About this file
This is a summary of a solicitation for munitions response services at former Navy facilities on Vieques, Puerto Rico. The solicitation is being advertised as a 100% small business set-aside for NAICS code 562910, Environmental Remediation Services, with a size standard of 750 employees. The Navy intends to award an IDIQ contract with a one year base period and four one-year options, for a total maximum value of $95 million. The contractor will perform munitions response work including investigations, removals, and remedial actions in terrestrial and aquatic environments. Potential tasks involve site surveys, work plans, safety plans, explosives safety submissions, investigation and completion reports, site monitoring, munitions removal and disposition, and innovative technology implementation. Work may be performed at other Navy sites worldwide and involve supporting other Navy contractors. The solicitation seeks proposals for a cost-plus-award-fee contract to provide the best value to the government based on technical, past performance, and cost factors.

Attachment JL.21 – Vieques Map #1
Attachment JL.22 – Vieques Map #2
Attachment JL.23 – Vieques Map #3
Questions and Answers:
11. Reference: JL.2 & JL.2A Excel Files. There appears to be some labor categories where the OT designation is missing in the Contract Labor Category description column. They are UXO Diver QSC/Safety (rows 56 & 57) on JL.2 and (rows 57 & 58) on JL.2a and UXO Diver Supervisor (rows 62 & 63) on JL.2 and (rows 63 & 64) on JL.2a (Both in the 4% & 8% HPD categories) and UXO Diver II (row 73) on JL.2 and row 74) on JL.2a.
Question: Will revised files be distributed?
Response: Yes, see amendment details below.
Question: Please confirm the position group is QCS (Quality Control Specialist) not QSC.
Response: Yes, position group is QCS (Quality Control Specialist) not QSC.
12. Reference: L.8B Excel File Vieques Sick Leave; JL.8B has one labor category not found on JL.2 – Mechanic
Question: Will this labor category be added to JL.2?
Response: No, Mechanic is a SCA labor category and should not be added to Attachment JL.2. The rate for this labor category is based on the SCA wage determination rates. See Note 7 under Attachment JL.8 as follows:
“The proposed rates for Service Contract Labor Standards Wage Determinations (SCA) labor categories, UXOs I, II, III, Medical Technician, Mechanic and Pruner shall be equal to the wage determination rates provided in WD 15- 5713.”
Also refer to the notes under SECTION II – COST AND RELATED INFORMATION found on pages 133-134 and “Tab 1 - COST PROPOSAL WITH SUPPORTING DOCUMENTATION” starting on page 134 of the solicitation.
13. Reference: JL.8 Excel File Vieques + Cost + Model; JL.8 has two labor categories not found on JL.2 - UXO Dive Tender & Machinery Maintenance Mechanic.
Question: Will these labor categories be added to JL.2?
Response: Please see amendment details below. UXO Dive Tender has been added to the labor categories listed on Attachments JL.2 and JL.2A. Machinery Maintenance Mechanic is classified as a SCA labor category and should not be included in Attachment JL.2.
14. Reference: JL.8B Excel File; There are some labor categories on JL.2 for several Vieques labor positions that would incur a sick expense but they are not included in JL.8B. They are UXO Diver QCS/Safety, UXO Diver Supervisor, UXO Diver I, UXO Diver II and UXO Diver III.
Question: Will these additional labor categories from JL.2 be added to JL.8B in order to allow any sick costs to be billed as a direct allowable cost?
Response: Attachment JL.8B may be adjusted to include additional labor categories, assuming the sick leave for these labor categories will be a direct charge. See item #10 under “Tab 2-COST MODEL INFORMATION ATTACHMENTS JL.8, JL.8A, JL.8B” found on page 139 of 151.
15. Reference: Page 139 of 151 Tab 2 – Cost Model Information Attachments JL.8, JL.8A and JL.8B, Item #10. The RFP states: Direct Charges for sick days for employees working in Vieques or other parts of Puerto Rico will not be an allowable direct charge under the contract if not included in the cost model and on attachments JL.4 and JL.5.
However, there is not a cost element for Sick Time on JL.4 and JL.5.
Question: Should JL.4 and JL.5 be amended to include sick days as a cost element in the tables?
Response: No, the solicitation remains unchanged. See note 8 under JL.4 as follows:
“Offerors shall include a list of all labor categories, if any, from Attachment JL.8B, Direct Cost Annual Sick Leave- Vieques, for which sick leave will be a direct charge. DIRECT CHARGES FOR SICK DAYS FOR
EMPLOYEES WORKING IN VIEQUES OR OTHER PARTS OF PUERTO RICO WILL NOT BE AN
ALLOWABLE DIRECT CHARGE UNDER THE CONTRACT IF NOT LISTED UNDER JL.4 AND JL.5.”
16. Question: Reference Section M, M.3 (a) (1) indicates that for Factor 1 – Corporate Experience, one of the evaluation criteria is recent and relevant projects with a high dollar value of work performed during the last 3 years.
Please indicate what is considered a high dollar value.
Response: Refer to Section L, L.2, 3., B, (1) (i) Solicitation Submittal Requirements. The solicitation defines size (i.e. dollar value) of relevant projects.
17. Question: The response to Question 5 in Amendment 0001 indicates that 10-point font may be used for charts, captions, and tables. Can 10-point font also be used for figures and graphics?
Response: Yes, 10-point font may be used for figures and graphics.
18. Question: In Amendment 0001 under Section L, 2 Proposal Format for Volume 1 indicates that the font size is 10-12. Please confirm that 10-point font may be used throughout Volume 1.
Response: Yes, 10-point font may be used throughout Volume 1, Non-Cost (Technical and Past Performance) Proposal.
19. Question: Reference Section L, L.2, 3., B, (1), (i) Solicitation Submittal Requirements. The referenced section states “For IDIQ contracts, recent projects are those awarded within 8 years of the issuance date of this solicitation, with substantial munitions response field work performed under the contract within the last 3 years.” Many contracts have ordering periods and work-off periods that extend beyond that 8-year period, which eliminates work that is relevant and complies with the requirement for substantial munitions work within the last 3 years. We suggest that the requirement be changed to one of the following two options:
a. “For IDIQ contracts, recent projects are those with task orders awarded within 8 years of the issuance date of this solicitation,”
b. “For IDIQ contracts, recent projects are those with ordering periods that ended no more than 8 years of the issuance date of this solicitation,”
Response: No, the solicitation remains unchanged.
20. Question: RFP Section K Clause 52.204-8(a) (2) states “The small business size standard is $22,000,000”.
Please confirm that the correct NAICS Code should be 562910, Environmental Remediation Services, with a size standard of 750 employees.
Response: See amendment details below. The small business size standard under NAICS 562910 is corrected to 750 employees.
21. Question: For RFP’s Attachment JL.2 (Direct Labor Bid and Billing Rate Submission) – this form contains labor categories for UXO Divers. UXO Divers are subject to SCA Wages/benefits, however, the SCA received with the RFP does not have these categories. Please clarify.
Response: The solicitation remains unchanged. UXO Divers is not a SCA labor category.
22. Question: JL.2 positions UXO Quality Control Specialist and UXO Safety Officer are normally developed using an SCA UXO Technician rate. By instructions, we are to use JL.2 labor rates to populate JL.8, however In JL.8 the UXO QCS, UXO Safety Officer, and UXO Diver Rates are listed in “Field” instead of “SCA”. Please clarify.
Response: The solicitation remains unchanged. These labor categories are specialty field and UXO personnel, for which SCA/conformed rates have not been established.
23. Question: In JL.8 there are six SCA Labor Rates not listed on the JL.2 (Emergency Medical Technician- Paramedic, Machinery Maintenance Mechanic, UXO Technician III, UXO Technician II, UXO Technician I, Pruner). Since JL.2 per instruction is to be used to populate JL.8, should these positions be added to the JL.2?
Response: These positions are classified as SCA labor categories and should not be added to Attachment JL.2. The rate for these positions are based on the SCA wage determinations. See Note 7 under Attachment JL.8 as follows:
24. Question: If the Diving are SCA labor categories, please provide the applicable Wage Determination Schedule.
Response: See response to Question #21.
25. Question: In addition, Section L instructions for Attachment JL.2 indicates that the table are for exempt employees only and requires basis of proposed rates. However, some labor categories may not be exempt in accordance with an offerors’ internal compensation or salary survey. Please clarify that offerors can map JL.2 labor categories in accordance to their current compensation plans/salary surveys.
Response: Yes, offerors may use their current compensation plans/salary surveys as the basis for proposed rates.
