SECTION 2: DEFINITIONS & ACRONYMS
Available Performance Factor (APF). This factor is a measurement of the performance capability of each ITEM OF TS/E for each Government Scheduled Use (GSU). The APF is obtained by using the applicable percentage from the Equipment Capability Matrix (ECM).
Acceptable Quality Level (AQL). The AQL is the maximum percent defective, the maximum number of defects per hundred units, or the number of defectives in a lot on average that may occur before the
Government will affect the price computation system In Accordance With (IAW) the Performance
Requirements Summary (PRS) and Inspection of Services Clause. An AQL does not allow a Contractor to knowingly offer defective service, but limits reduced payment to circumstances in which defective performance results in a measurable reduction in the value of services rendered.
Additional Training (Premium Time). Any Government requirement other than make-up training, which requires operation of the trainer (e.g., training, inspections, etc.) at times other than Government
Scheduled Use (GSU).
Backup Support. Corporate technical assistance required to support on-site Contractor personnel.
Baseline Inventory. This is the inventory of Government Furnished Property (GFP), which identifies quantity and condition of the assets and their serviceability (Ready for Issue (RFI) condition)), for which
Contractor assumes responsibility during the term of the contract, including extensions thereto. When
100% inspection of GFP for measuring its serviceability is impractical, statistical methods may be used to determine serviceability. The baseline inventory is normally determined during mobilization, but in any event, is determined prior to turning custody over to the Contractor, and is the standard against which the
Contractor is measured when the GFP is returned to the Government.
Basic Cleaning. Cleaning of all surfaces 7 feet and below that includes but is not limited to thorough and complete removal of dirt, dust, foreign debris, streaks, mold, mildew, spills, stains, cobwebs, swirl marks, scuff marks, odor, rubbish, impurities and all trash.
Best Commercial or Industrial Practices. Commercial policies and practices (normally documented in some sort of commercial standard, e.g., Institute of Electrical and Electronics Engineers [IEEE], American Society for Testing and Materials [ASTM], American National Standards Institute [ANSI]) that assure products that are properly safeguarded, backed by an aggressive quality assurance and customer service program, have an equable repair or replacement policy for failed items, and meet high safety and cleanliness standards.
Boot or Reboot. Start-up of computer operational system is considered rebooting.
Calibration. Checking, adjusting, or systematically standardizing the graduations of a quantitative measuring instrument.
Cancellation. A GSU that is removed from the training schedule is considered cancelled. If that GSU is cancelled with a 2-hour advance notice, it will not be included in the number of GSUs scheduled for that month.
Cannibalization. The removal of serviceable repairable or repair parts from other TS/E used in the repair of unserviceable TS/E.
Casualty Report (CASREP). A report generated by the Training Activity to immediately report equipment failures and the impact these failures have on the capability of the reporting activity to perform its assigned training mission.
Clean. Free from dirt, trash, debris, rubbish, litter, and stain.
Consumables. For the purpose of this contract, consumables are those materials requisite to the proper performance of any TS/E, TTE, facilities, training support or trainer support gear that, by their nature, are expended and subsequently replenished, in whole or in part, as a function of the normal operation or maintenance of said TS/E, TTE, facilities, training support or trainer support gear. Consumables fall into five categories: BS 21, 3M (PMS), facilities, project material and cleaning. Repair parts are not considered consumable items.
Contracted Training Time (CTT). CTT is a standard block of time during specific days of the week established for scheduling of training for Contractor Operation and Maintenance Services (COMS). The scheduling authority may adjust CTT as dictated by operational necessity.
Contractor. The term Contractor as used herein refers to both the prime COMS contractor and any of its subcontractors. The prime contractor shall be responsible for ensuring that their subcontractors comply with the provisions of this contract.
Contractor Maintenance Services (CMS). Maintenance and supply support services with a “minimum response time” to service calls.
Contractor Performance Factor (CPF). The CPF is a tangible measure of Contractor success in meeting Government training requirements.
Contracting Officer’s Representative (COR) / Assistant COR (ACOR). A COR / ACOR is qualified
Government technical person or agent, appointed by the PCO, who is responsible for the surveillance and measurement of contractor’s performance. The COR is also the only on-site representative for this contract and all contractor personnel communications with other command personnel must go through the
COR.
Contractor Support Date (CSD). The date of commencement of Contractor performance responsibilities as specified herein. CSD shall coincide with the end of the mobilization phase for a given
TS/E.
Corrective Maintenance (CM). All tasks required to return TS/E and TTE to a FOC condition. CM shall include, but is not limited to, as necessary, fault isolation, trouble-shooting, adjusting, testing, aligning, calibrating, repairing, reverse engineering for such things as replacing obsolete parts, fabricating components, and developing and revising maintenance documentation. CM may include Organizational, Intermediate, and Depot-Level maintenance. The Government (COR) determines the appropriate level of maintenance required.
Corrective Maintenance Factor (CMF). This factor is the measurement of the corrective maintenance conducted by the Contractor. This factor shall be determined monthly by Government audits and inspections, applicable documents, schedules, records and reports.
Downtime. When completion of a scheduled use period is precluded by TS/E malfunction or degradation, or when it is unusable for its intended use, the entire period shall be considered downtime.
Downtime is reflected in the APF measurement unless such downtime is due to one or more of the following conditions (it is then considered non-chargeable downtime):
a. Facility power outage.
b. Acts of God, or facility problems, when not caused by Contractor negligence.
c. Negligence on the part of Government personnel.
d. Criminal acts by persons not employed by Contractor.
e. Action that requires a Government response in furnishing equipment or materials. Non-chargeable downtime designated under this condition will commence upon receipt by the
Government of a properly executed request for such equipment/materials and will terminate upon notification to Contractor by the Government that the item is available for pick up at the local base supply point designated by the COR. If insertion of the requisitioned part fails to correct the problem then chargeable downtime shall be reflected in the APF for each scheduled period in which the condition existed.
f. Failure of equipment or software which is solely the responsibility of the Government, as determined by the COR.
g. Changes and/or modifications are not considered malfunctions or degradation’s.
Embedded Operational Equipment. (See Embedded Technical Training Equipment below).
Embedded Technical Training Equipment (ETTE). Specifically identified inventory Items for which repair and/or replacement responsibility resides with the Government. These items of equipment, sometimes identified as "Embedded Operational Equipment", are specifically identified in each TS/E attachment.
Emergency Service Calls. Requests for work in response to emergency conditions (i.e. severe power outages, storms, water damage, fire, etc.), necessitating a change in contractor work priorities if within
Normal Operating Window, or otherwise requiring contractor to respond out of the Normal Operating
Window.
Government (Govt). A qualified Government person, agent or authority includes the PCO, COR, and other authorized Government persons, agents or activities.
Government Furnished Property (GFP). Government assets, including those in the MSP (TS/E), furnished to the Contractor for the length of the contract. GFP includes, but is not limited to, spare parts, consumable materials, tools and test equipment, major hardware, technical data support package, software support package, office furnishings, and TTE. The Government reserves the right to withdraw any GFP.
Government Scheduled Utilization (GSU). A block of time designated by the Government, depending on course curriculum, to utilize a training system or equipment identified in each appendix. The
Government may schedule GSU for any purpose to include but not limited to: instructor preparation, curriculum or scenario development, scheduled training time, make-up training time, additional training time, demonstrations, inspections, modifications and upgrades.
Key Personnel. Key personnel are those personnel whose aggregate technical and professional experience is essential to successfully support the device. Key personnel are fully qualified both managerially and technically, who by virtue of meeting indicated qualifications and rate, can reasonably assume the most intricate and difficult jobs associated with maintaining TS/E in a FOC and managing their assigned workforce. The on-site key personnel are the Site Manager, Shift Supervisors, Senior
Electronic Technicians, Senior Electromechanical Technicians, Senior System Administrator, Electronic
Technicians, and Logistics Specialists. At the beginning of the Mobilization Phase (and for replacement of key personnel during this task order) resumes of key personnel shall be forwarded for review and determination of acceptability to the Contracting Officer and the COR.
Lowest Replaceable Unit (LRU). Replaceable or repairable units, items or parts that are essential support items removed and replaced or repaired at field level to restore the training system or equipment to a FOC.
Maintenance Action Forms (MAF). For TS/E, the Contractor shall input all MAF maintenance actions into a Government approved maintenance tracking system. Maintenance actions will be initiated by Navy or Civilian instructor personnel by the submission of trouble reports to the Contractor Technician III
Leads who will ensure JSNs are assigned and that the MAFs are entered into the approved tracking system within one (1) day of receiving the trouble report.
Makeup Usage. That scheduled use that is lost due to failure of the TS/E that forces the user to reject its use, or to continue using it in a severely degraded mode. A Makeup Usage will be scheduled as soon as a
TS/E is ready for training (RFT). A Makeup Usage is counted as another GSU for APF purposes and will be so designated.
Material Support Package (MSP). The Government-provided supporting assets either for an individual
TS/E, or a group of TS/ES. The MSP will contain TS/ES, unique tools and test equipment, repairables and repair parts, publication and technical data, consumables and software media, placed under the custody of the Contractor for the duration of the contract. The Government reserves the right to withdraw any item from the MSP.
Mobilization (MOB). The period of time immediately preceding CSD, during which the Contractor shall acquire personnel, conduct personnel training operations, and perform all other mobilization tasks necessary to prepare the Contractor for assumption of full performance responsibilities.
NAVSSES. Naval Ships’ System Engineering Support
No Show. That period of training time scheduled, but not used and not cancelled by the user. The APF for that GSU No Show will be a 100% and will be included in the number of GSUs scheduled for that month.
Normal Operating Hours. The period of time, as specifically identified in each TS/E and TTE attachment, within which the Government expects to schedule training. (See Government Scheduled
Utilization). Periods of time during this window when the TS/E and TTE are not scheduled for training may be used to conduct PM/CM as approved by the TA.
On-Call Corrective Maintenance (OCCM). Under this concept, the Contractor shall be responsible for doing all required tasks to return designated equipment to a FOC. OCCM shall include, but is not limited to, fault isolation, trouble-shooting, adjusting, testing, aligning, calibrating, repairing, reverse engineering for such things as replacing obsolete parts, fabricating components, and developing and revising maintenance documentation. The major differences between Corrective Maintenance and OCCM is that under OCCM the Contractor may be exempt from performing PM and the response time is usually within four (4) hours of the failure unless otherwise specified in the Appendices or Attachments, and the time to return TS/E to a FOC is within 24 to 72 (depending on the device) hours from the time responded.
Procuring Contracting Officer (PCO). The individual authorized to enter into contracts for supplies and services on behalf of the government by sealed bids or negotiations, and who is responsible for overall procurement under the contract.
Reboot. Restart computer operational system.
Replenish. To replenish is to return the MSP to its original stock level after using a spare.
Supply Support. Consists of provisioning the assigned TS/Es, facilities, TTE or trainer support gear with the specific spares, both repairable parts and repair parts consumables.
Training Support. Training Support are those requirements that support the services / functions of
Training Support Center with respect to the TTE element of this PWS. Training Support consists of equipment calibration, 3M administration, 2M repair and the manufacture of class project materials (see
Projects list) on applicable TTE attachments.
Trainer Support Gear (TSG). The TSG consists of such things as: fire extinguishers, emergency air breathing masks, fire hoses and nozzles, Y gates, hose reels, firefighting ensembles (coveralls, gloves, helmets and flash / proximity suits / hoods), air packs, and Self Contained Breathing Apparatus. These items are typically Government furnished. See the Appendices / Attachments for additional listings.
Training Support Gear Material (TSGM). Items staged throughout the training system / device that are used in support of the training exercise, or simply serve as scenic elements.
Training System/Equipment (TS/E). For the purpose of this contract, TS/E is a term used to collectively describe all COMS components (assemblies, subassemblies, system subsystems, major hardware equipment, Trainer Unique Equipment (TUE), Embedded TTE (ETTE), Operational Equipment
(OE), or Commercial Off the Shelf (COTS) of a given training system that are necessary for that training system’s proper performance.
Technical Training Equipment (TTE). Technical fleet operational equipment devoted to the training and instruction of Naval personnel, for which Program Management Offices (PMO) or Systems
Commands have responsibility for the design, development, modernization or selection for service or special use. (Ref. OPNAVINST P-751-1-9-97 21 Jul 98 Series)
Trainer Unique Equipment (TUE). Modified operational equipment, modified or unmodified commercial equipment and / or equipment manufactured for a specific training device. TUE normally consists of electronic and / or electromechanical subsystems, equipment, and / or parts, including all associated software and firmware.
Transition. A designated period just prior to the end of the performance period by the incumbent
Contractor, during which time the Successor COMS Contractor (SCC) is mobilizing to assume performance responsibilities.
Two-Person Safety Requirement. Personnel should not reach within or enter energized electronic equipment enclosures for the purpose of servicing or adjusting except when such servicing or adjusting is prescribed by official applicable technical manuals and then ONLY with the IMMEDIATE
ASSISTANCE OF ANOTHER PERSON (safety observer) capable of rendering adequate aid in the event of any emergency. (Ref: OSHA 29 CFR 1910.335)
2-Kilos. For TTE, the Contractor shall input all 2-Kilo maintenance actions into a Government approved maintenance tracking system. Maintenance actions will be initiated by Navy or Civilian instructor personnel by the submission of trouble reports to the Contractor Technician III Leads who will ensure
JSNs are assigned and that the 2-Kilos are entered into the approved tracking system within one (1) day of receiving the trouble report.
