QUESTION (Q) 32: Importation, Placement, and Compaction of Select Fill – Reference RFP Part A, SF1442, Price Proposal Schedule, SubCLIN 0001N Base Bid Item N - Fill Import:
Please clarify where this pay item is applicable, there are numerous locations/activities requiring import select fill, refer below but not limited to the following:
(a) Detail A1/S-605 (typ), is the engineered fill to replace the excavated in-situ soil measured and paid under item 0001N?
(b) Is the import fill to replace the removed contaminated soils going to be paid under item 0001N?
Answer (A) 32 (REVISED): SubCLIN is intended to cover replacement of unsuitable soil materials due to contamination. The price proposal schedule is amended to clarify intent of the SubCLIN. Refer to RFP Amendment 0009.
Q121: Stone Columns – Reference RFP Part B, Specification Section 31 62 00 Stone Columns:
(a) Will the Government accept a measurement volume of stone as a means to calculate area replacement ratio directly rather than using weight which has to be converted to volume using an assumed on-site density?
(b) If the data acquisition system malfunctions, can the Contractor continue to install stone columns for a reasonable time until the data acquisition system is repaired?
A121: (a) Contractor shall bid Stone Columns as a measurement of weight per the Price Proposal Schedule.
(b) Contractor shall provide documentation per Paragraph 1.7.2 of Section 31 62 00 for every stone column installed.
Q129: Dredging Debris Quantity – Reference RFP Part B, Specification Section 35 20 23 Dredging, Paragraph 1.5 Artificial Obstructions:
Specification Section 35 20 23, paragraph 1.5 – Artificial Obstructions states: “The Government has knowledge of debris such as, but not limited to, metal cables, wood fragments, pieces of broken cable, rope, metal pipe, ship fenders, oil booms, ladders broken piles, and other miscellaneous debris.” and “Debris removed from the dredged area shall be removed from the water.” For bidding purposes, please provide the quantity of debris to be removed in cubic yards that the Offerors should include in their proposals. It is impossible for the Offerors to determine this quantity so the Government should provide a basis for the proposal pricing.
A129: Debris volume is included in the dredge volume stated in the Price Proposal Schedule.
Q132: Alternative Identification Markings – Reference RFI Notice 3 Response to Question 44 and RFP Part B, Specification Section 31 41 16 Metal Sheet Piling, Paragraph 1.6 Delivery, Storage, and Handling:
It is requested that the requirement for engraving of the king piles and sheet piles be reconsidered to allow alternative identifications markings to the king pile and sheet pile system. Any engraving process to the steel would be done by the steel manufacturer prior to the application of the required coating system. The coating process would both damage and cover up the engraved markings making the engraving a costly and unnecessary process that would provide little to no identifiable information on the end product.
A132: Engraving shall be provided on uncoated portion of the pile in accordance with the specification.
Q133: – Reference RFP Part B, Specification Section 03 31 29 Marine Concrete with Service Life Modeling, Paragraph 1.7.6.2 Hardened Concrete Properties, Item a(3), and Section 03 31 30 Marine Concrete, Paragraph 1.7.4.2 Hardened Concrete Properties, Item a(3):
Specification Section 03 31 29, Paragraph 1.7.6.2 a. (3) states: "The required average compressive strength may not exceed the specified strength at the same age by more than 25 percent unless approved by the Engineer of Record." Specification Section 03 31 30, , Paragraph 1.7.4.2.a. (3) states: "The average compressive strength may not exceed the specified strength at the same age by more than 20 percent unless approved by the Engineer of Record."
(a) The statement of "at the same age" within the referenced specification sections does not make it clear on when the comparison of concrete strength would occur. Please clarify at what concrete sampling age (i.e 28 days) would the comparison of concrete strength occur?
(b) Specification Section 03 31 30, Paragraph 1.7.4.2.a. (3) states that standard marine concrete may not exceed strength at the same age by more than 20 percent. Please clarify if the not to exceed strength percentage for both types of marine concrete is 25% or 20%?
A133: (a) Sampling age shall be as specified in Section 03 31 29 MARINE CONCRETE WITH SERIVE LIFE MODELING Paragraph 1.7.6.2 a.(1)
(b) Concrete strength may not exceed the specified strength by more than 25%.
Q134: Crane Rail System – Reference RFP Part B, Specification Section 02 41 00 Demolition and Deconstruction, Paragraph 3.3.2.1 Crane Rails, and RFP Part C, Drawing No. S-533 (Miscellaneous Details), Detail C1 Crane Rail Foundation:
The existing crane rail that is planned to be cleaned and re-installed for use is anticipated to require at least 200 linear feet of new rail. The only reference to rail size is in Drawing S-533 and the rail is shown as "110#". 110lb/yd rail is no longer rolled by any mill globally. Can you please provide the dimensions of the rail, or the specified rail profile to use.
(a) Can you please clarify the means in which the rail is to be connected together? Is the existing rail welded at the splices or are they bolted together using mechanical splice bars?
(b) Drawing S-533 (Detail C1 - Crane Rail Foundation) is the only detail on the crane rail system. Is there a specification for what type of finish (bare steel, hot dip galvanized, or primed) is required on the rail sole plates (ref. 3/4"x8"x1'2")? Is the same finish specified for the anchor bolts (ref. 1" BOLTS W/8" EMBED @6'-0" O.C.) and associated fasteners, i.e. bearing plate, shims, lock washer, hex nut?
(c) Drawing S-533 (Detail C1-Crane Rail Foundation) shows the anchor bolts for the rail sole plates at 6'- 0" centers. Is that consistent for the entire approximate 2000 linear feet of rail that will be removed and re-installed?
(d) Drawing S-533 (Detail C1-Crane Rail Foundation) shows a rail clip (ref. 3/4"X3"X5" CLAMP) is a rigid non-engineered clip that is not rated for lateral side force on the rail. Can the anticipated lateral side force on the rail be provided so that a load rated rail clip can be used?
A134: Exact configuration of the crane rail at Lima Wharf is unknown. Configuration shown is based on drawings "FY88 MCON Project P-002 Repair Wharves Improvement" (previously provided via DoD SAFE in addition to reference drawings requested in Question 49) and "Periodic Survey: Gantry Crane Rails Lima Wharf" (see attachment to this RFI notice). Contractor shall verify existing crane rail profile and section during construction. Where matching rail sections are not available, Contractor shall select a product with similar shape and profile and submit for approval by the Contracting Officer.
(a) Adjacent rail sections shall be welded together.
(b) Where existing plates cannot be reused, provide galvanized ASTM A36 plates. Anchor bolts shall be galvanized ASTM F1554, Grade 36. Washer and nuts are as specified in Section 05 12 00 STRUCTURAL
STEEL.
(c) Confirmed.
(d) Rail will be non-functional after installation. Provide rail clips as specified.
Q135: Existing Tie Beam – Reference RFP Part C, Drawing No. SD301 (Typical Demolition Section - 1), Detail A1:
Existing tie beam is shown at 18’-0” O.C. with 2’-0” height and 32’-0” length. Enlarged demolition plans indicate what appears to be 9’-0” width tie-beams. Please confirm or provide width of tie beam.
A135: No tie beams are shown on the enlarged demolition drawings SD102 through SD104 for clarity.
Existing tie rods are shown at 9 ft spacing on the enlarged plans. See response to Question 75 for tie beam dimensions.
Q137: Angled Connection of PVC Piping – Reference RFP Part C, Drawing No. S-512 (Bulkhead Cap Details - 3), Detail A4:
Please explain the angled connection of the 6" PVC piping around the tie rod as it enters the existing bulkhead. What is this material, and can the PVC continue at the same elevation throughout the overall distance of the rod from the concrete dead man to the king pile?
A137: Deferred
Q138: Finishes – Reference RFP Part C, Drawing No. A-601 (Room Finish Schedule, Door & Window Schedule and Types):
What are the finishes for the BOWTS building? Do the CMU walls paint? Is there an oil resistant coating on the floor area? Please provide information.
A138: Deferred
Q139: Existing Steam Duct-Bank – Reference RFP Part C, Drawing No. CD101 (Site Demolition Plan - 1):
Please provide information of existing steam duct-bank construction (depth of walls, bottom construction thickness of walls). Appendix M of the wharf survey report provides photos but the documents do not provide the required information for demolition and bidding purposes.
A139: Existing information on the ductbank is limited. Refer to reference drawings "FY88 MCON Project P-002 Repair Wharves Improvement" for available information (previously provided via DoD SAFE in addition to reference drawings requested in Question 49).
Q140: SF1442 – Reference RFP Part A, SF 1442 Block 13:
Item A in Block 13 on the first page of the SF1442 has the original due date, which is July 31, 2020. Will a revised SF1442 be issued? Or do we include the SF1442 as it is in our proposal?
A140: A revised SF1442 will not be issued. Offerors shall use original SF1442 and acknowledge all amendments in Block 19 of the SF1442 with their proposals.
Q141: CLIN 0001 Total – Reference RFP Amendment 0003, Price Proposal Schedule:
CLIN 0001 Total Base Bid states that it is the “Total Price of Base Bid SubCLINs 0001A through 0001P”. Should this be “Total price of Base Bid subCLINs 0001A through 0001R” since subCLINs 0001Q and 0001R were added? Please clarify.
A141: CLIN 0001 Total Base Bid should be “Total price of Base Bid subCLINs 0001A through 0001R.”
Refer to RFP Amendment 0009.
Q142: Bollard/Mooring Bolt Pull Testing – Reference RFP Part B, Specification Section 05 12 00 Structural Steel, Paragraph 3.8.4.1 Anchor Bolts:
Paragraph 3.8.4.1 states, “All anchor bolts shall be load tested to 130 kips for 300 ton bollards and 44 kips for 100 ton bollards in tension…”
Do the mooring cleats on the North Wharf also need anchor bolt testing? If yes, please provide the load testing criteria.
A142: Deferred
Q143: – Reference RFP Amendment 0003, Price Proposal Schedule, SubCLIN 0001B Base Bid Item B - Stone Columns:
SubCLIN 0001B is indicated in a unit of MT. Please confirm that this unit is metric tons versus tons (2,000 pounds)? The rest of the project documents use imperial units versus metric units.
A143: Deferred
Q144: Cathodic Protection – Reference RFP Part C, Drawing No. CP301 (Cathodic Protection Layout), Detail B4:
Detail B4 on drawing CP301 states the following, “Provide a minimum 6” long weld at each sheet pile interlock prior to concrete cap installation to provide electrical continuity.”
Does this weld just need to take place where the sheet piles interlock? Or is a continuity weld also needed where the sheet piles interlock with the king piles?
Based on past projects a 6” weld for continuity at each interlock seems excessive. This continuity weld will take place below water and will have to be performed by divers so any additional welding can have significant cost impacts.
A144: Deferred
Q145: Waterstops – Reference RFP Part B, Specification Section 03 31 29 Marine Concrete with Service Life Modeling and Section 03 31 30 Marine Concrete:
Both the Marine Concrete with Service Life Modeling and the Marine Concrete specification sections mention waterstops. Please confirm if waterstops are required for the new concrete bulkhead and anchor wall.
A145: Deferred
Q146: Mudline Elevation – Reference RFP Part C, Drawing Nos. SD301 (Typical Demolition Section -
1) and CN301 (Dredging Sections):
Drawing SD301 shows a lower mudline elevation compared to CN301. Please confirm which mudline elevation is correct.
A146: Deferred
Q147: Options Award Schedule – Reference SF1442, Price Proposal Schedule (Schedule of Prices):
The note on page 6 of 59 of the RFP states that, “It is anticipated that the Government may exercise one or more option(s) at time of award.”
For the Factor 2 – Technical Approach construction schedule and phasing plan, please advise what date(s) Offerors should use for the award of the option item(s). Should Offerors use the Contract Award Date for the award of the option item(s)?
A147: Deferred
Q148: Crane Rail Fastening System – Reference RFP Part C, Drawing No. S-533 (Miscellaneous Details), Detail C1 - Crane Rail Foundation:
Please provide the following clarifications:
(a) There is no grade for the Steel Base Plates or embedded Anchor Bolts for the Crane Rail System specified. Please confirm if ASTM A36 would be acceptable for the plate and ASTM A307 for the Anchor Bolt. Does this material need to be HDG?
(b) What is the spacing of the 3/4" Bearing Plates? The Detail shows the Anchor Bolts spaced every 6', is that accurate? Industry Standard is 2' o/c.
(c) What is the purpose of the 1/4" and 1/8" shims on top of the bearing plates? Since this is a new installation, the contractor would set the 3/4" bearing plate at the elevation required, prior to grouting.
Would this be acceptable?
A148: Deferred
Q149: 110# Crane Rail – Reference RFP Part B, Specification Section 01 57 19.02 (formerly 01 57
19.01 20) Supplemental Temporary Environmental Controls, Paragraph 3.6.1 Crane Rails:
SECTION 01 57 19.02 (formerly 01 57 19.01 20, refer to RFP Amendment 0006), Page 12, PARAGRAPH 3.6.1 CRANE RAIL States "Sections of rail that have incurred greater than 20% section loss due to corrosion must be replaced in-kind to match existing profile and material where possible."
The 110lb/yd Rail has not been made since well before 1977 (Reference ArcelorMITTAL Steelton, previously Bethlehem Steel). There is no exact match profile that is currently produced. ArcelorMITTAL produces the 115lb/yd RE Rail which appears to be the closest match.
(a) Is it the intention of NAVFAC to operate on this rail after it is reinstalled? If so, what are the installation tolerances for the rail profiles?
(b) Would NAVFAC please indicate which profile is an appropriate replacement to the 110 lb/yd Rail, since this profile is no longer produced, as Section 3.3.2.1 (SECTION 02 41 00 Page 10) indicates that the contractor should assume 200LF of new rail in the base bid?
A149: Deferred
Q150: Coating to Sheet Pile Interlock Surfaces – Reference RFP Part B, Specification Section 09 97
13.26 Coating of Steel Waterfront Structures, Zero VOC, (SZC) Splash Zone Coating:
Please clarify if sheet pile interlock surfaces will be coated. Detail B5/S-501 states to "exclude coating to sheet pile interlock surfaces” while specification 09 97 13.26 paragraph 3.2 implies to coat all surfaces including the joints.
A150: Deferred
