SOLICITATION N4019220R1300 FY21 SPECIAL PROJECT RM 14-1420
REPAIR LIMA WHARF, NAVAL BASE GUAM
QUESTION (Q) 160: General Permit – Reference RFP Part B, Specification Section 01 57 19 Temporary Environmental Controls, Paragraph 3.2.1 Construction General Permit:
Please verify that the “General Permit” has been applied and paid for the NAVFAC and the Contractor is only responsible to provide a “Notice of Intent”.
Answer (A) 160: For the purposes of bidding, assume no.
Q169: Dredging, Surveying – Reference RFP Part B, Specification Section 35 20 23 Dredging, Paragraph 3.7.1 Survey Firm:
All surveys must be performed by a Survey Firm, independent of the Contractor. The firm must have a minimum of 3 years of qualifying experience in hydrographic surveying of navigable channels and a current California Land Surveyor's license. Provide a Hydrographic Survey report with Drawings.
Is a California PLS actually required? Will PLS from other states suffice or is a PLS registered in Guam required?
A169 (REVISED): The first paragraph of Section 35 20 23, Paragraph 3.7.1 is revised to read:
"All surveys must be performed by a Survey Firm, independent of the Contractor. The firm must have a minimum of 3 years of qualifying experience in hydrographic surveying of navigable channels and a current Land Surveyor's or a Professional Engineer's license, authorized to certify surveys in the Territory of Guam or State of Hawaii. Surveyor firm selected by the Contractor must be approved by the Contracting Officer prior to performing surveys for this contract. Provide a Hydrographic Survey report with Drawings."
Refer to RFP Amendment 0012.
Q171: BOWTS Pump Motors – Reference RFP Amendment 0003 (Amendment 22 JUL 2020), Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System, Paragraph 2.8.1 Pump Motors:
Specification 40 42 60.20, Paragraph 2.8.1 states that pump motors are to be suitable for Class 1, Division 1 and fully submergible in water. Please confirm both are required. For the previous wharf projects, this requirement was removed during design as it was unnecessary and costly. Rather than installing pumps on 4" H.K. Pads, the pumps were installed on 30" elevated piers, so as to not need to be submerged in water, and could be Totally Enclosed Fan-Cooled. Our Positive Displacement Diaphragm Pump Manufacturer replied to our inquiry: "A submersible motor would not be recommended due to its method of cooling requiring it to be submerged and our pumps inability to operate without damage while being submerged. I would recommend a TEFC motor as we have provided in the past.” I got a similar response from our mixer and fresh water pump vendors (i.e. they can’t provide). Further, Sheet M-301, Section Elevation B3, shows the BOW Pumps mounted on a 30" elevated pier.
Why would you want to operate a plant submerged in water? I do not understand this.
A171: The BOW treatment system includes a containment wall surrounding the entire system that is designed to contain BOW in case of LET breach. Placement of motors within this basin may expose motors (and electrical components) to be submerged or partially submerged in case of LET breach and therefore must be rated as such. There is no intent to operate all equipment while flooded, however survival and continued operation of the equipment is required. The pump selection and design may consider elevating pumps above the containment basin height to relieve themselves of this requirement, provided that pumps and system are operational following a flood or LET breach, and all platforms meet required vertical and lateral load requirements.
Q172: DAF Bottom Sludge Auger – Reference RFP Part B, Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System, Paragraph 1.6.6 Dissolved Air Flotation (DAF) System:
Specification 40 42 60.20, Paragraph 1.6.6 states that a bottom sludge auger shall be provided to convey sludge. This is not required for our DAF design and was removed during design for the past wharf projects. It is not shown on the flow diagram, bill of materials, one-line diagram or equipment schedule.
A172: Removal of the DAF bottom sludge auger is acceptable if the proposed equipment has been documented to be able to meet the project requirements without it.
Q173: LET Chain-and-Flight Sludge Collection + Oil Skimming – Reference RFP Part B, Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System, Paragraph 1.6.2 Load Equalization Tank (LET) System:
Specification 40 42 60.20, Paragraph 1.6.2 states that an electric-motor driven chain-and-flight sludge collection and oil skimming mechanism is required. Per UFC 3-240-01, Equalization (Paragraph 16-8.1) is to be used to equalize surges in peak flows as well as variations in oil concentrations. This is critical in order for downstream processes (primary and secondary treatment) to work effectively.
Per Paragraph 16-8.2, Primary Treatment is required, and to be followed be secondary treatment (DAF) and finally tertiary treatment.. They provide two options to accomplish the primary treatment: Gravity Separation or Load Equalization Tank.
Paragraph 16-8.8 Emulsified Oil Treatment states that simple gravity settling is not effective for emulsified oils and avoidance of excessive turbulence.
Based upon Specification 40 42 60.20, the treatment processes as written include:
- No Equalization
- Primary Treatment: Load Equalization Tank operated in batch process
- Primary Treatment: Gravity Oil/Water Separator with coalescing elements for oil removal and sludge chamber for clarification of settleable solids
- Secondary Treatment: DAF
- Tertiary Treatment: Secondary Polishing Gravity Oil/Water Separator with coalescing elements oil removal and sludge chamber for clarification of settleable solids
In this scheme, there is no equalization and there are two primary treatments which is redundant and unnecessary to meet effluent requirements. The addition of an LET functioning as a clarifier (with chain and flight skimmers) will add unnecessary complexity to the required operation and maintenance of the facility and is likely to negatively affect the treatment efficiency. Due to the nature of the bilge oily waste, it is strongly recommended to change the Load Equalization Tanks to Equalization in order to equalize the incoming wastewater; this will prevent large variations in flow rates and oil loading which will affect the efficiency of the process. The skimmer and chain and flight equipment as the initial treatment step is not recommended nor should it be necessary to meet the effluent limits required as evidenced by other NAVFAC BOWTS treatment processes in operation at X-Ray Wharf and Sierra Wharf which follow the elimination of the LET and replacement with true equalization. ie, elimination of the LET and replacement with EQ – meaning eliminate the internals in the tanks (which make it an LET) and that will make them true equalization tanks. So keep the tankage, scrap the mechanical components.
A173: Bid according to contract documents. Deviations/Variance may be considered after Contract Award. Variances must be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES, Paragraph 1.8.
Q174: LET Sludge Pumps – Reference RFP Part B, Specification Section 40 42 60.20 Bilge and Oily Waste Treatment System, Paragraph 1.6.2 Load Equalization Tank (LET) System:
Specification 40 42 60.20, Paragraph 1.6.2 states that an electric-motor driven chain-and-flight sludge collection and oil skimming mechanism is required. There are no sludge pumps specified for the LET within the specification nor on the flow diagram, layout, bill of materials, one-line diagram or equipment schedule. M301 does show a sludge drain pipe and hopper to drain. How will the sludge be removed/treated?
A174: Collected sludge within the LET will be pumped to a sludge tank. Provide a pump and piping from the sludge collection piping to the sludge tank. An amendment will be issued to clarify this requirement.
Q175: Cathodic Protection – Reference Amendment 0010 (Question and Answer 144):
The answer provided for Question 144 regarding continuity welds on the sheet piles for the Cathodic Protection System states: “A144: Provide weld at each interlock (sheet pile/ sheet pile and sheet pile/king pile) to ensure electrical continuity. The weld is not required to be performed underwater.” The drawings (Sheet S-301) show the top of sheet pile elevation at -0.00 ft MLLW. The tidal range in Apra Harbor rarely falls below -0.00 ft MLLW which means the continuity welds will need to be performed underwater. In order to prepare pricing for this underwater continuity welding, please quantify the amount of vertical weld that will be required at each interlock.
A175: Provide a 6" weld along each interlock in accordance with Detail C4/CP301.
Q176: Sea Creatures – Reference RFI Notice 8, Question and Answer 119:
In reference to RFI answer 119 concerning delay by turtles or other sea creatures. Please verify that the Contractor will be compensated for downtimes longer than “short periods” as stated in the RFI. Please verify the duration of a short period. We will assume 1 hour or less for the bid but if the delay lasts for multiple days in a row or multiple times in a day then the Contractor should be compensated pursuant to the FAR.
A176: The definition of "short period" will vary based on the point in the schedule and the work being performed. The duration will be evaluated on a case by case basis during construction should delays due to sea turtles be encountered.
Q177: Test Piles – Reference RFP Part B, Specification Section 31 62 16.16 Steel H-Piles and Pipe Piles, Paragraphs 3.2.3 Pile Placement and Tolerances in Driving and 3.4.1 Test Piles:
Can the test pile be completed before the stone columns reference paragraph 3.2.3 states that piling work must be completed after ground improvement work? Section 3.4.1 and 3.2.3 include “Piles”, “Test Piles” and “Job Piles”. Are the “Piles” all project piles (Including test piles) or just the “Job Piles” or what is more normally known as “Production Piles.”
The Contractor needs to know this due to the long duration of stone columns work before we could order the piles due the restriction of ordering piles before the test pile program is completed and approved which verifies the RFP design.
A177: See response to Question 35. Stone column improvement must be completed before driving any pile within the ground improvement area. Piles include test piles and production piles.
Q178: Vibratory Hammer Use – Reference RFP Part B, Specification Section 31 62 16.16 Steel H-Piles and Pipe Piles, Paragraph 3.1.1 Pile Driving Hammers:
(a) Can a vibratory hammer be used for extraction of the existing batter piles that need to be extracted for the stone column work?
(b) Can temporary template piles installed to support the pile driving templates be installed and extracted using a vibratory hammer?
In both cases, extraction of piles by a vibratory hammer is the only feasible method.
A178: (a) Vibratory hammer may be allowed to extract piles provided the contractor take adequate precaution to avoid any damage to adjacent structures due to vibration.
(b) Temporary template piles shall be installed using impact hammer.
Q179: Epoxy Coated Reinforcing – Reference RFP Part C, Drawing No. S-002 (Structural Notes - 2):
Item 1 under “Reinforcing” specifics ASTM A934/A934M. Section 03 30 00 specifies A775/A775M, 03 30 53 A615/A615M, 03 31 29 A615/A615M; A767/A767M; A955/A955M or other approved coated reinforcing, and 03 31 30 A775/A775M. RFI 76 informed the bidders to bid per the RFP.
(a) Please confirm that bidding the use of ASTM A775/A775M reinforcing will be acceptable.
(b) Also, please confirm that all reinforcing used on the project will be epoxy coated.
A179: (a) Reinforcement must be epoxy coated in accordance with the specifications. Review the Concrete Diagram on S-002 for applicability of the various concrete specifications.
Cast-In-Place Concrete (Specification Section 03 30 00) specifies ASTM A775 coating on reinforcement.
