REQUESTS FOR INFORMATION AND RESPONSES

SOLICITATION N4019220R1300 FY21 SPECIAL PROJECT RM 14-1420

REPAIR LIMA WHARF, NAVAL BASE GUAM

QUESTION (Q) 39: MEC – Reference RFP Part A, SF1442, Price Proposal Schedule, SubCLIN 0001L Base Bid Item L - MEC Clearance:

SubCLIN 0001L Base Bid Item L MEC Clearance states, “Total price for the entire work to provide all necessary labor, material, transportation, supervision, equipment, and other incidental work required in accordance with Specification 01 57 19.01 20, complete and in accordance with the Request for Proposal.

These costs include, but are not necessarily limited to, MEC equipment and personnel mobilization/ demobilization, MEC work plans, MEC reporting, MEC Personnel, MEC safety briefings and awareness training, reduced production rates associated with debris removal, equipment, scanning, additional costs to shield equipment operators, dredge spoils drying, screening and/or broadcasting, equipment and scanning, and anomaly clearance.”

According specification section 01 57 19.01 20 paragraph 3.7.1 Low (green) Probability Areas, “The work is located in an area with low (green) probability of encountering MEC/MPPEH. Military EOD will be on-call for MEC/MPPEH construction support.”

Given the direction provided in specification section 01 57 19.01 20, the Military EOD will be on-call for MEC/MPPEH construction support and therefore the contractor will not be responsible for MEC/MPPEH clearing if encountered. Please delete SubCLIN 0001L because the MEC Clearance scope of work is not required.

Answer (A) 39: MEC Clearance includes in water activities. An amendment will be issued at a later date to clarify the requirements.

Q47: Stone Column Measurement and Payment – Reference RFP Part B, Specification Section 31 62 00 Stone Columns, Paragraphs 1.4.1 Unit Price and 1.10 Measurement and Payment, and RFP Part A, SF1442, Price Proposal Schedule, SubCLIN 0001B Base Bid Item B - Stone Columns:

In the price proposal schedule Base Bid Item B Stone Columns has a quantity of 34,270 CY.

Paragraph 1.4.1 Unit Price item a. states, “Area replacement shall be measured as a percentage of the total volume of improved ground, as shown on the plans.” Paragraph 1.4.1 item d. also states, “Cost for all borings/CPTs, laboratory testing, and monitoring shall be included in the unit cost for stone.”

Paragraph 1.10.1.1 Stone Columns states, “Measurement will be in metric tons of stone installed.”

Paragraph 1.10.1.2 Verification Testing states, “Measurement will be in numbers of borings and CPT soundings conducted.” Paragraph 1.10.2 Payment for Stone Column Construction states, “Payment will be per metric ton of stone installed per plan.”

(a) Currently Base Bid Item B has a unit of measure in CY, which appears to be consistent with Unit Price section 1.4.1. However, Base Bid Item B and Paragraph 1.4.1 item d conflict with the measurement and payment paragraph of 1.10.2 which states that stone columns will be paid per metric ton. Please clarify how the stone columns will be measured and paid.

(b) Also, paragraph 1.4.1 item d states that borings and CPTs will be included in the unit cost for stone.

Paragraph 1.10.1.2 implies that the verification testing will be measured and paid separately. Please clarify if the verification testing is included in Base Bid Item B.

A47: (a) Stone columns will be measured and paid in metric tons of stone installed. Refer to RFP Amendment 0003.

(b) Yes. Verification borings and CPTs shall be included in the unit cost for stone.

Q63: Pre-Drilling – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, Paragraph

3.3.2.2 Driving, Item j:

Specification section 31 41 16 Metal Sheet Piling, states, “For basis of bid, Contractor shall consider that pre-drilling will be required at 65 king piles.”

(a) Please identify the 65 locations that the government anticipates pre-drilling will be required.

(b) If pre-drilling is required at more than the 65 stated locations, by what means would the contractor be compensated any additional pre-drilling effort?

A63: (a) Required pre-drilling locations shall be determined based on probing survey and limestone profile completed the Contractor. Refer to Section 31 41 16 METAL SHEET PILING, Paragraph 3.3.2.2k.

(b) If pre-drilling is required at more than 65 locations, these additional locations shall be identified in the predrilling location plan submitted to the Contracting Officer, along with the limestone profile, for review and approval. If additional locations are approved by the Contracting Officer, a contract modification will be issued for the additional locations.

Q96: BOWTS Plant Electrical Room – Reference RFP Part C, Drawing Nos. A-402 (BOWTS Electrical Building - Plans, Elevations & Sections), SB102 (Bilge Oily Waste Treatment Structural Plan), and SB506 (BOWTS Details - 6):

The length dimension given on A-402 is indicated as 11'-0" inside CMU dimension and 12'-4" outside CMU dimension, while the SB Sheets 102 & 506 show the building length one foot shorter at 10'-0" inside dimension. Which do we follow?

A96: Use dimensions from A-402. SB Sheets will be revised in a future amendment.

Q97: MC10 – Reference RFP Part C, Drawing No. S-501 (Wale Plan and Details), Detail A1:

Please provide the weight per LF of the channel (PLF).

A97: MC channel is indicated on detail C1/S-501.

Q99: Site Visit – Reference RFP Part B, Specification Section 01 14 00 Work Restrictions, Paragraph

1.3 Special Scheduling Requirements, Item f:

Paragraph f. states, “The Government will be responsible for obtaining the project-specific MEC ESS annex for in-water intrusive activities.”

Without an in-water ESS, bidders are unable to quantify the MEC related scope of work, costs, and impacts on in-water construction operations. In-water intrusive activities such as pile driving and dredging are equipment intensive operations so any inefficiencies introduced from MEC procedures can have significant cost and schedule impacts. We recommend the Government provide a draft or sample in-water ESS from another similar NAVFAC project from Hawaii or the West Coast so that all bidders have the same document outlining the requirements for managing MEC for in-water construction activities.

Please provide clear direction on how MEC for in-water construction activities shall be handled by the Contractor.

A99: An amendment will be issued at a later date to clarify the requirements.

Q100: Storage Area – Reference RFP Part B, Specification Section 01 50 00 Temporary Construction Facilities and Controls, Paragraphs 3.5.4 Storage Areas and 3.5.5 Supplemental Storage Area:

Please specify the location and dimensions of the Storage Area and possible Supplemental Storage Area so that the Contractor can estimate the cost for the temporary 6 foot high chain link fence (with plastic strip inserts) around trailers and materials.

A100: Storage areas will be located within the Contractor Staging/Laydown Areas indicated on Drawing G-101. Final locations and dimensions shall be coordinated with the Contracting Officer after Contract Award.

Q101: Tie Rod and Tie Rod Hardware – Reference RFP Part B, Specification Section 05 12 00 Structural Steel, Paragraphs 2.3 Tie Rods; 2.3.1 Bulkhead Tie Rod; and 2.3.3 Tie Rod Hardware:

Please confirm that all tie rods and tie rod hardware for this project are not required to be hot-dip galvanized.

A101: Tie rods shall be protected in accordance with Section 09 97 13.28 PROTECTION OF BURIED

STEEL PIPING AND STEEL BULKHEAD TIE RODS.

Q102: Temporary Fencing – Reference RFP Part B, Specification Section 01 50 00 Temporary Construction Facilities and Controls, Paragraphs 2.3 Fencing; 2.3.1 Polyethylene Mesh Safety Fencing;

2.3.2 Chain Link Panel Fencing; and 2.3.3 Post-Driven Chain Link Fencing:

Under Paragraph 2.3 Fencing:

(a) Please confirm if the whole construction area should be fenced during the construction period including all open excavations and tunnels.

Under Paragraph 2.3.1 Polyethylene Mesh Safety Fencing, it requires a minimum of 48 inches (4 feet) in height while paragraph 2.3.2 Chain Link Panel Fencing and paragraph 2.3.3 Post-Driven Chain Link Fencing requires a 6 feet fence height.

(b) Please clarify which fence height should the Contractor use and where will the Polyethylene Mesh Safety Fence, Chain Link Panel Fencing and Post-Driven Chain Link Fencing be used in the project site.

This information will be used for cost estimates for the bidding.

A102: (a) Provide polyethylene mesh safety fencing along the construction site and at all open excavations to control access by unauthorized people.

(b) Enclose the project work area and contractor staging/laydown area(s) with 6 ft high Chain Link Panel Fencing or Post-Driven Chain Link Fencing.

A103: Contractor must bid on dredging in accordance with the Price Proposal Schedule.

A maintenance dredging project is in progress. Areas adjacent to Lima Wharf were dredged in July 2020.

Final hydrographic surveys are not currently available.

Q104: Class 1 Fill Material – Reference RFP Part C, Drawing No. CU503 (Miscellaneous Details – 4), Detail A3:

Please provide specification of the "class 1" fill materials.

A104: Class 1 Fill Materials shall comply with Utility Bedding Material per Paragraph 2.2. of Section 31 23 00.00 20.

Q105: Navigation Channel – Reference RFP Part B, Specification Section 35 20 23 Dredging, Paragraph

3.14.2 Navigation Channel, Item b:

As basis for bid, please advise the frequency of a vessel's ingress and egress where a complete removal of the dredge and related equipment to such an extent to afford passage of the vessel if required.

A105: Vessel ingress and egress frequency and requirements are indicated in Section 01 14 00 WORK RESTRICTIONS, Paragraph 1.3.d.

Q106: Base Bid Item R – Reference RFP Part A, SF1442, Price Proposal Schedule, SubCLIN 0001R Base Bid Item R - Procurement and Installation of HP16 x 88 Tie-Back Anchor Piles:

(a) Who will determine the extent (%) of corrosion on the rails?

(b) If the rails are determined corroded beyond re-use, how is the replacement rails going to be paid?

A107: Deferred

Q108: Potential Conflict of Existing Rail Piles with New Sheet Piles at North End (CLIN 0001) – Reference RFP Amendment 0003 (Question 53) and Drawing No. S-113 (Bulkhead Wall Plan - 5 (Base Scope)):

If the existing piles are found to interfere with the new construction, how is the removal or remedy going to be paid?

A108: Deferred

Q109: Cone Penetration Test (CPT) – Reference RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, Paragraph 3.3.2.2 Driving, Item k:

According to our consultant, the CPT equipment is a big machine that is currently not on Guam. It is quite bulky that our consultant recommends to perform soil boring with Standard Penetration Test or N-values, which gives the same result that CPT will achieve. Please advise if the proposed alternate method is acceptable.
