REQUESTS FOR INFORMATION AND RESPONSES

SOLICITATION N4019220R1300 FY21 SPECIAL PROJECT RM 14-1420

REPAIR LIMA WHARF, NAVAL BASE GUAM

QUESTION (Q) 1: Relevant Construction Experience Timeframe – Reference RFP Part A, SF1442, Factor 1 Experience, Paragraph (a), Items (i) and (ii):

Due to the rarity of the scope of work regarding complete structural replacement of wharf face or new construction of a pier or wharf face on Guam and the region within the last 10 years that meets the construction value of $40 million, will the Government consider extending the construction completion of the relevant construction experience from 10 years to 15 years?

Answer (A) 1: The 10-year timeframe for relevant construction experience will not be increased. For Factor 1 Experience, relevant construction experience is not limited to Guam and the region. However, the basis of evaluation does state that "Offerors who submit relevant projects performed at remote tropical locations may be considered more favorably than those who do not." See paragraph (b) item (v) of Factor 1.

Q2: Wharf Condition Survey Report – Reference RFP Part B, Specification Section 01 14 00 Work Restrictions, Subsection 1.4 Lima Wharf Capacity:

Please provide the FY13 RM09-0121 Wharf Condition Survey Report so that bidders are able to determine if the existing wharf is adequate to support the anticipated construction loads.

A2: The Wharf Condition Survey Report will be provided via DoD SAFE at https://safe.apps.mil due to large file size. Requests for the report must be submitted electronically to Janeen Bais by email at Janeen.Bais@fe.navy.mil.

Q3: Contract Duration – Reference RFP Part A, SF 1442 Block 11 and Factor 2 Technical Approach Paragraph (a), Item (vii); and RFP Part B, Specification Section 01 57 19 Temporary Environmental Controls, Subsection 1.6.8 Regulatory Notification and Permits:

SF1442 Block 11 of the RFP requires the contractor to begin performance within 15 calendar days and complete the project within 850 days after receiving award.

Specification 01 57 19, subsection 1.6.8 Regulatory Notices and Permits states: “Some permits require up to 180 days to obtain”. This has been confirmed by our experience working on previous waterfront projects in Guam. Given that the Government may not receive the Site Specific Environmental Permits for up to 6 months, the Contractor will only have 1 year 10 months to complete the project including close out. This is not a realistic schedule for this complex waterfront project.

Request the contract duration be increased from 850 days to 1030 calendar days to account for the time lost for permit acquisition.

A3: The contract duration is increased from 850 to 1030 calendar days. Refer to RFP Amendment 0001.

Q4: Solicitation Duration – Reference RFP Part A, SF1442 Block 13:

Given the complexity of the Repair Lima Wharf project and impacts from COVID-19 restrictions, we are experiencing great difficulty with obtaining subcontractor and vendor pricing. In order accommodate these severe impacts and provide the Offerors with adequate time to prepare the proposal, we respectfully request an extension of the proposal due date of six (6) weeks.

A4: The date for receipt of proposals is extended from July 31, 2020 to August 31, 2020 at 4:30pm local time.

Q5: Permit for Dredging and Disposal of Material – Reference RFP Part B, Specification Section 35 20 23 Dredging, Subsection 1.13 Permit and License:

Paragraph 1.13 states: “The Contracting Officer will secure the permit for dredging and disposal of material as indicated. Make arrangements with applicable governing authorities for disposal of excavated materials.”

What date should the Contractor assume for availability of the permit for dredging?

A5: Contractor shall assume the availability of the permit for dredging by August 6, 2021, or per specification section 01 14 00 Work Restrictions, whichever is sooner.

Q6: Contract Duration – Reference SF 1442 Block 11 and Factor 2 Technical Approach, Paragraph (a), Item (vii); and RFP Part C, Drawing No. G-102 Scope of Work Summary Plan:

Please clarify whether the 850 calendar days is only for the Base Bid or if it also includes the Options 1 through 6 scopes of work:

Option 1 - Bilge Oily Water Treatment System (BOWTS) Option 2 - Wharf Lighting Option 3 - North Wharf Option 4 - Ductbank Hazmat Remediation Option 5 - Corner Fender; and Option 6 - Steam infrastructure

If the 850 calendar days is only for the Base Bid, please provide the additional contract time that will be provided for each additional Option item.

A6: The contract duration is increased from 850 to 1030 calendar days, which includes the Base Bid and all Options. Refer to RFP Amendment 0001.

Q7: Construction Site Plan – Reference RFP Part B, Specification Section 01 50 00 Temporary Construction Facilities and Controls, Subsection 1.3 Construction Site Plan:

Please specify the available locations for the onsite temporary facilities described under the Construction Site Plan section including the allowable connection points for water and electric power utilities. This will avoid the possibility of the Contractor occupying any restricted areas or areas being utilized by other entities.

A7: Deferred

Q8: MEC (Underwater) – Reference RFP Part B, Specification Section 35 20 23 Dredging, Subsection

1.7 Munitions and Explosives:

With an 850-calendar day schedule for the project completion and considering the restrictions on underwater works during the Coral Spawning (21 days before and 21 days after the July Full Moon), please provide the detail of underwater MEC work.

(a) What kind of underwater MEC/MPPEH activities the Contractor will need to do before any dredging or other underwater activities begin?

(b) What will be the Target of Interest (TOI) for underwater MEC work?

A8: (a) Details of the underwater MEC activites can be found in the contract documents, including, but not limited to, drawing sheets CN001 (Dredging General Notes), SD402 (Underwater Debris Photos - 1), SD403 (Underwater Debris Photos - 2) and specification sections 01 57 19.03 Supplemental Temporary Environmental Controls (JRM-ESS) and 35 20 23 Dredging.

(b) Assume the Target of Interest (TOI) for in-water MEC activites is a 5-inch projectile.

Q9: Construction Equipment:

There was no mention in the drawings and specifications of the Soil Bearing Capacity for the existing Lima Wharf. Please provide the information to enable the Offerors to determine the type and capacity of heavy equipment to be utilized during the construction.

A9: See General Note 4 on Drawing S-001 (Structural Notes - 1). Capacity of existing bulkhead is limited due to deterioration. Contractor is responsible for determining safe working loads during construction. Refer to Waterfront Facilities Inspections and Assessments at NAVBASE Guam, Santa Rita, Guam. Report will be provided via DoD SAFE at https://safe.apps.mil due to large file size.

Requests for the report must be submitted electronically to Janeen Bais by email at Janeen.Bais@fe.navy.mil.

Q10: Dredge Disposal Area – Reference RFP Part C, Drawing No. G-101 Site Access Map and Haul Route:

Please provide more details regarding the Disposal Area for the dredge materials such as the total area and capacity (how many cubic yards of dredge material the Disposal Area can hold).

A10: Contractor shall assume the Disposal Area has adequate capacity for the dredge spoils generated by this project.

Q11: Dredge Volume – Reference RFP Part B, Specification Section 35 20 23 Dredging, Subsection 1.9 Quantity of Material:

Please confirm if the dredge volume quantity of 5,800 cubic yards is in place volume and not loose volume.

A11: Confirmed. Dredge volume quantity is in place volume.

Q12: Hazardous Material – Reference RFP Part C, Drawing No. H-001 Hazardous Material Notes, Items C.1 and E.1

Based on the Hazardous Material Notes, a Hazardous Building Material Survey Report and a 2019 Soil Screening Report are available upon request. Please provide these reports.

A12: Hazardous Building Material Survey Report and a 2019 Soil Screening Report will be provided via DoD SAFE at https://safe.apps.mil due to large file sizes. Requests for the reports must be submitted electronically to Janeen Bais by email at Janeen.Bais@fe.navy.mil.

Q13: Sheet Pile Installation – Reference RFP Part C, Drawing No. S-113 Bulkhead Wall Plan - 5 (Base Scope), Note 3:

If the contract will only include the Base Bid Scope as mentioned on the drawing S-113 Note 3, the installation of the new sheet pile wall system at the north side will conflict with the existing north wharf structure. Based on the layout included in drawing S-113, the existing wharf structure including piles appear to conflict with the new cutoff wall system. Please clarify how the contractor will install the cutoff wall and tie-back system. Please provide additional details that show how the cutoff wall king pile/sheet pile system will avoid interference with the existing piles and concrete cap.

A13: The cutoff wall is not intended to intersect with the existing structure. An amendment to the RFP will be issued at a later date to clarify this intent.

Q14: Sheet Pile installation – Reference RFP Part C, Drawing Nos. S-301, S-302 & S-303 Wharf Typical Sections:

Wharf Typical Section Drawings S-301, S-302 & S-303 include the note “EXIST BATTER PILE TO BE

REMOVED AS REQUIRED”.

1. Please clarify which existing batter piles need to be removed.

2. Do the existing batter piles need to be completed extracted or simply cutoff below a certain elevation?

3. If the existing batter piles can be cut off, please provide the elevation for the cutoff.

A14: See Note associated with batter piles on Drawing SD301 (Typical Demolition Section - 1). Existing batter piles to remain where they do not interfere with construction of the project. Contractor shall determine if the piles must be removed to meet specifications for installation of ground improvements.

Q15: Pre-Award Survey/Responsibility Determination – Reference RFP Part A, SF1442 Instructions to Proposers, Paragraph 9 Pre-Award Survey/Responsibility Determination:

The Pre-Award Survey/Responsibility Determination state “This is a notice that the Contracting Officer may request Offerors to submit the following information for review and determination prior to award…”

Please confirm whether or not the additional information listed under The Pre-Award Survey/Responsibility Determination are to be submitted with the proposal due on July 31, 2020.

A15: No, the information is not required to be submitted with proposals. However, the Contracting Officer may request Offerors submit the information for review and determination prior to award of the contract.

Q16: Proposal Parts – Reference RFP Part A, SF1442 Instructions to Proposers, Paragraph 3.2 Proposal Parts:

Paragraph 3.2 Proposal Parts breakdowns the proposal submittal requirements into 3 parts:

1. RFP PART A DOCUMENTS

2. NON-PRICE PROPOSAL

3. PRICE PROPOSAL

Please confirm if the requirements for RFP PART A DOCUMENTS can be submitted together with the Non-Price Proposal.

A16: No, you may submit RFP Part A Documents with the Price Proposal, as any documents with prices should be submitted separately from the Non-Price Proposal.

Q17: Solicitation Duration – Reference RFP Part A, SF1442 Block 13:

The 45-calendar day interval between the date of issue and the posted bid submission date of July 31, 2020 does not offer sufficient time to develop a price proposal that will provide NAVFAC Marianas with best value. The diversity of the work features: sheet pile bulkhead, stone columns, mooring & fender systems, wharf utilities, wharf lighting, pavement and construction of a BOWTS likewise emphasized by the multiple Base Bid & Option line items from the schedule of prices will magnify the time needed to source solicit and secure reliable prices and small business coverage.

We respectfully request that the government consider extending the closing date by an additional 6 weeks.

A17: See response to Question 4.

Q18: H1, H2, J and L1 Visa Alien Labor:

Presidential Proclamation dated June 22, 2020 provides Suspension and Limitation on Entry to US Labor Market of H1B, H2B, J Visa and L Visa alien entry through December 31, 2020 and may be continued as necessary unless…”any alien whose entry would be in the national interest as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees”.

Please confirm bidders can assume the use of H1, H2 and L Visa aliens shall be allowed to work on the Project.

A18: Offerors maintain the responsibility to comply with the Guam Department of Labor (GDOL) requirements. Please refer to compliance requirements on GDOL's website at https://dol.guam.gov/.

Q19: Test Piles – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, 3.3.2.2 Driving, Item L:

Paragraph 3.3.2.2.L states “Employ a specialty engineering firm to perform dynamic testing of piles….”

There are no test piles called out for the bulkhead piles on the drawings. Please clarify if test piles are required for the bulkhead and provide their quantity and location.

A19: Deferred

Q20: Geotechnical Report:

Please provide the Geotechnical Report.

A20: The Geotechnical Report will be provided via DoD SAFE at https://safe.apps.mil due to large file size. Requests for the report must be submitted electronically to Janeen Bais by email at Janeen.Bais@fe.navy.mil.

Q21: Vibratory Hammers – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling,

3.3.1.1 Driving Hammers:

Paragraph 3.3.1.1 states that “Vibratory hammers shall not be used”. We would like the designer to consider the use of a vibratory hammer for the initial driving of the piles. The use of a vibratory hammer will greatly increase the safety and efficiency of the operation and make the 850 calendar day schedule requirement more feasible. Please consider allowing the use of a vibratory hammer to install the bulkhead piles at least until the penetration rate indicates the tip of the piles have reached a dense layer with increasing resistance. This will allow for the safe handling and installation of the bulkhead piles and will greatly improve the accuracy and quality of the bulkhead wall installation.

A21: Deferred

Q22: Dredge and Scow(s) – Reference RFP Part B, Specification Section 35 20 23 Dredging:

(a) If the Contractor uses a dredge and scow(s) to perform dredging work on this project, do the dredge and scow(s) need to be built in the United States to comply with applicable Federal laws including the Foreign Dredge Act?

(b) Do the dredge and scow(s) performing work on this dredging project need to be owned by a U.S.

Citizen to comply with applicable Federal laws including the Foreign Dredge Act?

If the answer is “no” to either of the above questions, as a U.S. dredging contractor that is in full compliance with applicable Federal laws including the Foreign Dredge Act, our dredging subcontractor may decline to submit a proposal due to the unfair advantage afforded to competitors using a foreign built dredge and/or a dredge owned by non-U.S. citizen.

A22: Deferred

Q23: Bilge and Oily Waste Treatment System – Reference RFP Part B, Specification Section 40 42

60.20 Bilge and Oily Waste Treatment System, and RFP Part C, Drawings M-002 (Mechanical Legend, Symbols, Abbreviations, and Bill of Materials), M-101 (Bilge Oily Waste Treatment (BOWT) Equipment Plan), and M-601 (Bilge Oily Waste Treatment (BOWT) Flow Diagram - 1):

(a) Paragraph 2.7.1 requires Screw Press - The documents we received do not have the capacity or performance requirements. The documents specify a Huber Screw Press but do not identify a model, only that the screw has brushes. The drawings also call out a filter press, not a screw press.

Please clarify if screw press or filter press is required and provide performance requirements.

(b) Please provide equipment schedule for the following:

(i) Sludge Pumps

(ii) OWS Effluent/Recycled Pumps
