The solicitation is being advertised as a 100% small business set-aside with a NAICS code of 562910 and small business size standard of 750 employees. The cost plus award fee, indefinite delivery/indefinite quantity contract has a maximum value of $95 million over one base year and four option years. Services include munitions response such as investigations, removals and remedial actions at former Navy sites in compliance with explosives safety and environmental regulations. Tasks involve work plans, sampling, safety plans, explosives submissions and determination requests, completion reports, monitoring, technology implementation and support to other contractors. The amendment answers questions on the solicitation, revises forms and instructions, and provides clarification on key personnel and past performance submittals.

AMENDMENT 0001
The purpose of this amendment is to disseminate the below information.
1. Address questions received in response to the solicitation.
2. Section C – Revision to C3. See amendment details below.
3. Section J – The following list of attachments have been revised.
Attachment JL.11 – Factor 1 Corporate Experience Example Project Form for IDIQ (Amendment 0001)
Attachment JL.12 – Factor 1 Corporate Experience Example Project Form for a Standalone Contract or Task Order not on an IDIQ Contract provided as an Example Project (Amendment 0001)
4. Section L – Revision to L2. See amendment details below.
Questions and Answers:
1. Reference: RFP Page 125, Instruction to Offerors, L1 Instructions for submitting Questions Regarding this Solicitation, directs that questions must be received within 15 day in advance of the closing date.
Question: Will the government provide contractors with answers/responses to questions as soon as they are developed following initial receipt, and not wait until some point within the 15 day period prior to the solicitation closing date to answer all question in one mass response? Distributing answers to questions as soon as they are available will allow contractors to incorporate the responses more efficiently into proposals.
Response: The government intends to respond to questions as they are received.
2. Reference: RFP Page 129, (1) Factor 1, Corporate Experience, (i) Solicitation Submittal Requirements, states that standalone or task order projects must be completed or substantially completed within 3 years of the issuance date of this solicitation. IDIQ contracts must be awarded within 8 years of the issuance date of this solicitation and must have substantial munitions response field work performed within the last 3 years. However, the JL.11 and JL.12 forms reflect 2012 and November 2017 as the years/month for the period relating to IDIQ, task order, and work completion.
Question: Will the government re-issue amended forms that reflect the correct year/month that are associated with the period that is within 3 years of the issuance date of the solicitation?
Response: Yes, see amendment details below.
3. Reference: Section L, Factor 1, Corporate Experience aligns a 3-year time period for completed/ substantially completed standalone contracts or task orders projects, and for the level of munitions response field work completion under an IDIQ contract.
At the same time Factor (3) Safety requires that offerors submit detailed safety information for period covering the previous 5-years, while the majority of the Key Personnel reflected within Section C are required to have 5 years of experience in their roles in order to be considered qualified to perform on this contract. In addition, Section F states that the contract will cover an overall 5-year future period of performance.
Question: Given the predominance within the RFP for a 5-year period being used to represent an offeror’s capability and experience to perform on this contract, along with the contract being planned to cover a future duration of 5-years, will the government also align a period of 5-years from the issuance date of this solicitation for completed standalone contracts or task orders projects, and for the level of munitions response field work completion under an IDIQ contract?
Response: No, the solicitation remains unchanged.
4. Reference: Section L, Page 125, “Volume 1: Non-Cost (Technical and Past Performance) Proposal - Submit in 8- 1/2 x 11 format, font size 11-12.”
Question: Can charts, captions, and tables use font size 10?
Response: Yes, 10 point font size may be used for charts, captions, and tables.
5. Reference: RFP Section J, Form JL.11, Section II–Specific Project Information for Relevant Task Orders, Table 1
Question 1: Since project titles and overall munitions response services information can be long, could Table 1 form be changed to “landscape” format, 11 x 17 size and counted as one page?
Response: Table 1 of Attachment JL.11 may be changed to landscape format, column widths may be adjusted, and the table may be submitted in 8.5 x 11 or 11 x 17 format. If submitted in 11 x 17 format, table should be printed single sided and each 11 x 17 single sided page will be counted as one page.
Question 2: Would you allow a 9 point or 10 point font for Table 1 in form JL.11?
Response: Yes, 10 point font size may be used in form JL.11.
6. Reference: General Overall
Question: Can 10-point size be used to complete the contractual information for JL.11 and JL.12, but the narrative remains 11-point font?
Response: Yes, 10 point font size may be used in forms JL.11 and JL.12.
7. Reference: RFP page 130, (2) Factor 2, Management Approach; (i) Solicitation Submittal Requirements: “1) Provide a one-page organizational chart demonstrating the organizational structure of both corporate and field management personnel, and provide a related narrative.”
Question 1: May we use an 11 x 17 sheet to show our organizational structure, and may that count as one page?
Response: Yes, see revision to section L2.
Question 2: May we use either 9-point or 10-point font for the organizational chart?
Response: Font 10 point size may be used for the organizational chart.
8. Reference: Page 9, Section C, paragraph 3.3.2 Conditions for Substitutions, Deletions, or Additions; and pages 9 & 10, paragraphs C.3.5.1, Program Management Key Personnel and 3.5.2 Project Level Key Personnel reference “Key Personnel” resumes submitted in the technical proposals. Attachment JL.14 “Resume of Key Personnel” is included within the RFP.
However, in Sections L and M, under Factor 2, Management Approach, there are no references to include Key Personnel or which Key Personnel specified in Section C require resumes using Attachment JL.14.
Question: Are Key Personnel resumes required to be submitted with the technical proposal using Attachment JL.14 and if so, which Key Personnel resumes are required?
Response: No, resumes are not required for the technical proposal.
9. Reference: Pages 130 and 131, Section L requires within subsections (i), (1), and (2) that an offeror presents both DART and TCR rates for a 5 year period, along with an explanation for any negative trends/corrective actions and a detailed descriptions of any fatalities experienced within this 5-year timeframe. Within subsection (3), the Technical Approach Safety narrative is limited to two (2) single-sided pages or one (1) double-sided page.
Question: Please confirm that the stated page limitation only applies to the Technical Approach to Safety, and that there is no page limitation for offerors to present DART and TCR rates, along with explanations for negative trends, corrective actions, or fatalities within the 5-year timeframe.
Response: As stated in the solicitation, the Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page. DART and TCR rates will not count against the page limitation for the narrative.
10 Reference: Page 132, Factor 4 Past Performance, paragraph (i) Solicitation Submittal Requirements states “If a completed CPARS evaluation is available, it shall be submitted with the proposal for each of the projects listed under Factor 1, Corporate Experience. This includes all IDIQ contracts (meaning the entire IDIQ contract as a whole) submitted on Attachment JL.11; all task orders submitted in Table 2 of Section II of Attachment JL.12; and all standalone contracts submitted on Attachment JL.12.”
However, Attachment JL.12 does not include a Section II or a Table 2, while JL.11 does include a Section II and a Table 1 that pertains to task orders associated with the IDIQ contract. In addition, this Factor 4 text does not specifically indicate that a CPARS or PPQ is required for each of the task orders that offerors include in JL11, Table 1 for the IDIQ contract.
Question: Given that no table is contained within JL.12 and the lack of a requirement associated with CPARS for the task orders included in JL.11, Table 1, will the government amend Factor 4 to something similar to the following (suggested text edits are underlined):
“If a completed CPARS evaluation is available, it shall be submitted with the proposal for each of the projects listed under Factor 1, Corporate Experience. This includes all IDIQ contracts (meaning the entire IDIQ contract as a whole) submitted on Attachment JL.11 and for each task order included in JL.11, Table 1; all individual task orders submitted on Attachment JL.12; and all standalone contracts submitted on Attachment JL.12.”
Response: See revisions to section L2.
