2.1 TS/E NORMAL OPERATING HOURS AND SCHEDULING REQUIREMENTS. The

“Normal Operating Hours” are the hours during which the TS/E is available for government use. The normal operating hours are found in Paragraph 3.0 of the Attachments along with the Scheduling

Requirements (if any), Notes (if any), and the Task Numbers.

A Government Scheduled Utilization (GSU), otherwise referred to as a training schedule, may occur within the Operating Window. Changes to the training schedule must be provided to the Contracting

Representative (COR) and Contractor with a minimum 24-hour advance notice. Unscheduled use times within the Operating Window may be used for maintenance activities if approved by the COR.

The TS/E “Operating Window” or “Normal Operating Hours” may be shifted forward or backward by as much as four (4) hours from the hours listed in the Attachments by giving 24-hours advance notice by the

COR.

2.2 MATERIAL SUPPORT PACKAGE (MSP). The “official copy” of the GFP / GFF turned over to the Contractor (signed by COR and the Site Manager) is maintained by the COR.

2.3 GOVERNMENT FURNISHED PROPERTY (GFP). GFP consists of training system and equipment unique tools and test equipment, unique spare and repair parts, publications and technical data, consumables, and software media. Inventory listings of these items are available at each training system and equipment location.

These inventory lists are intended to identify the items of GFP expected to be placed in the custody of the

Contractor for the term of the contract in support of the performance of its contractual responsibilities.

The lists are materially accurate, though some items of necessity will change prior to turning over said assets to the Contractor.

Specific inventories of all GFP, physically verified by the Government and Contractor, shall be formally turned over to the Contractor on or about the CSD for a given TS/E, for which the Contractor shall sign for and accept their custody. These inventories shall reflect both the existence and condition of these assets, and shall become the baseline inventory and the standard against which the Contractor is measured when the GFP is returned to the Government.

2.4 GOVERNMENT FURNISHED FACILITIES (GFF). The following GFF is intended to be placed in the custody of the Contractor for the term of the contract:

Building Room Description Sq. Ft.

MULTI-MISSION TEAM TRAINER (MMTT) COMBAT INFORMATION CENTER (CIC)

DEVICE 20F23, SERIAL NUMBER 3

1.0 DESCRIPTION. The Multi-Mission Team Trainer (MMTT) provides a variety of student software applications; both generic and ship-specific, to simulate shipboard and aircraft combat systems and consoles. These applications can be run as standalone trainers or combined to perform a variety of training missions and objectives. Students receive Anti-Surface/Surface Warfare (ASUW/SUW) training utilizing any combination of the following built in applications: The SQQ-89 based SQR-19, Tactical

Action Officer (TAO), Status Board Display (LED), Large Screen Display (LSD), Dead Reckoning Table

(DRT) and KMDV (COMMS).

1.1 INSTRUCTOR OPERATION STATION (IOS). A PC based Open Architecture Training

System (PORTS) which allows the MMTT to be configured in multiple ways to simulate multiple platforms so that students can optimize their training.

1.2 STUDENT WORKSTATION. These PC workstations are mainly utilized by Department Head students and through the use of computer simulation are "tested" through various warfare areas. This allows the student to practice what they have learned through classroom lectures and study.

1.3 TACTICAL ACTION OFFICER (TAO) SANDBOX. The TAO Sandbox is a PC based decision making tool for tactical planning.

1.2 DEAD RECKONING TABLE (DRT). The DRT is a PC based plotting table for navigational and tactical data used in the Combat Information Center (CIC).

7.0 LINES OF DEMARCATION.

7.1 ELECTRICAL. Contractor maintenance responsibility commences at the power cord for each individual component of the training system, and includes items identified in paragraph 5.0 of this

Attachment, and all equipment, components, interconnecting cabling, and target mounting hardware.

8.0 EQUIPMENT CAPABILITY MATRIX (ECM). ECM’S DO NOT APPLY TO EQUIPMENT

UNDER OCCM. Contractor’s Performance will be measured as follows:

Contractor’s failure to respond, perform corrective maintenance, and restore the 20F23 MMTT CIC to a

FOC within 3-working days of notification by the COR will result in a 30% straight deduction against the devices monthly cost minus supply support for failure to respond.

NOTE: In the event the Government determines the training system or equipment is not in a Fully

Operational Condition (FOC) for the planned objective of the scheduled use, the training system or equipment will be considered hard down and not available for the GSU, resulting in 100 % degradation.

TACTICAL DATA LINK (TDL) TRAINER

DEVICE 20F24, SERIAL NUMBER 1

1.0 DESCRIPTION. The PC-based Open Architecture Reconfigurable Training System (PORTS)

Tactical Data Link (TDL) trainer is primarily a TDL control simulator, which can be used secondarily for regular classroom instruction. The classroom is made up of an instructor workstation connected to 24 student stations with a server.

1.1 INSTRUCTOR OPERATION STATION (IOS). The IOS allows the Instructor to use classroom equipment and quickly shift to the PORTS simulator. When in simulator mode, the instructor station acts as problem control.

1.2 STUDENT STATION. Student stations simulate the shipboard equipment for operator training.

1.3 HEADSETS. Headsets at all stations also allow limited simulation of typical communications which would take place in the actual environment.
