SOLICITATION N4019220R1300 FY21 SPECIAL PROJECT RM 14-1420
REPAIR LIMA WHARF, NAVAL BASE GUAM
QUESTION (Q) 7: Construction Site Plan – Reference RFP Part B, Specification Section 01 50 00 Temporary Construction Facilities and Controls, Paragraph 1.3 Construction Site Plan:
Please specify the available locations for the onsite temporary facilities described under the Construction Site Plan section including the allowable connection points for water and electric power utilities. This will avoid the possibility of the Contractor occupying any restricted areas or areas being utilized by other entities.
Answer (A) 7: For the electric power connection, the estimated distance is ~2,000 feet from the identified laydown areas. For the water connection, the estimated distance is ~300 feet from the identified laydown areas.
Q19: Test Piles – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, Paragraph
3.3.2.2 Driving, Item L:
Paragraph 3.3.2.2.L states “Employ a specialty engineering firm to perform dynamic testing of piles….”
There are no test piles called out for the bulkhead piles on the drawings. Please clarify if test piles are required for the bulkhead and provide their quantity and location.
A19: There are no test piles for the bulkhead piles. Contractor shall employ a specialty engineering firm to perform wave equation (WEAP) analysis to select a suitable hammer and to evaluate pile driving operations for king piles and sheet piles. An amendment will be issued at a later date to clarify the intent of paragraph 3.3.2.2.L.
Q21: Vibratory Hammers – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, Paragraph 3.3.1.1 Driving Hammers:
Paragraph 3.3.1.1 states that “Vibratory hammers shall not be used”. We would like the designer to consider the use of a vibratory hammer for the initial driving of the piles. The use of a vibratory hammer will greatly increase the safety and efficiency of the operation and make the 850 calendar day schedule requirement more feasible. Please consider allowing the use of a vibratory hammer to install the bulkhead piles at least until the penetration rate indicates the tip of the piles have reached a dense layer with increasing resistance. This will allow for the safe handling and installation of the bulkhead piles and will greatly improve the accuracy and quality of the bulkhead wall installation.
A21: Vibratory hammers are not permitted due to the presence of dense material at the site and concerns that the vibration may damage the existing bulkhead and utilities.
Q22: Dredge and Scow(s) – Reference RFP Part B, Specification Section 35 20 23 Dredging:
(a) If the Contractor uses a dredge and scow(s) to perform dredging work on this project, do the dredge and scow(s) need to be built in the United States to comply with applicable Federal laws including the Foreign Dredge Act?
(b) Do the dredge and scow(s) performing work on this dredging project need to be owned by a U.S.
Citizen to comply with applicable Federal laws including the Foreign Dredge Act?
If the answer is “no” to either of the above questions, as a U.S. dredging contractor that is in full compliance with applicable Federal laws including the Foreign Dredge Act, our dredging subcontractor may decline to submit a proposal due to the unfair advantage afforded to competitors using a foreign built dredge and/or a dredge owned by non-U.S. citizen.
A22: The Foreign Dredge Act, as amended, applies to this contract.
Q23: Bilge and Oily Waste Treatment System – Reference RFP Part B, Specification Section 40 42
60.20 Bilge and Oily Waste Treatment System, Paragraph 2.7.1 Screw Press, and RFP Part C, Drawings M-002 (Mechanical Legend, Symbols, Abbreviations, and Bill of Materials), M-101 (Bilge Oily Waste Treatment (BOWT) Equipment Plan), and M-601 (Bilge Oily Waste Treatment (BOWT) Flow Diagram - 1):
(a) Paragraph 2.7.1 requires Screw Press - The documents we received do not have the capacity or performance requirements. The documents specify a Huber Screw Press but do not identify a model, only that the screw has brushes. The drawings also call out a filter press, not a screw press.
Please clarify if screw press or filter press is required and provide performance requirements.
(b) Please provide equipment schedule for the following:
(i) Sludge Pumps
(ii) OWS Effluent/Recycled Pumps
A23: (a) Contractor shall provide a filter press of minimum 20 cubic foot capacity for solids dewatering.
Filter press shall be integral to a structural frame consisting of a fixed head end, movable follower, tail end assembly and sidebar rails assembly and sidebar rails. The frame shall be adequate to support its own weight, the weight of the filter plates and the entire assembly completely filled with sludge and pressurized for dewatering. All steel surfaces shall be free of dirt, grease, and foreign matter, and finished with a two part finish consisting of primer and a gloss enamel finish. The filter press shall have an integral controller with a single level style handle that allows control of the hydraulic equipment. The filter press cake shall be 1.25” in thickness. The filter press shall be provided with a roll out tray underneath the press to accept the caked material. An amendment will be issued at a later date to clarify the requirements.
(b)(i) Sludge Pump: Pumps that pump sludge to the filter press shall be capable of delivering sludge to a rate of 180 gallons per minute, with priming, NPSH, and Total dynamic head requirements selected appropriately. An amendment will be issued at a later date to clarify the requirements.
(b)(ii) OWS Effluent / Recycled Pumps: OWS sludge pumps shall be of 5.5 gallon per minute capacity per design documents, with priming, NPSH and total dynamic head as required by the pipe size, material and routing. An amendment will be issued at a later date to clarify the requirements.

(b) Please advise what the purpose of the probing is, and please advise when it is required.
(c) Note 2 requires probing "sufficient" number of piles. Please advise how many piles is considered sufficient.
(d) According to a specialty contractor, using a PIT equipment called a “pulse echo method” can only measure about 20' to 40' of pile length depending on soil resistance. Please confirm if this information is correct.
A28: (a) Yes, probing is still required.
(b) Probing is required to identify piles to facilitate ground improvement. It shall be done prior to ground improvement.
(c) Excavation to adequate depth would help identify the top of the piles. It is up to contractor to determine the number of probing locations to confidently identify length and locations of all the batter piles.
(d) Contractor shall choose appropriate probing method.

Q34: Mass Concrete – Reference RFP Part B, Specification Section 03 31 29 Marine Concrete with Service Life Modeling, Paragraph 1.2 Definitions, Item r, and Paragraph 1.7.7 Mass Concrete Temperature Control Plans:
Specification section 03 31 29, paragraph 1.2 Item r defines mass concrete as “any concrete system with a section thickness of 3 feet or more and a maximum temperature that approaches 158 degrees F within the first 72 hrs of placement”. Additionally, paragraph 1.7.7 describes the required mass concrete temperature control plan with electronic monitoring sensors and the potential use of cooling tubes. To our knowledge this hasn’t been done on Guam before and will introduce a lot of additional cost to implement in a remote location like Guam. Past projects in Apra Harbor have successfully built bulkhead and anchor walls without this mass concrete requirement.
We would like to suggest that this requirement be eliminated from the specification.
Projects in similar tropical environments such as the State of Hawaii have previously allowed mass concrete with a maximum temperature of 180 degrees F. However, due to Guam being a hotter and more humid environment than the State of Hawaii, it would be recommended that the maximum temperature be relaxed above 180 degrees F. If the mass concrete requirement can’t be eliminated, please consider increasing the maximum temperature to 185 or 190 degrees F.

Q46: Strength Grade of Sheet Pile – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, Paragraph 2.1 Metal Sheet Piling, and RFP Part C, Drawing No. S-109 (Bulkhead Wall Plan - 1), Note 8:
The following parameter of metal sheet piling shows in the drawings.
- Yield Strength 60ksi (ASTM A572, Grade 60)
- Section Modulus 149.3in3/ft (East and North wall), 78.2 in3/ft (West wall)
The resistance moment which is calculated with the yield strength and the section modulus governs the design of wharf wall. Resistance moment for each area are calculated as follows:
- Resistance moment 8,958 k-in/ft (East and North wall), 4,692 k-in/ft (West wall)
Is it acceptable to provide metal sheet piling that exceed the required resistance moment by furnishing metal sheet piling with section moduli greater than 149.3 in3/ft and 78.2 in3/ft and having a yield strength lower than 60 ksi?

Q47: Stone Column Measurement and Payment – Reference RFP Part B, Specification Section 31 62 00 Stone Columns, Paragraphs 1.4.1 Unit Price and 1.10 Measurement and Payment, and RFP Part A, SF1442, Price Proposal Schedule, SubCLIN 0001B Base Bid Item B - Stone Columns:
In the price proposal schedule Base Bid Item B Stone Columns has a quantity of 34,270 CY.
Paragraph 1.4.1 Unit Price item a. states, “Area replacement shall be measured as a percentage of the total volume of improved ground, as shown on the plans.” Paragraph 1.4.1 item d. also states, “Cost for all borings/CPTs, laboratory testing, and monitoring shall be included in the unit cost for stone.”
Paragraph 1.10.1.1 Stone Columns states, “Measurement will be in metric tons of stone installed.”
Paragraph 1.10.1.2 Verification Testing states, “Measurement will be in numbers of borings and CPT soundings conducted.” Paragraph 1.10.2 Payment for Stone Column Construction states, “Payment will be per metric ton of stone installed per plan.”
(a) Currently Base Bid Item B has a unit of measure in CY, which appears to be consistent with Unit Price section 1.4.1. However, Base Bid Item B and Paragraph 1.4.1 item d conflict with the measurement and payment paragraph of 1.10.2 which states that stone columns will be paid per metric ton. Please clarify how the stone columns will be measured and paid.
(b) Also, paragraph 1.4.1 item d states that borings and CPTs will be included in the unit cost for stone.
Paragraph 1.10.1.2 implies that the verification testing will be measured and paid separately. Please clarify if the verification testing is included in Base Bid Item B.

Q81: BOWTS Plant – Reference RFP Part B, Specification Section 40 42 60.20, Bilge and Oily Waste Treatment System, Paragraph 1.6.2 Load Equalization Tank (LET) System, and RFP Part C, Drawing No.
M-301 (Bilge Oily Waste Treatment (BOWT) Sections):
Specification Section 40 42 60.20, Paragraph 1.6.2 and Sheet M-301 show and describe a chain and flight sludge collection and oil skimming mechanism. A chain and flight sludge collection and oil skimming mechanism is not recommended for the Load Equalization Tank System; mechanical shearing or emulsification of oils which would occur with the chain and flight device works against the removal of oil. The oil will be removed successfully via the two oil-water separators designed up and downstream of the DAF unit. By removing the chain and flight mechanisms, one set of oil pumps can be eliminated. Our position on the LET’s is that they should be utilized for equalization but not for clarification. It would be difficult to remove oils from the LET’s, for example, and the system we are providing will include Oil‐Water separators where the oil is easily handled. This is why we recommend designing the LET in such a way that the floatables come through to the BOWTS system – not get trapped in the LET. Also, there is no electrical loading indicated on the BOWTS – One Line Diagram on Sheet E-612 for either of these devices, 2 per each LET Tank.

Q86: BOWTS Plant – Reference RFP Part B, Specification Section 40 42 60.20, Bilge and Oily Waste Treatment System, Paragraph 1.6.10 Sludge Dewatering System:
Does the BOWTS Plant Operators have a preference for the Sludge Dewatering System to be utilized, either a Vertical Screw Press as indicated in the Specification 40 42 60.20s, Paragraph 1.6.10, or a Horizontal Filter Press as indicated on the Plans and Equipment Legend? Our concern is the pressate (screw press filtrate) water quality and the dryness of the cake on this application. Often a lot of bulking material (rice hulls, saw dust, clay, etc.) needs to be added as filter aid to prevent stuff from squeezing out from the discs on the screw press.
