SubCLIN 0001B is indicated in a unit of MT. Please confirm that this unit is metric tons versus tons (2,000 pounds)? The rest of the project documents use imperial units versus metric units.
Answer (A) 143: Confirmed. The quantity for Stone Columns is in Metric Tons.
Q147: Options Award Schedule – Reference SF1442, Price Proposal Schedule (Schedule of Prices):
The note on page 6 of 59 of the RFP states that, “It is anticipated that the Government may exercise one or more option(s) at time of award.”
For the Factor 2 – Technical Approach construction schedule and phasing plan, please advise what date(s) Offerors should use for the award of the option item(s). Should Offerors use the Contract Award Date for the award of the option item(s)?
A147: The Contracting Officer may exercise one or more option(s) by written notice within 180 calendar days from date of contract award. Refer to RFP Amendment 0011. However, for the construction schedule and phasing plan required under Factor 2 – Technical Approach, Offerors should use the Contract Award Date for the award of the option item(s).
Q151: Bollards and Cleats – Reference RFP Part B, Specification Section 05 12 00 Structural Steel, Paragraph 2.2.4 Mooring Fittings:
Please verify that Bollards and Cleats are required to be cast using MIL-C-24707/1 and not ASTM A27 Grade 65-35.
A151: Bollards shall be cast steel meeting the requirements of MIL-C-24707/1 or ASTM A27/A27M, Class 1. Change will be included in a future amendment.
Q152: BOWTS – Reference RFP Part B, Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System:
Specification section 40 42 60.20 references UFC 4-832-01N (2010) Design: Industrial and Oily Waste Control. From the Unified Facilities Criteria website UFC 4-832-01N 2010 is not available. 2004 is, however, it is watermarked “CANCELLED”. Please clarify if the 2010 standard reference is correct and if so please provide that standard.
A152: UFC 4-832-01N (2004) is the correct reference to Specification section 40 42 60.20. The document is available on the whole building design guide website. Change will be included in a future amendment.
Q153: SubCLIN 0001B Revised Quantity and Unit – Reference Amendment 0003, Price Proposal Schedule, SubCLIN 0001B Base Bid Item B Stone Columns:
Amendment 0003 included a revised PRICE PROPOSAL SCHEDULE. For CLIN 0001, SubCLIN 0001B – BASE BID ITEM 0001B Stone Columns, the quantity and unit were revised from 34,270 CY to 44,070 MT. The equivalent unit weight using the original volume measurement of 34,720 CY and the revised weight measurement of 44,070 MT is 104 pounds per cubic foot (pcf). The stone material available on Guam is limestone based and has a loose unit weight of 82 pcf to 85 pcf. From experience, placing and densifying the stone with vibroflotation equipment reduces the loose stone volume by approximately 8%. This will result in an installed unit weight of between 89.1 pcf to 92.4 pcf. When this installed unit weight range is applied to the original SubCLIN 0001B volume of 34,720 CY, the equivalent total weight is between 37,897 MT and 39,301 MT which is substantially less than the revised bid quantity of 44,070 MT.
Based on the unit weight of the stone available on Guam, the revised quantity of 44,070 MT is overstated by over 4,700 MT. Please revise the bid quantity for SubCLIN 0001B to be based on the unit weight of stone available on Guam.
A153: Bid shall be based on the quantities provided.

Q171: BOWTS Pump Motors – Reference RFP Amendment 0003 (Amendment 22 JUL 2020), Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System, Paragraph 2.8.1 Pump Motors:
Specification 40 42 60.20, Paragraph 2.8.1 states that pump motors are to be suitable for Class 1, Division 1 and fully submergible in water. Please confirm both are required. For the previous wharf projects, this requirement was removed during design as it was unnecessary and costly. Rather than installing pumps on 4" H.K. Pads, the pumps were installed on 30" elevated piers, so as to not need to be submerged in water, and could be Totally Enclosed Fan-Cooled. Our Positive Displacement Diaphram Pump Manufacturer replied to our inquiry: "A submersible motor would not be recommended due to its method of cooling requiring it to be submerged and our pumps inability to operate without damage while being submerged. I would recommend a TEFC motor as we have provided in the past.” I got a similar response from our mixer and fresh water pump vendors (i.e. they can’t provide). Further, Sheet M-301, Section Elevation B3, shows the BOW Pumps mounted on a 30" elevated pier.
Why would you want to operate a plant submerged in water? I do not understand this.
A171: Deferred

A172: Deferred
Q173: LET Chain-and-Flight Sludge Collection + Oil Skimming – Reference RFP Part B, Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System, Paragraph 1.6.2 Load Equalization Tank (LET) System:
Specification 40 42 60.20, Paragraph 1.6.2 states that an electric-motor driven chain-and-flight sludge collection and oil skimming mechanism is required. Per UFC 3-240-01, Equalization (Paragraph 16-8.1) is to be used to equalize surges in peak flows as well as variations in oil concentrations. This is critical in order for downstream processes (primary and secondary treatment) to work effectively.
Per Paragraph 16-8.2, Primary Treatment is required, and to be followed be secondary treatment (DAF) and finally tertiary treatment.. They provide two options to accomplish the primary treatment: Gravity Separation or Load Equalization Tank.
Paragraph 16-8.8 Emulsified Oil Treatment states that simple gravity settling is not effective for emulsified oils and avoidance of excessive turbulence.
Based upon Specification 40 42 60.20, the treatment processes as written include:
- No Equalization
- Primary Treatment: Load Equalization Tank operated in batch process
- Primary…
