Section 00 21 16, page 9, Factor 2 – Corporate Experience, (a)(1)(i) states that offerors must present 5 recent and relevant “Construction projects with a minimum value of $15,000,000.” Since there is a partial small business reserve on this solicitation, can the minimum value for these 5 past performance projects be reduced to $5,000,000 for those firms looking to propose in the Small Business category?

Section 00 21 16, page 12, Factor 3 – Past Performance, (a) states that “Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs”. Would it be acceptable for an offeror to physically include a PPQ previously submitted for another RFP to satisfy the PPQ requirement for a particular project (instead of incorporating it by reference)?

A PPQ previously used can be submitted as long as the associated project is submitted under Factor 2 experience of this solicitation.

RFP p. 9 of 96 – Factor 2 Corporate Experience paragraph (a)(i).
RFP states: (i) Similar in size: Construction projects with a minimum value of $15,000,000.
Because there is a partial Small Business set-aside, please consider lowering the minimum project experience and PP value threshold for the SB pool to $6M.

Factor 1 Technical Approach – Design Experience/DOR.
Pg 8-9 – “design firms” is mentioned in plural Pg 11 - references if the offeror is using more than one design firm in regard to design experience projects submitted Pg 9-10 talks about Designer of Record as a singular reference
We would like to clarify if the Government would evaluate the submission of two DORs versus one to demonstrate depth of proposed team, particularly considering the geographical range of the MACC.

If a firm chooses to propose more than one design firm, the Factor 2- Corporate Experience maximum total of 5 projects for Design Experience cannot be exceeded.

Factor 2 requirements indicate to provide a maximum of five (5) relevant projects that were completed within the last five (5) years of the date of issuance of the RFP.
A five year window is extremely limiting and not necessarily indicative of a firm’s capabilities; we request that this window be changed to projects completed within the last ten (10) years of the date of issuance of the RFP.

The N4425521R4000 Final RFP indicates that proposals are due 03 Jun 2022 at 2:00pm local time.
This is the week after a long holiday weekend. There is an extensive amount of information to coordinate and compile as part of the offer. Please consider a 3 week extension to the proposal due date.

Phase II Small Business Bonding Requirements: Per Phase II requirements, can the Govt confirm the bonding requirement for Small Businesses will be a minimum $20M in bonding capacity per project, and aggregate minimum bonding capacity of $40M

Factor 2 – Corporate Experience: We respectfully request that the Govt include for the partial Small Business set-aside MACC, inclusion of projects valued at $10M and above. This will allow for more small business competition, and the potential for growth during this 8 year program. As we have seen, small businesses that already have larger dollar value experience will soon become large businesses within an 8 year program like this MACC.
