ATTACHMENT JL.11 and JL.12 – FACTOR 1 CORPORATE EXPERIENCE PROJECT EXAMPLE FORMS
A project is defined as a contract (IDIQ or standalone) or a task order. Offerors should not provide a task order as a separate example project that was already included under the Offeror’s example IDIQ contract. The Government will not separately evaluate the experience under task orders that have already been evaluated under an IDIQ contract.
All example projects provided must have been actually performed by the Offeror as a prime contractor or as a member of a Joint Venture, as opposed to performance as a subcontractor under another firm’s contract. Corporate Experience presented for any other entity (e.g. team subcontractor or a prime that did not provide field staffing and direct field work oversight, but only provided general management) will not be evaluated. If an Offeror is relying on the experience performed under a different JV than that offering on this procurement, the Offeror shall clearly demonstrate what portion of such work was performed by the entity that will be involved in performing this contract and shall not include work performed by the JV as a whole, unless all members of the previous JV are the same as proposed under this solicitation. The JV member offering on this contract shall specifically address field staffing, direct field work oversight, percent home office management and number/percent of employees provided by them as a member of the JV. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the JV member offering on this contract, the project will not be evaluated.
