No. Question Response

1 Due to the magnitude, critical scope and vast complexity of the project and given the strict cybersecurity protocols for document control, we request the due date for proposals be extended to 3/12/26 to give potential bidders a reasonable opportunity to respond to the RFP. Proposal due date is extended to 10 February 2025 per amendment 0002.

2 Given the magnitude, complexity, duration and critical nature of this project, it is recommended that NAVFAC consider incorporating the use of a 3-person Dispute Resolution Board (see www.drbf.org). This is common on large, No, all disputes will be governed in accordance with FAR 52.233-1 (Alternate I) which was included in the solicitation.

3 With a project of this magnitude and complexity, it is recommended that the timeframe between release of Solicitation and Proposal submission deadline be no less than 120-days.

Refer to PPI #1 for response.

4 Secion 01 11 00.00 22, 1.3.1.2, mentions coordination with Central Main Power (CMP).

- Please confirm that the work performed by CMP is not part of this Solicitation

- Please confirm that the Govt. will manage CMP access, safety, and work.

It is understood that the Contractor is to coordinate with NAVFAC and CMP, however please confirm that the Contractor is not responsible for direct scheduling, oversight, management of, or payments to CMP.

CMP construction effort is not part of this solicitation. However, coordination with CMP for connections, testing and on base commissioning is the responsibility of the contractor. For these coordination efforts; the gov't must be included in significant meetings or correspondance.

9 Ref. Section 01 11 00.00 22, 1.3.2.2, j Please confirm SHIPO review timeframe following photography submission to NAVFAC.

It is assumed that the question is referring to 1.3.2.3 Project-Wide Sequencing Requirements (j). Once photographs are cleared for release, assume the review process may take up to 8 weeks. Coordinate with 01 44

00.01 22 Cultural Resources Mitigation for timeline assumptions re: photo processing.

12 Ref. Section 01 14 00.00 22, 1.5.1 Please define what constitutes a "wide load" requiring Contracting Officer notification.

"Wide load" definition on the shipyard is consistent with the Maine DOT or FHWA, whichever is more restrictive

15 Ref. Section 01 14 00.00 22, 1.5.1.3 Given the number of personnel that will require access to support this projet, it is recommended that PNSY establish a badging center off PNSY that can support the volume.

The GOV does not intend to create an off site badging location. Please schedule and coordinate in advance.

17 Ref. Section 01 14 00.00 22, 1.7.1 Please identify lighting requirements, in the Solicitation. Lighting per EM385-1-1 Chapter 7

21 Ref. 01 14 00.00 22, 1.21.2 Please confirm number and duration of events that the Contractor is to anticipate, as part of the Solicitation.

Paragraph 1.21.2 defines a 10-15 day window associated with dry dock restrictions. All other potential delays (weather, access, operations, etc.)

are noted in Specification 01 32 17.00 20 - Cost-Loaded Network Analysis Schedules NAS.

25 Ref. Sheet G-011 General Sheet Notes #1 states 'The contractor may utilize the laydown areas shown on the plans for up to one year during contrruction activities…' Same sheet Key Plan notes 2, 3, 4 & 5 each state 'Proposed laydown available for the duration of the project'.

-Will the laydown be available for one year or for the duration?

-Key plan notes 1 and 4 state 'with contracting officer coordination' What specifically needs to be coordinated with the contracting officer? How much time should be in the schedule for this coordination?

-Key Plan note 5 states 'Site modifications of this area would require further design and regulatory approval. What constitutes a site modification? How long should the schedule reflect for this re-design and regulatory approval?

• Laydown areas were identified and tied to the environmental permitting documents. These areas are be available for the project. The contractor is expected to coordinate with the contracting officer (part of outage procedure) for each area to be utilized. Outages may be granted for up to 1 year at a time while working in the adjacent work zones/areas.

• Coordination with contracting officer is similar to any other outage.

Propose effort as appropriate per specifications.

• Site modifications may include, but not limited to, removal of trees or landscaping areas or any other excavation to allow the area to be used as laydown. The time required for permit modifications to these areas will be based on the extent of the KTR's proposed modifications and use of the area (ie simple regrading with no tree or landscape removal would require less redesign and permitting than excavation of material and removal of trees).

26 Ref. Sheet G-011 General Sheet Notes #2 states '…and as shown in the permit documents for this project.' Are all the permit documents included in the solicitation?

Permits have not been received at this time (DEC 2025), therefore they are not part of the solicitation. Terms and Conditions of Federal and State permits (and consultations) will be added to the solicitation upon receipt.

Pre-Proposal Inquiry Responses SOLICITATION N6247025R0004 P1080 Design-Bid-Build, Power Reliability and Water Resiliency Upgrades, Portsmouth Naval Shipyard, Kittery, Maine

27 Ref. Sheet G-011 General Sheet Notes 3, 5, 6 & 7 state 'The contractor shall be responsible for any associated permitting or costs with making changes to the surface of these laydown areas not specifically shown on the plans in order to complete their work.' -Confirm if the surface area shown has been coordinated with all subsurface disturbance required including over excavation to facilitate installation of underground features (vaults, ductbanks, etc.)?

-Will the contractor be required to submit a permit? If not, who will be submitting the permit and how will the contractor therefore be responsible?

What costs will be required to re-submit the permit?

If the contractor identifies areas that they would like to use as additional laydown areas from what is identified in the drawings, they will have to provide the stormwater design for those areas in accordance with the Maine Department of Environmental Protection Chapter 500 Standards.

Use of laydown spaces is not permissable until the appropriate design is submitted and permit revisions are approved by MEDEP (and other regulatory agencies). Additional consultations would be required for use of these spaces, e.g., tree clearing, excavation in archaelogical resources -commencing use of these areas prior to completion of consultations is not permissbale.

28 Ref. Sheet G-011 Key Plan Notes indicate laydown areas for water work, it is our understanding these will be bid options. Will the laydown be available to the contractor if the government does not award or is delayed in awarding the bid options?

The contractor shall provide off-site laydown for the duration of the contract. Several small areas were identified on-site for laydown for the water work. These will only be available if the water work is awarded and if the proper approvals are obtained prior to the use of those areas (e.g.

consultations and permits).

Given the energy resilience nature of this project, has NAVFAC cosidered incorporting power generating units such as the HydroXS by InPipe Energy (www.inpipeenergy.com) at the base of the water tanks?

These power generating units are not included in the construction of this project. Propose in accordance with the solicitation.

General comment: If the Government elects to revise the 100% documents prior to issuing the solicitation, we request all changes be clouded to indicate where the changes occurred otherwise any estimating from the Draft RFP will not be useable and will prolong the bidding.

The drawings and specifications were updated in September and October and the final documents were included in the solicitation released on 4 November 2025. Changes were not clouded.

Ref. Sheet G-015 General Sheet Notes indicate 'milestone completion (partial

BOD).

-Will this sequence still hold if options are not awarded? What does the sequence look like if the options are in fact awarded but are delayed?

-Are these milestones related in a Start/Finish relationship?

-What are the explicit terms of a 'partial BOD'?

The sequence holds if options are not awarded. Milestones are NOT related in a start/finish relationship. Partial BOD is explicitly defined in 01 11

00.00 22 - Summary of Work PWD ME section 1.9

40 Ref. Sheet G-028, Legend -Hatching hazardous waste soil removal areas, is this to indicate the extents of the hazardous soils or the surface area where soils will be live-loaded?

-If to indicate the extents of the hazardous soils, there appears to be more work in the IR area than indicated by this hatching. Should the hazardous soils hatching cover all work proposed in the IR areas?

Note 5 indicates IR will require separate managing and disposal from outside IR areas, will the IR soils be managed and disposed of separately from the hazardous waste soils?

Hatch shows limit of hazardous soil based on pre-characterization sampling. Hazardous v. non- hazardous designation is based on soil testing; only a portion of IR soil is hazardous based on pre-characterization. Non- hazardous and hazardous soils generated within IR areas will be managed separately in accordance with PNSY Soil Management SOP. Note that non-hazardous soils are to be live loaded for disposal by the Contractor whereas hazardous soils are to be stockpiled and coordinated with the GOV for disposal. Contractor is to load stockpiled material into GOV furnished disposal trucks. Refer to specification 31 00

00.00 22, 3.3.3.

42 Ref. Sheet GC001 Construction Zone Safety Plan Note 1, a 20 foot minimum clear lane width shall be maintained at all times… -Is the 20 foot clear lane for single lane or two-way traffic?

-Where existing travel lanes are approximately 10 feet wide, how then will a 20 foot lane be possible?

The 20-foot-wide dimension is for Fire Department access during times when traffic is traveling in one direction only. (i.e. one lane alternating traffic or detours in one direction only). The "lane" is meant to imply the travel path of a vehicle during construction and may incorporate a portion of more than one lane or shoulder area as required to provide a one lane work zone. As noted in the general note, if a 20-foot-wide lane cannot be provided then approval of the Fire Department is required.

43 Ref. Sheet GC001 Construction Zone Safety Plan Note 9, Contractor will prepare and submit details and plans for work requiring supportive excavation to contracting officer for approval.

-Is this a required submittal and will hence follow the 01 33 00 specification?

Yes, that is correct.

44 Ref. Sheet GC001 Traffic Control Setup Procedures:

-Note 1, will the outage request be considered notification? Who is the applicable NAVFAC PWD?

-Note 2, has the signal equipment been design coordinated? Will any of the work proposed in this contract disturb the inductive loops? Is special approval required for the microwave detector before use?

-Note 5, is there any qualifications or approval required for the traffic control supervisor?

-Note 7, if there are conditions requiring signage is the contractor still required to remove everything not shown on the plans at the end of every work period?

Note 1 - The outage procedure is used to identify the work in advance of the start of construction activities therefore it will start the notification process.

Note 2 - No the design of temporary signals has not been developed as it is considered part of the contractor's means and methods related to traffic management and should be provided as part of the contractrs traffic control plan submittals required under specification section 34 01 00. It is anticipated that the existing traffic inductive loops will be impacted during construction. The submittal of information related to the microwave detectors for approval is required prior to use as noted in specification section 34 00 01.

Note 5 - This is noted under specification section 34 01 00.

Note 7 - Contractor shall provide a traffic control plan as noted in specificaiton section 34 01 00 for approval. Any sign whether temporary or permanent that conflict with the work zone conditions during work hours or regular travel during non-work hours shall be covered or removed so as not to confuse the traveling public as noted in specifcation section 34 00

45 Ref. Sheet GC001 Access:

-Note 1, contractor to maintain emergency pedestrian egress from buildings at all times. Are all emergency pedestrian egresses noted on the contract drawings?

-Note 7, if flagger stations are sufficiently lit by the floodlights in Note 6, will separate temporary lights still be required?

-Note 8, Are the small solar powered lights existing? What is the purpose of these lights? If existing, are they shown on the contract drawings?

Note 1 - Emergency pedestrian access to all buildings has note been provided on the plans because the plans do not include floor plans for each building. This information will need to be developed by the contractor as part of the traffic control plan development as note in specification section 34 00 01 and outage request procedusres.

Note 7 - If the the floodlights used to illuminate the work zone are in located proximate to flagger station and provide ample illumination for safety then it may be possible to utilize the same lights for both functions.

This will need to be noted on the contractors traffic control plan as noted in specifications section 34 00 01.

Note 8 - The solar powere lights are installed on existing sign post near pedestrian crossings or in areas of other hazards such as pedestrian staircases to provide illumination of these areas since no overhead street lights exist. Not all locations are shown on the plans. The locations of these lights, how they will be impacted byt the contractors work, and how they will be maintained during cosntruction shall be noted on the contractors traffic control plan as noted in specification section 34 00 01.

54 01 91.00.15 Par. 1.6.d Construction Manager -Please confirm where the Construction Manager (CM) role is defined. Is this person a subcontractor or government official? It may benefit the project to designate which team members are provided by the contractor and which are by the government or DOR.

The Construction Manager is a governemt employee and acts as the Contracting Officer's Representative on the project during construction.

58 Solicitation document lists two different percentages for small business subcontracting. Page 15 of the document lists 40% where the (a) Solicitation Submittal Requirements list 20% (page 18). Please confirm the total percentage of the contract for small business subcontracting goal.

40% is the correct goal for small business subcontracting. Please see Amendment 0002 for updates to the soliciation.

60 How long does the Government have to award each bid option? Bid options not awarded at NTP could have a material impact on pricing and schedule. Options will be exercised in accordance with FAR 52.217-7.

64 Ref. 12 00 01.00 20 Par. 1.3.5 It is recommended that the contractor order the products once the option is awarded… Please confirm it is acceptable to order the products prior to design approval.

The design will be completed as part of the base contract per the procedures identified in Specification 12 00 01.00 20 and prior to award of the contract modfication for the FF&E option. As such, the contractor cannot order products prior to award of the contract modification for the FF&E. There is adequate time in the period of performance to accomodate the procurement and installation of FF&E provided the contractor proactively coordinates their design and procurement schedule with project completion and related contract milestone requirements.

65 Ref. 12 00 01.00 20 Par. 3.1.1 The contractor must hire a different Interior Designer… Please confirm the firm name of the A/E's Interior Designer.

Weston & Samson (Dewberry Architects Inc.)

72 Solicitation document includes wage determinations for 'Heavy Construction Projects' but lacks the trades shown for the building rennovations. Please confirm if wage rates are available for the trades associated with the building work (mason, plumber, roofer, etc.).

See Amendment 0002 for updates to solicitation to applicable wage determinations to include ME20250033 and ME20250053, revised 12-5- 2025.

73 Area for contractor laydown and trailers indicated on G-013 between Humphrys St and George St.. This area appears to be heavily wooded and not conducive for trailers or laydown. This area is not shown on the tree removal drawings. Will it be acceptable to remove these trees and provide space for trailers and laydown?

See General Sheet Notes 4 and 5 on G-011. These notes say that the KTR shall avoid removal of any existing trees or vegetation within the laydown areas/avoid ground disturbance in areas.

75 Ref 01 11 00.00 22 Par. 1.3.2.2.4.b Coordinate construction of the enclosure behind B163 with the existing staged Verizon temporary systems. Please provide more information about this temporary system and a POC for Verizon to coordinate.

Verizon equipment (temporary) was deconflicted by the DOR during design so there is no anticipated impact to the plans for expanding Bldg.

163. If there needs to be a dialog with Verizon the KTR can reach out to the Govt. and one will be provided.

76 Ref. 01 11 00.00 22 Par. 1.3.2.3.d the Contractor will not be allowed to work in certain Traffic Control Zones at the same time…refer to Traffic Control Zones Conflict Matrix, Sheet G-025… Work sequencing shown on drawings appear to be coordinated with G-025. Without understanding the inputs and criteria used to sequence the work and zones it is unclear how the contractor can provide a plan that does not copy the design sequence. Please provide the criteria by which the work was sequenced and the traffic control matrix was created.

The traffic control matrix was developed to avoid impacts to more than one major travel route through the facilty at one time or to limit the impact of overlapping work zones in an effort to avoid major bottlenecks or severly limit emergency access. The matrix is provided as a guide to the minimum requirements for the contractor to follow to maintain vehicle access on the facility. The work zone plans provided in the contract indicate the minimum requirements for vehicle access required to complete the work.

It is the responsibility of the contractor to develop more in depth traffic control plans for each work zone based on their construciton means and methods to provide safe and efficient access to all users in conformance with specifiction section 34 00 01.

77 Ref. Without the formula and criteria that created the matrix, the contractor is not able to evaluate the inevitable impacts or create an alternate matrix or seqeunce. Has the Government evaluated how an unplanned event such as unforeseen condition or an unforeseen change beyond anyones control impacts the entire traffic control matrix and project sequencing? Can the zones act independently or is there a cascading effect if even one single zone is impacted negatively?

The traffic control matrix was developed to avoid impacts to more than one major travel route through the facilty at one time or to limit the impact of overlapping work zones in an effort to avoid major bottlenecks or severly limit emergency access. The matrix is provided as a guide to the minimum requirements for the contractor to follow to maintain vehicle access on the facility. The work zone plans provided in the contract indicate the minimum requirements for vehicle access required to complete the work.

It is the responsibility of the contractor to develop more in depth traffic control plans for each work zone based on their construciton means and methods to provide safe and efficient access to all users in conformance with specifiction section 34 00 01.As with any construction project there is the chance on an unforseen situation that will require the contractor to coordinate with the government to address. As noted on the sequencing plans and shown on the traffic matrix work in more than one zone can occur if it is not shown to conflict with another zone that the contractor intends to work in.

79 Ref 01 11 00.00 22 Par. 1.3.2.3.g Work must comply with the SECRETARY

OF THE INTERIOR'S STANDARDS FOR THE TREATMENT OF

HISTORIC PROPERTIES. Please confirm all work required to copmly with this standard is explicitly detailed in the contract documents.

Please confirm which buildings and the relative sizes thereof the contractor will be required to sketch.

The GOV will provide basic floor plans for all buildings located on the Shipyard. Contractor is to review site plans (and aerial views available via internet) to determine relative size and locations of building that are located within the 150 LF criteria noted in the specifications. Note that the Contractor will need to update some of these floor plans based on current conditions (assume 40%) and that the formats may vary between CAD, PDF, and hard copy depending on the building.

87 Ref 02 41 00 Par. 1.10 Existing Conditions - Please confirm if this is separate from the HAER Task requirements.

Yes, this is a separate requirement unique to 02 41 00.

88 Ref 02 41 00 Par. 1.10 Existing Conditions - Please confirm if all items requiring an outage are indicated in the contract documents. Items requiring outages but not shown will have a negative impact on schedule, phasing, traffic control, etc.

All items, systems, etc. requiring outages are described throughout the contract documents. Refer to specification 01 14.00.00 22 for detailed requirements associated with outages. Please note that the "P-1080 Outage Coordination Matrix" included in the Div 1 specifications is provided only as an aid to the Contractor. The intent of this matrix is to identify many of the required outages, however, this is not intended to be a full and complete list of outages that will be necessaryto complete the project SOW (refer to 01 14 00.00 22, P1.9.2). Contractor is to review the contract requirements for outages and this matrix to fully understand the level of effort and schedule accordingly. Outages that are necessary per the contract documents but not included in the matrix will not be an allowable basis for any claims (cost or schedule).

90 Ref 02 41 00 Par. 3.1.2.1 …Do not interrupt existing utilities…except when approved in writing and then only after temporary utility services have been approved and provided. Please confirm if the contractor is providing temporary utility services. If so, Please confirm if the contract documents indicate where temporary utility services are to be provided and how.

Temporary utility services are required as indicated in the plan set.

Examples include temporary emergency backup power during Building 29 generator replacement referenced on sheet G-027, and installation of temporary water main and hydrants to support construction. There are dedicated temporary water sheets suggesting temporary water requirements in each the base bid and bid option sheet sets. Also, the Contractor is required to handle sewer and drain flows during any sewer or drain relocation or reconstruction effort.

91 Ref 02 41 00 Par. 3.3.3 …to be removed by the contractor and that are to remain the property of the Government, and deliver to a storage site. Please confirm who will be performing the delivery to a storage site. If the contractor, will the storage site be at the Portsmouth Naval Shipyard?

Refer to section 3.3.3c. Contractor shall be responsible for removing and delivering items salvaged as government property to locations designated by the contracting officer. These are antiicpated to be located on Portsmouth Naval Shipyard property.

95 General Hazardous Materials: Confirm if any dust cleaning of the building surfaces will be necessary to remove hazardous dust prior to demolition or construction. E.g. lead, ACM, guano, pcb, etc. Please confirm all areas have been tested for hazardous dust, including ductwork.

Areas have not been tested for hazardous dust. Dust wipe sampling of surfaces, including ductwork, was not performed. Hazardous material testing was conducted for other materials which are included in the contract documents. The Pricing Sheet included in the solicitation includes additional quantities for some of these materials in the event that additional locations and quantities are encountered during demolition and construction including quantites for lead dust abatement. Contractor is to include hazardous material abatement that is identified in the contract documents in the base bid in the "Subtotal of Base Price for Hazardous Materials" item as well as unit prices and subtotals for potential additional quantites not identified in the contract documents in the "Base Scope Unit Price" items as listed. Contractor is responsible for installing control measures to prevent migration of any dust during work activities.

98 Please identify the disposal facilities preapproved by Code 106.3. Include locations approved for contaminated soils that qualify as non-hazardous but require special disposal, increased PPE and cost more than common fill to dispose.

All soil transported off base requires disposal at a licensed non-municipal landfill.

99 Ref. 28 31 70 Par. 1.3.1 Design and installation must comply with UFC 4-010- 06…Provide in strict accordance with NFPA 72…Final quantity, system layout and coordination are the responsibility of the contractor. If the final quantity cannot be determined until the system is designed, how can the excess scope not shown on the documents be quantified for pricing?

The effort is contractor-delegated design. Propose in accordance with the solicitation.

100 Ref. 28 31 70 Par. 1.3.1 Design and installation must comply with UFC 4-010- 06…Provide in strict accordance with NFPA 72…Final quantity, system layout and coordination are the responsibility of the contractor. Please confirm the contract documents comply with UFC and are in strict accordance with NFPA 72.

The effort is contractor-delegated design. Propose in accordance with the solicitation.

102 Regarding Solicitation Form 1442, Section 13, Part A:This states sealed offers are due by 4:00PM on 1/12/2026. Due to the size and complexity of the P- 1080 project, we request an extension of this by 30 days to 2/12/2026 to be able to accurately compile a complete lump sum bid proposal. Is this extension acceptable?

Refer to PPI #1 for response.

107 During the pre-solicitation phase, it was discussed that this solicitation would allow a 120-day proposal period. However, the RFP was issued with only a 69-day window, further reduced by the holiday season. In addition, the Department of Defense’s (DoD) final rule (32 CFR Part 170) implementing the Cybersecurity Maturity Model Certification (CMMC) program became effective on December 16, 2024.

As a federally recognized Prime Contractor, we are obligated to maintain a fully compliant value chain in the handling and management of Controlled Unclassified Information (CUI)—from initial receipt of CUI from the DoD through project closeout. This requirement extends to all subcontractors.

Achieving compliance under the new rule presents significant challenges and imposes additional time demands on both Prime and Subcontractor organizations.

For these reasons, we respectfully request that the proposal submission deadline be extended to April 2, 2026.

Refer to response to PPI #1.

108 Specification states, "Contractor shall have approved site supervision representatives(s) (Project Superintendent, Project Manager, Quality Control Manager, Site Safety and Health Officer) within visual control of any work being performed. The contractor may be required to provide multiple site supervision personnel to meet this requirement." Are all the positions listed above required at each site location outside of visual control? Are the qualification requirements the same for these multiple similar positions?

Other sections for example 01 45 00.00 22 paragraph 1.6.1.1 does not list Project Manager in the similar sentence.

The Project Manager should be the only person that does not have to be in visual control the SSHO, QCM and SUPT need to be within visual control of the work.

109 Please clarify if a Level One, Two or Three SSHO will be required on this project.

A level 1 SSHO MUST manage the entire project. The Level 1 SSHO's may appoint a safety officer(s) when multiple sites/shift are being worked.

110 The first paragraph notes that the durations for milestones are from receiving the Notice to Proceed. The Price Proposal Form General Notes paragraph c.

states, the Government reserves the unilateral right to award the bid options within 180 calendar days after the contract award. Please confirm the Milestone durations listed are calendar days from the award of the Option and not the NTP of the Base Contract.

Options will be exercised in accordance with FAR 52.217-7. Milestone durations are based in accordance with the table provided in FAR 52.211- 12, Liquidated Damages-Construction.

111 Please confirm that if Option Item No. 11A CLIN 0012 is not awarded that all Prime and Subcontractor Personal Owned Vehicles (POV) will be allowed to park on Base in the Jamaica Island parking lot. Yes, contractors will utilize standard parking locations available at PNSY for contractors.

Contract language states that within 3' of adjacent utilities hand digging is required. This requirement exists in numerous places. Request clarification that vacuum excavation also is acceptable in these locations. Vacuum excavation is acceptable within 3' of adjacent utilities

125 Experience with excavation work on the island indicates that as work gets below level of Mean High Tide, excavation work is frequently impacted or stopped during periods of high tides due to inundation of work area with water. As excavation gets deeper, available daily work windows can shorten to as much as 4 hours in a twelve hour tidal span. We recommend NAVFAC provide parameters of expected work windows and/or tidal impacts by location or zone - i.e. on the center of the island should we anticipate the same impact as work near the shore, etc. Without clarity and guidance, bidders may ignore this concern altogether and it can result in significant disputes and changes at a later date.

The Contractor can expect work in excavations that will extend below ground water. The profiles shown in the construction drawings indicate the bottom of structure elevations. The floowing note has been added to Sheet B-001: THE MEAN HIGHER HIGH WATER (MHHW) AND

MEAN LOWER LOW WATER (MLLW) LEVELS OF THE

PISCATAQUA RIVER IN THE AREA OF SEAVEY ISLAND ARE AT

EL. 3.68 AND EL. -3.35, RESPECTIVELY. WE ANTICIPATE THAT

GROUNDWATER LEVELS WILL FLUCTUATE WITH SEASON,

TIDES, VARIATIONS IN PRECIPITATION, CONSTRUCTION IN THE

AREA, AND OTHER FACTORS. PERCHED GROUNDWATER

CONDITIONS COULD EXIST ALONG THE TOP OF THE BEDROCK

SURFACE, ESPECIALLY DURING AND AFTER EXTENDED

PERIODS OF WET WEATHER. Additionally, the Contractor will need to submit a Dewatering Work Plan as required in Specification 31 00 00.

134 Temporary 125VDC power not detailed on sequencing drawings. Please provide work sequence.

125 VDC system is required to remain online at all times in support of active medium voltage switchgear control power. Provide temporary 125 VDC power as required if existing 125 VDC systems are impacted prior to complete demolition of the existing switchgear. Battery systems installed to support the proposed new switchgear may be used to back feed existing switchgear during construction.

136 Matrix G-025 only details "zones" not "areas" . How do we understand how "work areas" are deconflicted?

The matrix provided applies to Work Zone which impact traffic. It does not show Work Areas because it is not anticipated that at these locations would have a significant impact on the roadway traffic.

138 Is it expected that work "areas" don’t have traffic control requirements like the "zones"?

It is anticipated that work areas may not have traffic control requirements that impact vehicle traffic but they may have traffic control requirement related to parking or pedestrians.

139 Is the reference to B162 foundation on G-022 related to the generator foundation? Please confirm

Correct. Note 1.2.2 refers to the concrete generator foundation.

143 01 50 00.00 22 details work zone restrictions for traffic 0730-1330 . Does traffic control need to be removed by 1330 each day? See notes on individual Traffic Control sheets for further guidance on work hours. For road closures with detours the traffic control does not need to be removed each day.

145 01 45 00.00 22 Par. 1.13.4 Every site visit by the QC Specialist must be documented on a QC Specialist daily report. In person inspections must be documented with photographs and/or videos.

Please confirm multiple camera permits will be issued for the contract.

Yes, multiple camera permits are expected to be issued for the contract, following review of the Contractor's camera permit applications.
