CLARIFICATIONS/QUESTIONS
Contractors are required to review the entire solicitation package before submitting questions. Submit all questions via one document using Attachment J-4, Pre-award Inquiry Form, by e-mail to susan.l.mckenzie.civ@usnavy.mil no later than the date identified in Section A. This is the most efficient way to ensure all questions are addressed in a timely manner.
L.3 REQUEST FOR PROPOSAL (RFP) FILES
By necessity, these files are protected to prevent unauthorized editing. The Contract Specialist will post the RFP files to Contract Opportunities found on beta.sam. Offerors are advised to check http://beta.sam.gov on a regular basis.
L.4 GENERAL PROPOSAL REQUIREMENTS
The cost proposal and non-cost proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Cost Proposal” and “Volume 2: Non-Cost Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specifies as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the costs are offered at the cost set opposite each item, delivered at the designated point(s), within the time specified in the schedule.
L.5 EVALUATION FACTORS
1. The solicitation requires the evaluation of cost and the following non-cost factors:
Factor 1 – Corporate Experience Factor 2 – Safety Factor 3 – Past Performance
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. Factor 2 will be rated on an Acceptable/Unacceptable basis, and will not be considered in the determination of an overall technical proposal rating or in a cost/non-cost tradeoff analysis. However, an offeror rated Unacceptable for Factor 2 will be considered ineligible for award, unless discussions occur and the issues causing the Unacceptable rating are corrected through discussions and proposal revisions. The relative order of importance of the non-cost evaluation factors is the technical factors, Factors 1, is equal in importance to the past performance evaluation/performance confidence assessment, Factor 3. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost evaluation factors) are significantly more important than cost.
The importance of cost will increase if the Offerors’ non-cost proposals are considered essentially equal in terms of overall quality, or if cost is so high as to significantly diminish the value of a non-cost proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, cost and non-cost factors considered.
L.6 COST AND NON-COST SUBMITTAL REQUIREMENTS
(a) Volume I: Cost Proposal:
(1) Solicitation Submittal Requirements: Submit one (1) “Original” and one (1) copy of the cost proposal in three-ring binders clearly marked as “Volume 1: Cost Proposal.” In addition to providing hard copies of the cost proposal offerors shall provide two (2) electronic copies of the cost proposal on separate, non-rewritable CDs in Microsoft Excel format and shall be Microsoft Office Version 2016 compatible. All required documents provided in a format other than Microsoft Excel may be provided as PDFs. Offerors are advised that, in the event of a discrepancy between cost information contained on the CDs and the hard copy proposal, the original hard copy will govern. Each copy of the cost proposal shall include a separate tab for each item specified below:
NOTES:
i. All pricing data sheets (Attachments J-3, JB-1, JH-1, and J-0200000-13) shall be submitted in both Excel format (Microsoft Officer Version 2016 compatible) and PDF. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.
Tab A. Identify the Company profile, to include the Offeror’s name, address, the DUNS number and CAGE code.
Offerors shall provide name, title, email address, phone and facsimile number of the person or persons authorized to negotiate and legally bind the offeror and points of contact within the company should proposal clarifications be required.
Tab B. Completed and signed Standard Form 33 (SF-33);
Tab C. Acknowledgement of all issued solicitation amendment(s) (SF-30’s) related to this RFP;
Tab D. Completed Attachment J-3- Section B, Supplies or Services and Prices (CLINS 0001 through 0009) in U.S.
Dollars. Offerors shall complete Section B and accompanying exhibits from Section J of the solicitation with all Contract Line Item Numbers (CLIN) and Exhibit Line Item Numbers (ELIN). Amounts shall be rounded to the nearest dollar. Amounts will become the costs effective at contract award.
TAB E. Accounting/Financial Management Systems, Offerors shall submit the date, results, and the reporting Government office for the most recent reviews performed of its accounting, billing, estimating, purchasing, and Government property systems. Provide a listing of information to support the Government’s determination of the degree to which the offerors accounting/financial management systems are adequate and compliant with Government regulations and standards. The Government is not asking for a description of your system, but is requesting supporting information that will allow the Government to determine the status of these systems. In accordance with FAR 16.104(i) and FAR 16.301-3(a), the offeror’s accounting system must be deemed adequate for the timely development of all necessary cost data and determining costs applicable to the contract prior to contract award. If submitting a proposal as a joint venture, submit the listing only for the managing member who will implement and control the systems. The offeror shall also submit documentation addressing compliance with applicable Cost Accounting Standards (CAS) requirements. Offerors shall provide points of contact with phone numbers for the cognizant DCMA/DCAA offices that can confirm the current status of these accounting/financial management systems. If an offeror does not have such a contact with DCAA or a Government audit office, it shall so indicate and explain why not.
CAS Compliance, The offeror shall submit documentation addressing compliance with applicable Cost Accounting Standards (CAS) requirements, and provide a description of any outstanding CAS non-compliances and the potential impact of the CAS non-compliance to the Offerors proposed costs.
Offerors shall provide points of contact with phone numbers for the cognizant DCMA/DCAA offices that can confirm the current status of the contractor business systems and CAS. If submitting a proposal as a joint venture, submit the aforementioned information only for the managing member who will implement and control the business systems. The managing member must have both the approved accounting system and adequate CAS Disclosure Statement.
Tab F. Supporting Cost Data, the cost proposal shall contain a complete detailed cost breakdown for mobilization, demobilization, and each contract period by cost element, by Annex, and by Exhibit Line Item Number (ELIN) to support the Section B CLIN amounts. Typical cost elements might include, but are not limited to: direct labor; direct material; equipment; subcontract; other direct cost (ODC); overhead; general and administrative; and award fee.
Provide supporting worksheets and narrative explanations to fully explain the basis and rationale for the proposed amounts.
The Offeror’s proposal should represent its best efforts to respond to the solicitation. Any inconsistency between promised performance and the proposed cost/price must be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for what appears to be an abnormally low estimate, the nature of these techniques and the impact on cost or price shall be explained; or, if a corporate policy decision has been made to absorb a portion of the estimated cost/price, that must be stated in the proposal. Any inconsistency, if unexplained, may raise a fundamental question of the Offeror’s understanding of the nature and scope of the work required and may adversely impact the evaluation of Offeror’s proposal.
The Cost Summary Worksheet (Attachment JB-1) illustrates a sample format of the type of cost breakdown detail required for each contract period, including mobilization, demobilization, and the six (6) month option to extend services under FAR 52.217-8. The cost categories shown in the Cost Summary worksheet are examples only and the Offeror should provide direct and indirect costs in accordance with its established accounting practices. Back up details for the cost breakdown worksheets should be detailed by labor classification and cost elements that can be related to the various segments of your non-cost/cost proposal.
Provide tabs or dividers to organize the proposal and use cross- references as necessary to make the proposal easier to follow. Proposals should show escalation factors, if used, how they are used to cost the submission, and shall state the basis for each of the escalation factors proposed (if based on market index/database, provide supporting documentation to include name of the index, location/website, excerpts, NAICS code, etc.). Offerors shall submit the supporting cost data in the same format for all contract periods.
For subcontract efforts in excess of $2,000,000 annually, submit subcontractor information in the same level of detail as prime contractor.
Additional information or requirements for individual cost elements to be provided within Tab F are as follows:
1. Direct Labor and Fringe Benefits. Identify, by labor classifications, the number of labor hours, fully burdened labor rates (for prime and all subcontractors), and fringe benefit costs by ELIN on Attachment J- 0200000-13 for each contract period. Provide supporting documentation. Identify proposed fringe benefits and labor burdens in sufficient detail to disclose all the elements included and the costs/rates proposed (e.g.
FICA, FUTA, SUTA, Worker’s Compensation Insurance, Health Insurance, etc.). The basis for proposed labor rates, fringe benefit rates and labor burdens must be disclosed. Provide supporting documentation and detailed calculations/formulas of any proposed Fringe Benefit rates. For items of direct cost associated with employment (i.e., incentive compensation, relocation, housing, bonus, etc.), when categorized as fringe benefits, provide a detailed explanation in your narrative that the proposed costs are in accordance with H.9 Reimbursement of Relocation Costs, Home Leave, Incentives, and Travel Costs for Key Personnel and provide a detailed cost breakdown. Offerors may edit (add a column for example) to the J-020000-13 in accordance with its established accounting practices. For subcontract efforts in excess of $2,000,000 annually, submit subcontractor information in the same level of detail as prime contractor.
Offerors are advised that proposing lower cost personnel in technical labor categories without substantial justification, or failing to identify staffing to cover minimum requirements in the PWS, may be an indication that the Offeror does not have a clear understanding of the technical labor needed to support the effort. In such cases, upward adjustments may be made to the proposed Direct Labor cost.
2. Material. Offerors shall use the material costs provided in Attachment J-0200000-13 in their proposals and shall also explain any associated direct and indirect cost in accordance with its established accounting practices in the supporting documentation.
3. Equipment. A limited inventory of Government Furnished Equipment (GFE) is being made available for use on the contract as addressed in the Performance Work Statement (PWS), of certain annexes.
After existing GFE becomes unavailable for further use on the contract, the contractor will be responsible for providing the necessary and appropriate replacement equipment. The responsibility for having the necessary equipment to produce and deliver the required contract services rests solely with the contractor.
Offerors are required to provide for all the equipment necessary to perform the requirements of the contract. Because the Government will not take title to contractor furnished equipment, the accounting/billing method shall be through depreciation or a use rate of contractor provided equipment.

(Tab C) Non-cost Proposal
(Tab C.1) Factor 1 – Corporate Experience
(i) Solicitation Submittal Requirements: Solicitation Submittal Requirements: The Offeror shall provide a maximum of three (3) relevant projects to be documented only on the Corporate Experience Project Data Sheet (Attachment J-2). Offerors shall not submit, and the Government will not evaluate, any information under Factor 1 unless it is on Attachment J-2, or submitted as part of Volume 2, Tab B. The Offeror shall clearly demonstrate relevant experience on projects similar in size, scope, and complexity to the requirements described in the Performance Work Statement (PWS).
For purposes of this evaluation, a project must demonstrate ALL of the following characteristics to be considered “relevant”:
a. Performance of services comparable to technical specification 1502000 – Facility Investment (at minimum, including the completion of service orders, Preventative Maintenance (PM), and repairs); and
b. Performance of services comparable to a minimum of two (2) additional technical specifications from the list of Primary Technical Specifications to be performed under this contract.
For purposes of this evaluation, the following are considered “Primary Technical Specifications”: 0402000
- Fire and Emergency Services, 1300000 – Galley, 1602000 – Electrical, 1604000 – Wastewater, 1606000
– Water, and 1700000 –Transportation
For purposes of this evaluation, the following are considered “Secondary Technical Specifications”:
0100000- General Information, 0200000- Management and Administration, 0300000 - Command/Admin, 0401000 - Force Protection, 0403000 - Emergency Management, 1001000-Material Management, 1002000-Supply Services, 1200000 - MWR, 1402000-Unaccompanied Housing, 1501000-Facility Management, 1503010 Custodial, 1503020-Pest Control, 1503030-ISWM, 1503050-Grounds Maintenance and Landscaping, and 1503060-Pavement Clearance, 1601000–Utility Management, and 1800000 – Environmental. Secondary Technical Specifications will not be considered or counted towards the minimum of two (2) other technical specifications required to demonstrate a relevant project under corporate experience; and,
c. At least one (1) year of performance, invoiced at $5 million or greater, within the eight (8) year period immediately preceding the deadline for proposal submission.
Note: For example, if the proposals are due on January 21, 2022, the project must demonstrate performance, invoiced at $5 million or greater, for a period of one (1) full year within the dates of January 21, 2014 – January 21, 2022.
Further, the Offeror’s collective relevant projects also must aggregately demonstrate EACH of the following (the “Aggregate Requirements”):
1. At least two (2) relevant projects.
2. At least one (1) relevant project demonstrating performance under a fully or partially cost-reimbursement contract action.
3. Performance of services comparable to technical specification 0402000 - Fire & Emergency Services on at least one (1) recent and relevant project; and
4. Performance of services comparable to technical specification 1606000 - Water on at least one (1) recent and relevant project; and
5. Performance of services comparable to technical specification 1700000 – Transportation on at least one (1) recent and relevant project.
*NOTE: Aggregate Requirements may be demonstrated by single or multiple projects. For example, the requirement to show a relevant project with performance under a cost-reimbursement contract action is not a requirement for a third relevant project beyond the minimum of two (2) relevant projects—rather, as long as one of the minimum of two (2) relevant projects shows cost-reimbursement experience, that requirement is met. Relatedly, the requirements to demonstrate experience with performance of services comparable to technical specifications 0402000, 1606000, and 1700000 can be met on a single project that shows experience with all three of those specifications, or it can be met by multiple projects that separately show experience with each of those specifications.
For each project the Offeror shall complete the Corporate Experience Project Data Sheet included as Attachment J-
2) and all information shall be provided as requested on the form. Attachment J-2 may be expanded and is not limited to the two (2) pages provided with the solicitation.
A “project” is defined as a task order under an IDIQ contract or a standalone contract; Offerors are not to provide an IDIQ contract as an example of a completed project. Examples of work submitted that do not meet the definition of “project” will not be evaluated.
IMPORTANT: It is the Offeror’s responsibility to clearly explain and demonstrate to the Government how each project submitted is comparable to the nature and level of performance required in the various technical specifications as described in this solicitation, including the PWS. All information shall be documented on Attachment J-2, except for information required to be submitted as part of Volume 2, Tab B. If the Offeror does not clearly explain how its claimed experience is comparable to the contract requirements in this solicitation, the Government may determine that the submitted contract experience is not relevant.
If the Offeror is a Joint Venture (JV), relevant experience should be submitted for projects completed by the JV entity. If the JV members have not previously performed together then experience must include at least one (1) relevant project demonstrating performance by at least one JV member. The requirement for one (1) relevant project demonstrating performance by at least one JV member cannot be met by relying on experience of a Corporate Affiliate of a JV member. JV Offerors who demonstrate relevant experience by both JV members, whether performing together or separately, may be considered more favorably than JV offerors who only demonstrate relevant experience by a single member.
