EVALUATION FACTORS FOR AWARD
RFP PART A
SF1442 SECTION 00 22 16 EVALUATION FACTORS FOR AWARD:
Factor 1 – Experience Factor 2 – Technical Approach Factor 3 – Small Business Utilization Factor 4 – Safety Factor 5 – Past Performance Factor 6 – Price
Evaluation factors are divided into two categories:
Non‐Price (Factors 1 through 5) and Price (Factor 6)
The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non‐price evaluation factors.
Proposals shall contain a response to each of the evaluation factors and shall be in the form prescribed in the solicitation.
FACTOR 1: Experience
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review a maximum of five (5) projects. Any projects submitted in excess of the five (5) will not be considered.
BASIS OF EVALUATION
FACTOR 1: Experience (cont’d)
A submitted project WILL NOT be evaluated if: (1) project information is not submitted using the mandatory Construction Experience Project Data Sheet in Exhibit A and/or (2) the project was not completed within the past ten (10) years of the date of issuance of this RFP.
Offerors who submit projects that demonstrate more relevance to the RFP may be considered more favorably than those who submit projects that demonstrate less relevance.
Offerors who submit multiple relevant projects may be considered more favorably than those who only submit one (1) relevant project.
Offerors who submit relevant projects performed on Department of Defense (DoD) contracts may be considered more favorably than those who do not.
Offerors who submit relevant projects performed at remote tropical locations may be considered more favorably than those who do not.
Offerors who submit relevant projects that demonstrate experience self‐performing relevant features of work may be considered more favorably than those who do not demonstrate self‐performance.
FACTOR 2: Technical Approach
The narrative will be evaluated based on the Offeror’s demonstrated technical capability, methodology, and understanding of the planning required for all major components of work. Offerors will be evaluated on the effectiveness of their proposed technical solution to meet the project requirements, major milestones, complexities, phasing, other logistics challenges critical for timely completion, and requirements for major components of work.
Proposals that identify areas of risk in execution, logistics and resource management, and provide a comprehensive plan that addresses the risks may be considered more favorably than those that do not.
FACTOR 2: Technical Approach (cont’d)
Proposals that include an innovative MEC clearance approach that reduces or mitigates impacts to exclusion zones, government operations, and/or construction schedule may be considered more favorably than those that do not.
FACTOR 3: Small Business Utilization
Offerors will be evaluated on the extent to which their proposals and other performance information available to the Government demonstrate a history of successfully supporting Government policies concerning utilization of small business concerns as subcontractors including, when applicable, achievements against established small business subcontracting plan goals.
Offerors will also be evaluated on the levels of small business participation proposed and the degree of commitment to use named sources.
The anticipated benefits of proposed initiatives and tools to enhance small business participation and capabilities will be considered. The Government will assess proposal realism and the likelihood of success in achieving the small business objectives of this acquisition.
FACTOR 4: Safety
The evaluation will collectively consider the following:
Experience Modification Rate (EMR) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate Total Recordable Case (TRC) Rate Offeror Technical Approach to Safety Other sources of information available to the Government
FACTOR 4: Safety (cont’d)
EMR, DART, and TRC Rates: The board will evaluate the EMR, DART, and TRC rates to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact the rates. If no EMR exists, an Offeror may submit an insurance company‐provided equivalent rate, which will be treated the same as an EMR.
Technical Approach to Safety: The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project.
Technical Approach to Safety (cont’d): The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The board will evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and nearmiss mishaps. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.
Other Sources of Information Available to the Government: Other sources for safety may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS) in Enterprise Safety Applications Management System (ESAMS), Contractor Performance Assessment Reporting System (CPARS) and other related databases.
FACTOR 5: Past Performance
The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:
A pattern of successful completion of tasks;
A pattern of deliverables that are timely and of good quality;
A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and Recency of tasks performed that are identical to, similar to, or related to the task at hand.
FACTOR 5: Past Performance (cont’d)
More emphasis will be placed on more relevant projects.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance.
Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance.
FACTOR 6: Price
In accordance with FAR 52.217‐4, Evaluation of Options Exercised at Time of Contract Award, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate the total price for the basic requirement together with any option(s) exercised at the time of award.
The price proposal will be evaluated in accordance with FAR 52.219‐4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (DEVIATION 2020‐O0008), if applicable.
FACTOR 6: Price (cont’d)
Price will be evaluated for reasonableness based on:
Comparison of proposed prices received in response to the solicitation.
Comparison of proposed prices with the Independent Government Cost Estimate (IGCE).
PROPOSAL SUBMISSION REQUIREMENTS
FACTOR 1: Experience
In Tab 1 of the non‐price proposal, submit projects using the format in the Construction Experience Project Data Sheet in Exhibit A.
Projects and pages that exceed the maximum number allowed will be removed prior to evaluation and will not be considered.
Submit a minimum of one (1) and a maximum of five (5) construction projects that best demonstrate the Offeror's experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as complete structural replacement of a wharf face or new construction of a pier or wharf face with total construction costs of at least $40 million.
Projects submitted for the Offeror shall be completed within the past ten (10) years from the date of issuance of this RFP (16 June 2010 through 16 June 2020).
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a single task order as a project.
The Construction Experience Project Data Sheet in Exhibit A is MANDATORY and SHALL be used to submit project information. Individual blocks on Exhibit A may be expanded; however, total length for each project data sheet shall not exceed two (2) pages. The Government will not consider information submitted in addition to the project data sheets except as specifically requested.
For all submitted projects, the description of the project shall clearly describe the scope of work performed, sheet pile wall installation, soil densification (stone column installation), and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods).
Refer to RFP for complete Proposal Submission Requirements for this factor.
FACTOR 2: Technical Approach
In Tab 2 of the non‐price proposal, submit a technical approach narrative not to exceed 10 pages describing the means and methods‐driven technical solution to the project construction requirements. Pages that exceed the maximum number allowed will be removed and discarded prior to evaluation.
The narrative should address the following major components of this project and must be sufficiently detailed to demonstrate an understanding of and an ability to comply with the requirements of the RFP while located in a remote location:
Soil densification (stone column installation) Sheet pile installation Sheet pile wall tie back system installation Construction dewatering and environmental controls
FACTOR 2: Technical Approach (cont’d)

IF THERE IS NOT A COMPLETED CPARS EVALUATION, the PPQ (Exhibit D) included in the solicitation is provided for the Offeror or its team members to submit to the client for each project included in Factor 1, Experience.
AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS
AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal.
If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).
Offerors must resubmit and shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Performance award or additional information submitted will not be considered.
The Government reserves the right to contact references for verification or additional information.
In addition to the above, the Government may review any other sources of information for evaluating past performance.
