This document is a comprehensive Price Schedule for Project P1080, dated 30 DEC 2025, detailing a complex electrical infrastructure improvement project at a naval shipyard. The base scope (CLIN 0001) and 14 optional line items cover extensive work including power distribution upgrades, water main installations, hazardous material abatement, utility infrastructure improvements, building renovations, and associated site work. Key work areas include electrical systems, water storage, water mains, pump stations, sea water systems, roadway improvements, and multiple building modifications at Portsmouth Naval Shipyard (PNSY).

The price schedule provides unit pricing for numerous specific tasks, with particular emphasis on hazardous material handling, excavation, pipe installations, and infrastructure upgrades. The government reserves the right to award optional line items (CLINs 0002-0016) within 180 calendar days after contract award, with a total contract completion timeline of 1930 calendar days. Pricing is firm fixed, and actual quantities may vary. Notable requirements include off-site parking for contractor personnel, natural gas generator installations, and comprehensive environmental and site restoration components. All hazardous materials must be delivered to the PNSY Hazardous Waste Facility in Building 357 for proper disposal.

In accordance with

Option(s).

e. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
