NW MACC SOLICITATION
•Unrestricted w/Partial Set-Aside for Small Business
–Anticipate Awarding Approximately up to 8 Contracts (Approx. 4 Large and 4 Small)
–Selection is Best Value Trade Off
–3 year Base Period and a 5 year Option Period (96 months)
–Aggregate Value of All Contracts Awarded is $1B Over the Life of the Contract
–Anticipated typical Task Order Range $10M - $100M but may be lower or higher
–Task Orders valued $20M and below are set-aside for NW MACC Small Business awardees
•Minimum Guarantee for Each Contract is $5K
–If funds are not available to award the Seed Task Order, the Government reserves the right to award approximately up to 8 contracts with only the minimum guarantee.
–The seed project may be awarded at time of the basic contract award or at a later date.

Area of Responsibility (AOR) Includes:
Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming
It is anticipated that most of the work will occur in Washington State

– Primary work under this contract will be at the following locations:
Naval Base Kitsap Bangor Naval Base Kitsap Bremerton Naval Air Station Whidbey Island Naval Station Everett
Note that work may be ordered by other NAVFAC Commands at other locations

NW MACC Solicitation
• This a 2 Phase solicitation
– Unrestricted w/an internal Small Business set-aside
– Task Orders $20M and below are set-aside for NW
MACC Small Business awardees
– Your firm must be rated ACCEPTABLE in Factor 1 to move to Phase 2
– The number of firms moving to Phase II may be limited due to the number of offers received
• Do not be late!
– Submit your proposal in sufficient time
– See FAR 52.215-1

– IAW the solicitation, discussions are often not necessary for the solicitation to advance to Phase II due to the number of proposals received that do not require discussions to move forward
– Omissions may result in a failure to advance to Phase II or receiving an Award.

Phase I Factor 1 is rated
– ACCEPTABLE
– UNACCEPTABLE
Your firm cannot move to Phase II with an UNACCEPTABLE Factor 1 rating
Phase II will evaluate:
– Factor 5 (Small Business Utilization)
– Price

– Review the Price proposal submission requirements
– If there are questions submit a PPI
• Ensure Each of the Following:
– Submit pricing for all CLINS
– Acknowledge all amendments in your proposal
– Signer of the proposal has the authority to bind your firm
– Your bid bond is properly executed

Phase II Best Value considers Factors 2, 3, 4, 5, and Price
• Technical factors (Factors 2, 4, and 5) are approximately equal in importance to each other and, when combined, are approximately equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 3)
• Technical Factors + Past Performance are approximately equal to Price
• Award will be made to the Offeror(s) whose proposal(s), conforming to the RFP will be most advantageous to the Government resulting in the Best Value, price and other factors considered

• Offerors must:
– Register in the System for Award Management (SAM) prior to award of a DoD contract. (SAM website at http://www.sam.gov)
– Register in the VETS 4212 database
– Include NAICS Code 236220 in its Reps & Certs for verification of size standard
– Complete the Supplementary Reps & Certs in Section 00 45 00 of the Solicitation and provide as stated in the RFP and provide with proposal

• Site visit information will be provided with the Phase II Amendment
– Estimated date: 8/17/22
• Be prepared for a quick turnaround to register and provide documentation for attending the site visit

– Withdrawing from submitting task order proposals:
Provide rationale to the soliciting office and copy the CORE KO Awardees who systemically withdraw from proposing may impact future consideration for proposed task orders and not have their contract renewed for the option period

• Overhead:
– Home Office Overhead will be negotiated at the contract level for use on all MACC task orders
– Field Office Overhead will be negotiated by the field office for each task order
• Task Order Bonding and Insurance Requirements:
– Bid bonds are required. See FAR 52.228-15
– Performance and Payment Bonds are required. See FAR 52.228-1
– Minimum Insurance is required for each task order.
Failure to submit Bonds and Insurance within the required timeframe may delay task order start and is not grounds for additional time

– MACC contract clauses are applicable to awarded
Task Orders
– Task Order specific provisions and clauses such as 52.236-4 Physical Data, will be provided with the Task Order RFP
– New required clauses or deviations may be modified into your contract at any time during the contract

• Bonding Requirements:
– For all Task Order RFPs valued at over $150K, a Bid
Bond is required with each proposal
– For all Task Order Awards valued over $150K, Performance and Payment Bonds are required within 10 days after notice of award
