DEFINITIONS AND ACRONYMS
Definition Description Assessment A general term referring to either a survey or inspection of a facility to determine condition.
Asset A general term used to refer to an item, such as a component, system, building or facility, that is managed by an automated data management program, e.g., UICAP.
Business Management System (BMS)
A web-based tool that provides a systematic method for the management of business processes, common practices, and process quality improvements that produce and support the most efficient and effective delivery of NAVFAC’s products and services.
Utility Investment Strategy
The Contractor shall engage in the Navy’s utility investment strategy to provide efficient and effective utilites that directly support warfighter readiness at the lowest possible life cycle cost, while maintaining fully functional capabilities.
Utilities Maintenance Management
The planning, prioritizing, organizing, controlling, reporting, evaluating, and adjusting of utility maintenance operations to support the CNO/NAVFAC utilities policy and objectives and satisfy customers’ facility needs. Defined by the International Facility Management Association as “the practice of coordinating the physical workplace with the people and work of the organization.”
In-house Performed by Government employees.
Inspection A rigorous, detailed assessment of the condition of a facility performed to generate a fundable scope and cost estimate for prioritization and funding of maintenance and repair.
Job or Work Order An authorization for work that requires planning and estimating and has an individual line of accounting for financial and performance evaluation.
Planned Utility Outage A Planned Utility Outage is a scheduled utility service interruption at or before the utility service point affecting at least one occupied facility, pier, or berth. Service/Trouble Desk personnel gather pertinent information prior to the outage event and from the field after the event, and record the outage event in the MAXIMO Work Order Outage Log. These events REQUIRE PLANNING AND COORDINATION WITH AFFECTED CUSTOMERS at a minimum 10 days for routine and 3-4 days for urgent requests in advance of the outage.
NOTE: Planned utility outages that occur without notification to proceed after a request to defer the outage cannot be met are reclassified as unplanned utility outages.
Reportable Utility Outage
A reportable utility outage is defined as a loss of NAVFAC delivered utility services to an occupied facility, pier or berth that is greater than 5 minutes in duration. Utility system failures that do not cause a disruption of services to occupied facilities, piers, or berths are not considered an outage.
Supervisory Control And Data Acquisition
(SCADA)
A version of telemetry commonly used in wide-area industrial applications, such as electrical power generation and distribution and water distribution, which includes supervisory control of remote stations as well as data acquisition from those stations over a bidirectional communications link.
Service Order Any work required to return a utility, system, equipment or component to normal working condition. Service orders are minor utility problem requests or requests for other non-recurring work that is too small to be planned and estimated.
The purpose of a service order is to provide the Government with a means of issuing work up to a defined liability limit for requirements occurring outside of the specified recurring work. The Government may utilize service orders to accomplish any work up to the respective liability limit based on the service order classification.
Service Order, Emergency
Emergency is defined as any facility deficiency that immediately compromises the mission or life, health and safety. Always includes, but is not limited to, failure of any utility, fire protection, environmental control, or security alarm systems.
Service Point The service point is the point of connection between the serving utility and the facility and is also the ’Point of Demarcation’ where ownership changes. This is the transition between NAVFAC UEM and customer funding for maintenance and repair services on equipment.
Definition Description Service Order, Urgent Urgent is defined as any deficiency that does not immediately endanger personnel or property, but extended delays of repairs could result in damage to Government property, or soon affect the security, health, or well-being of personnel or the continued operation of a service or system.
Service Order, Routine Routine is defined as any work requirement within the defined LOL that does not qualify as emergency or urgent.
Unplanned Utility Outage
An Unplanned Utility Outage is an unscheduled utility service interruption at or before the utility service point affecting at least one occupied facility, pier, or berth, and lasting longer than 5 minutes in duration. Service/Trouble Desk personnel enter information from the field about the incident, response, and the repair in a MAXIMO Work Order Outage Log. Facilities experiencing an unplanned utility outage greater than five minutes should contact their Building Monitor or Facility Coordinator who can report the outage to the Service/Trouble Desk.
Utility Service Interruption
A Momentary Utility Service Interruptions of five minutes or less in duration are not considered a long duration utility outage, and therefore not required to be recorded in the MAXIMO system. NAVFAC Utilities does not provide nor guarantee uninterruptible utility services.
Utilities Infrastructure Condition Assessment Program (UICAP)
A Navy automated data management program that utilizes historical asset lifecycle data and a structured assessment process to evaluate the condition of utility systems and their components.

Attachment J-1601000-02 Utility Management Data Requirements
PURPOSE AND OVERVIEW
The purpose of this attachment is to provide guidance on how data is to be provided by the Contractor and outline the options by which the Contractor can report Service Provider Information and Asset Information for NAVFAC
MAXIMO.
GENERAL TYPES OF DATA
Work Order Data
Work order data includes all necessary information for the documentation of all completed work orders, including, but not limited to, service orders, preventive maintenance (as performed under the PM program), and work issued as non-recurring. Specific NAVFAC MAXIMO fields required for work order data are listed on the UEM Business Rules for Asset Management Procedures provided in J-1601000-03 for direct entry and on the Service Provider Information spreadsheet provided in J-0200000-07 for multiple work order upload (more than 100).
Asset Data
Asset data includes the specific details necessary for proper identification and tracking of assets when updated for all completed work orders where an asset is repaired, replaced, installed, or otherwise affected. Specific NAVFAC MAXIMO fields required for asset data are listed on the UEM Business Rules for Asset Management Procedures provided in J-1601000-03 for direct entry and on the Asset Information spreadsheet provided in J-0200000-08 for multiple asset updates (more than 100).
Preventive Maintenance Data
Preventive maintenance application in Maximo is built by PM records that can be associated with assets, locations or routes. The PM record defines the frequency, seasonal dates, job plans sequence and records a PM history.
The BOS Contract is performance based and therefore NAVFAC EURAFSWA cannot mandate the tasks to perform on a particular piece of equipment. However, the KTR shall build and maintain a Preventive Maintenance program in Navy Maximo generating work orders, tracking time and materials spent and completing those work orders in a timely manner. All the work order data executed on each piece of equipment shall be entered into NAVFAC Maximo.
In the case that additional repairs or work is discovered when performing PMs, the BOS contractor shall document and report the deficiency back to the PAR for proper approval and issuance of a follow-up work order.
NAVFAC shall be able to monitor the performance of the BOS PM by comparing the total labor hours executed for scheduled work with the total labor hours performed for unscheduled work on each particular piece of equipment.
Specific NAVFAC MAXIMO fields required for asset data are listed on the UEM Business Rules for Asset Management Procedures provided in J-1601000-03.
Condition Rating Data
UICAP Meter reading shall be recorded at a minimum frequency of once per year on the annual PM for all the equipment under Preventive Maintenance program by BOS Contractor. In addition to the scheduled work, the BOS Contractor shall update the UICAP meters every time that a Service is executed on the equipment.
For each equipment category, the attachment J-1601000-05 lists the UICAP meters that shall be updated Specific NAVFAC MAXIMO fields required for asset data are listed on the UEM Business Rules for Asset Management Procedures provided in J-1601000-03.
