The RFP states "Proposals shall be submitted by email to: nancy.m.coffee.civ@us.navy.mil AND jason.a.lewis34.civ@us.navy.mil" and the following sentence instructs offerors to submit through the Procurement Integrated Enterprise Environment (PIEE) portal. Please confirm offerors are to submit proposals via PIEE and not submit via email.

The RFP states that Factor 1 - Technical Approach is not to exceed (1) one single-sided page; however, attachment A Offeror Team Composition and Management states not to exceed two (2) pages. Please clarify the page limit for Factor 1 Technical Approach.

Would it be acceptable for Offerors to submit their RFIs in a single Excel log file that includes all of the required fields in the PPI form provided in the RFP? This assists with ease of tracking for both the Government and Offerors.

The Pre-Proposal Inquiry form provided as an attachment is the only accepted method of submitting questions regarding this solicitation, which shall be submitted in writing and individually as an attachment.

Reference RFP Page 49 of 96: The last paragraph under ‘Task Order Procedures’ indicates that failure to submit on a reasonable number of proposals may impact future consideration for proposed Task Orders or exercise of the option.
Under the next section ‘Competition’ on the same page, Item a. states that Task Orders valued at or below $20,000,000 are set-aside for Small Business awardees, and that Task Orders valued above $20M offer all awardees a fair opportunity to be considered for Task Order Award.
Question: Does the Government expect Small Business awardees to submit on some and/or most Task Orders valued above $20,000,000? If not, please confirm that a Small Business’ lack of response to Task Orders valued above $20,000,000 will not impact future consideration for proposed Task Orders or exercise of the option. Please also clarify whether Small Business awardees are required to notify the Government if they cannot submit an offer for a Task Order valued above $20M.

“7. This acquisition will be solicited as an unrestricted procurement with an internal small business set-aside and full and open competition. Price evaluation preference will be given to HUBZone firms, in accordance with FAR 52.219-4.”
Will the price evaluation preference be given to HUBZone firms within the small business set-aside competition, or will the preference apply for all task orders regardless of set-aside status?

The Price Evaluation Preference (PEP) will only be applied to work procured on a unrestricted basis. The PEP will not be applied when work is set aside for small businesses.
