1.0 INFORMATION. This Appendix augments Surface COMS PWS Addendum A and the Surface

(Non-LCS) Supplemental Addendum AA, with specific site information requirements related to Surface

Warfare Officer School Detachment (SWOS DET), San Diego CA. Table 1 provides a visual overview of the document structure developed for the Surface COMS PWS from the bottom up perspective.

2.1 TS/E NORMAL OPERATING HOURS AND SCHEDULING REQUIREMENTS. The

“Normal Operating Hours” are the hours during which the TS/E is available for Government use. The normal operating hours are found in Paragraph 3.0 of the Attachments along with the Scheduling

Requirements (if any), Notes (if any), and the Task Numbers.

A Government Scheduled Utilization (GSU), otherwise referred to as a training schedule, may occur within the Operating Window. Changes to the training schedule must be provided to the Contracting

Representative (COR) and Contractor with a minimum 24-hour advance notice. Unscheduled use times within the Operating Window may be used for maintenance activities if approved by the COR.

The TS/E “Operating Window” or “Normal Operating Hours” may be shifted forward or backward by as much as four (4) hours from the hours listed in the Attachments by giving 24-hours advance notice by the COR.

The hours outside of the Operating Window are available for maintenance activities.

2.2 MATERIAL SUPPORT PACKAGE (MSP). The “official copy” of the GFP / GFF turned over to the Contractor (signed by COR and the Site Manager) is maintained by the COR.

2.3 GOVERNMENT FURNISHED PROPERTY (GFP). GFP consists of training system and equipment unique tools and test equipment, unique spare and repair parts, publications and technical data, consumables, and software media. Inventory listings of these items are available at each training system and equipment location.

These inventory lists are intended to identify the items of GFP expected to be placed in the custody of the

Contractor for the term of the contract in support of the performance of its contractual responsibilities.

The lists are materially accurate, though some items of necessity will change prior to turning over said assets to the Contractor.

Specific inventories of all GFP, physically verified by the Government and Contractor, shall be formally turned over to the Contractor on or about the CSD for a given TS/E, for which the Contractor shall sign for and accept their custody. These inventories shall reflect both the existence and condition of these assets, and shall become the baseline inventory and the standard against which the Contractor is measured when the GFP is returned to the Government.

2.4 GOVERNMENT FURNISHED FACILITIES (GFF). The following GFF is intended to be placed in the custody of the Contractor for the term of the contract:

CONNING OFFICER VIRTUAL ENVIRONMENT (COVE)

DEVICE 1B11, SERIAL NUMBERS 19-27

1.0 DESCRIPTION. Conning Officer Virtual Environment (COVE) is a Personal Computer (PC)-based Maritime Training Simulator used in the instruction of Navigation, Seamanship, and Shiphandling

(NSS) training. It is scalable in that it can be used for Stand Alone Individual Training, Single Ship

Bridge Team Training, or Integrated Multi-Ship Team Training. The COVE system employs a Head

Mounted Display (360-degree Out-the-window), Tactical and Emulated Hardware, as well as Speech

Recognition technology. COVE was developed on commercial-off-the-shelf (COTS) software architecture (Virtual Ship 2000) with functional enhancements incorporated to meet specific U.S. Navy

NSS training requirements. COVE consist of the following:

1.1 MASTER IOS STATION (MIOS). The MIOS performs the same functions as the local IOSs but has a more powerful computer so that they can be used to run more complex exercises that involve multiple own-ships. The MIOS includes the IOS workstation PC computer, dual monitors, keyboard and mouse for that workstation, a VHF radio panel, a headset with microphone and earphones, a printer, and a large screen projector.

1.2 INSTRUCTOR OPERATION STATION (IOS). The IOS is used to create simulation exercises, select an exercise to run, start the exercise, control elements (for example traffic ships) of the exercise, freeze or end the exercise and to debrief or replay the exercise.

1.3 STUDENT STATION. A single student mans the student station and acts as the conning officer; the own-ship is controlled by voice commands to the helm and lee helm. The student observes the visual scene through the head mounted display. The head mounted display is such that it is possible to “look down” under the head mounted display to observe the ship control display, the radar / ARPA display and the ECDIS. The radar / ARPA and ECDIS are controlled by their respective trackballs located on the student station desk.

1.4 SOFTWARE. Each element of COVE employs the following software:

6.0 SPECIAL REQUIREMENTS. Support of non-OCCM trainers includes operator support as the majority of trouble calls are anticipated to be software related. COMS shall ensure that any software related issues are quickly resolved and that any resulting training delays are kept to a minimum. It is for this reason that Full support is required vice On-Call-Corrective-Maintenance.

7.0 LINES OF DEMARCATION.

7.1 ELECTRICAL. Contractor maintenance responsibility commences at the power cord for each individual component of the training system, and includes items identified in paragraph 5.0 of this

Attachment, and all equipment, components, interconnecting cabling, and target mounting hardware.

8.0 EQUIPMENT CAPABILITY MATRIX (ECM).

The percentages of degradation shown below are the result of each system(s) / subsystem(s) failure or partial failure, and are used in computing the Availability Performance Factor for this training system or equipment for each Government Schedule Use (GSU):

EACH FAILED SYSTEM(S) / SUBSYSTEM(S) PERCENT OF

DEGRADATION

NOTE: In the event the Government determines the training system or equipment is not in a Fully

Operational Condition (FOC) for the planned objective of the scheduled use, the training system or equipment will be considered hard down and not available for the GSU, resulting in 100 % degradation.

VOYAGE MANAGEMENT SYSTEM LAB (VMSL)

DEVICE VMS, SERIAL NUMBER TBD

1.0 DESCRIPTION. The Voyage Management System (VMS) Lab is a Personal Computer (PC)-based training system in which the student interacts with real VMS application software and is presented with simulated scenarios to test his navigation skills and situational awareness. The classroom has 24 student stations, an Instructor Operator’s Station (IOS) and a Mariner Skills Simulator Instructor Operator

Station (MSSIOS), all connected to a common network. VMS Lab consist of the following:

1.1 INSTRUCTOR OPERATION STATION (IOS). The IOS computer, located in the

Instructor’s podium is essentially a student station computer that has additional software which allows the instructor to configure the classroom in one of three operating modes. The IOS also has the interactive whiteboard software installed and a video connection with a projector.

1.2 STUDENT STATION. The Student Station computers have VMS-8 and VMS-9 application software installed in them. In some classrooms there is also radar simulation software for ARPA. The students can work independently in the VMS environment or as a team when connected to other classroom computers in Network Mode.

1.3 MARINER SKILL SIMULATOR INSTRUCTOR OPERATOR STATION (MSSIOS). The

MSSIOS computer is used by the instructor to launch the VMS program at the student stations and is used to set up the Mariner Skills Simulator (MSS). The MSS simulator has realistic port/ocean gaming areas and the ability to create and manipulate own-ship and other contacts and the environment. Own-ship and contact sensor data is broadcast to the student stations so that the student experiences a realistic “at sea” own-ship scenario on his VMS screen.

1.4 SOFTWARE. Each element of the VMS Lab employs the following software:
