 detail A3 shows the #5 headed bar @ 12” OC. Please confirm if the transverse top and bottom bars of the precast wall footing and transverse bar of the precast wall panel base need to be headed bars.
ANSWER: Refer to Amendment No. 0001. Detail A3/S-302 has been clarified.
7. Specification Page 798 of 1672 / Section 25 05 11 Cybersecurity for facility-related control system, Part 2 Products
On the RFP specification mentioned on Section 25 05 11 Cybersecurity for Facility-Related Control System”. Please confirm if there is a facility related control system required on this project.
ANSWER: Utility Metering Systems must meet requirements of DB RFP Part 3, Chapter 2, Para. 2.3.7.
8. Drawing Sheet 31 of 38 / S-705, Internal Locking Device Notes
Please confirm if the ILD is a Government Furnish-Government Installed.
ANSWER: Confirmed. Refer to Amendment No. 0001.
9. Specifications Parg 6, Attachment G, 1619/1672 up to 1626/1672
Regarding MEC Clearance requirement for the project, Part 6 Attachment G states the following areas are low probability not requiring MEC Clearance:
a. All fill materials above surrounding grade use to build igloo cover;
b. Twenty-four inches (24”) deep for areas within the footprint of existing igloo;
c. Twelve inches (12”) deep for areas within the existing roadway or pavement surface;
d. Six inches (6”) deep for the remainder of the project site (areas previously disturbed by general grading).
Building/Igloos footings from as-built drawings shows the footings/foundations for the igloos extend deeper than 24 inches. These items exceed the depth of the low likelihood determination of MEC in item (b) above. Will MEC Clearance be required for the excavation and removal (demolition) of these igloos if they exceed 24 inches in depth?
ANSWER: Yes.
