NOTE: *On-Call Corrective Maintenance (OCCM)

2.1 TS/E NORMAL OPERATING HOURS AND SCHEDULING REQUIREMENTS. The

“Normal Operating Hours” are the hours during which the TS/E is available for Government use. The normal operating hours are found in Paragraph 3.0 of the Attachments along with the Scheduling

Requirements (if any), Notes (if any), and the Task Numbers.

A Government Scheduled Utilization (GSU), otherwise referred to as a training schedule, may occur within the Operating Window. Changes to the training schedule must be provided to the Contracting

Representative (COR) and Contractor with a minimum 24-hour advance notice. Unscheduled use times within the Operating Window may be used for maintenance activities if approved by the COR.

The TS/E “Operating Window” or “Normal Operating Hours” may be shifted forward or backward by as much as four (4) hours from the hours listed in the Attachments by giving 24-hours advance notice by the COR.

The hours outside of the Operating Window are available for maintenance activities.

2.2 MATERIAL SUPPORT PACKAGE (MSP). The “official copy” of the GFP / GFF turned over to the Contractor (signed by COR and the Site Manager) is maintained by the COR.

2.3 GOVERNMENT FURNISHED PROPERTY (GFP). GFP consists of training system and equipment unique tools and test equipment, unique spare and repair parts, publications and technical data, consumables, and software media. Inventory listings of these items are available at each training system and equipment location.

These inventory lists are intended to identify the items of GFP expected to be placed in the custody of the

Contractor for the term of the contract in support of the performance of its contractual responsibilities.

The lists are materially accurate, though some items of necessity will change prior to turning over said assets to the Contractor.

Specific inventories of all GFP, physically verified by the Government and Contractor, shall be formally turned over to the Contractor on or about the CSD for a given TS/E, for which the Contractor shall sign for and accept their custody. These inventories shall reflect both the existence and condition of these assets, and shall become the baseline inventory and the standard against which the Contractor is measured when the GFP is returned to the Government.

2.4 GOVERNMENT FURNISHED FACILITIES (GFF). The following GFF is intended to be placed in the custody of the Contractor for the term of the contract:

BUILDING ROOM DESCRIPTION SQ. FT.

2.5 CORRECTIVE MAINTENANCE (CM).

2.5.1 The Contractor shall diagnose system problems to either software modules or hardware components. Software problems shall be referred to the COR for Government resolution or by establishing an engineering support agreement with the OEM. If the component is under warranty, the applicable warranty information will be provided for the initiation of applicable warranty support or replacement.

2.5.2 The Contractor shall troubleshoot and isolate hardware and equipment fault to the Lowest

Replaceable Unit (LRU) and report the estimated time to repair to the COR or duly appointed representative. The Contractor shall exercise care in opening or accessing sealed components covered under warranty as to not void the warranty. Questions or concerns regarding the ability to troubleshoot to the LRU for items under warranty shall be referred to the COR for Government adjudication.

2.5.2.1 The Contractor shall maintain a continuous log of all trouble-calls received by site and present that log to the COR monthly or as required. At a minimum, the log shall contain:

a. Date the maintenance action or discrepancy was reported to the Contractor

b. Device affected by the maintenance action or discrepancy

c. Detailed description of the maintenance action or discrepancy

d. Planned corrective action, the completed corrective action

e. Date the action was completed and the maintenance action or discrepancy was closed

2.5.3 CM shall include, but is not limited to, fault isolation, trouble-shooting, adjusting, testing, aligning, calibrating, repairing and replacement for such things as replacing obsolete parts, fabricating components, and developing and revising maintenance documentation.

2.5.4 The Contractor shall use only Government-approved substitute repair parts when LRUs become obsolete or are otherwise unavailable for timely repairs. Government approval will be in writing.

2.5.5 The Contractor shall use only Government-approved spares in the performance of CM.

2.5.6 Initial response times shall vary by site. For Norfolk and San Diego, the response time to execute

CM actions is within 15 minutes of having knowledge of malfunction or failure per PWS Addendum A, paragraph 5.5.1 unless that site technician has been authorized on an out of area OCCM response. For

Mayport, Everett and Annapolis, the response time is no longer than 24 hours. For Pearl Harbor, the response time is no longer than 48 hours. For Sasebo; Yokosuka Japan; Manama, Bahrain and Rota, Spain the response time is no longer than 72 hours. Initial response is defined as, the Contractor acknowledging the trouble call, and initiating contact or action to correct with the site submitting the trouble call. Contact may involve telephone or email. Due to time zone considerations for the overseas sites, initial response time is measured from start of normal operating hours for the coast responsible for that overseas location (i.e., Norfolk, Rota, Bahrain).

2.5.6.1 Due to the significant distances between the training sites, the Contractor shall have a dedicated manpower presence on both the East and West coasts. This will ensure a lower response time in executing trouble call requests and by extension mitigate the risk associated with lost training time.

2.5.7 ON-SITE FULL-TIME SUPPORT (FTS) TROUBLE CALL PROCEDURES. In the event of trainer failure / malfunction the following procedures will be followed:

For San Diego and Norfolk:

a. The instructor operating the training device will document the trouble-call and contact the on-site COMS Contractor and COR to initiate a trouble call.

b. The COR may contact the on-site In-service Engineer (ISE) if it is determined that additional technical support is required based the nature of the failure / malfunction.

c. If during the trouble call the COMS Contractor determines the fault is software related or beyond their capability to correct the COR shall be notified that OEM assistance is required.

The COMS Contractor will keep the COR informed of any actions required or performed to resolve the trouble-call.

2.5.8 OCCM TROUBLE CALL PROCEDURES. The response time to execute corrective actions will be determined after obtaining knowledge of or notification of malfunction or failure. Corrective actions will be prioritized and agreed to between the COR and the Contractor Site Manager.

Prioritization will be dependent upon the PM schedules, existing open corrective action trouble calls, and class convening schedules.

In the event of trainer failure / malfunction the following procedures will be followed:

For Mayport and Pearl Harbor:

a. The instructor operating the training device will contact the COR to initiate a trouble call.

b. The COR shall then contact the on-site ISE to determine the nature of the failure / malfunction.

c. If the COR cannot be reached, or is not immediately available, the instructor will contact the

ISE directly to initiate the trouble-call and notify the COR after.

d. If the ISE determines that COMS is required, the ISE will contact the COR who will then contact the COMS Contractor to initiate an OCCM service call.

e. If neither the COR nor ISE are available, the instructor will contact the Contractor directly via their trouble call number.

f. If during the trouble call the Contractor determines the fault is software related or beyond their capability to correct, the COR shall be notified that OEM assistance is required.

g. The Contractor shall keep the COR informed of any actions required.

For Everett, Sasebo, Yokosuka, Rota, Bahrain, and Annapolis:

a. The instructor operating the training device will contact the COR to initiate a trouble call.

b. If the COR is unavailable, the instructor will contact the Contractor directly via their trouble call number and email as applicable.

c. If during the trouble call the Contractor determines the fault is software related or beyond their capability to correct, the COR shall be notified that OEM assistance is required.

d. The Contractor shall keep the COR informed of any actions taken or required as needed.

Response times begin upon written notification of approved travel by the Government.

Points of Contact are found in the Section G of the contract. On Site Government Representatives

(OSGRs) will be identified on the site attachments. (Note: OSGRs are typically Active Duty military, and subject to change without prior notice.)

2.6 PREVENTIVE MAINTENANCE. N/A

2.7 MATERIAL SUPPORT. The Contractor shall be responsible to provide all parts support in the execution of CM actions. Material purchases require written Government approval from the COR before the expenses are incurred. The Government will reimburse all material costs associated with repairs.

2.8 CONTRACTOR TRAVEL. Contractor travel shall be required as necessary in the accomplishment of CM support. All travel to include predictable / preventive maintenance and OCCM requires written Government approval from the COR before the expenses are incurred. The

Government will reimburse all travel costs associated with travel.

2.8.1 Foreign Travel is required to support Rota, Spain, Manama, Bahrain, Sasebo, Japan and

Yokosuka, Japan. Contractor personnel shall require a current U.S. Passport in order to support CIS responsibilities at overseas sites.

For travel to Bahrain, a regular (tourist) passport and visa is required for all modes of travel. A two (2) week visa is available upon entry at Bahrain International Airport. This visa is no-fee for official and diplomatic passports. Travelers are encouraged to obtain an eVisa prior to entering Bahrain at https://www.evisa.gov.bh. Reference the Joint Travel Regulations (JTR) for reimbursement eligibility.

For travel to Spain, a regular (tourist) passport is required. The passport must be valid for at least three

(3) months beyond travelers planned departure date. For visa information, refer to Electronic Foreign

Clearance Guide, https://www.fcg.pentagon.mil/fcg.cfm.

Contractors must complete a country clearance package. Refer to Electronic Foreign Clearance Guide, section III.A.1.b. (3-4), https://www.fcg.pentagon.mil/fcg.cfm, for specific instructions.
