SOLICITATION N4019220R1300 FY21 SPECIAL PROJECT RM 14-1420

REPAIR LIMA WHARF, NAVAL BASE GUAM

QUESTION (Q) 136: Air Barrier – Reference RFP Part B, Specification Section 07 05 23 Pressure Testing an Air Barrier System for Air Tightness and Section 07 05 23 Building Air Barrier System:

Please verify that air barrier submittal review, commissioning, air blower testing is not required on the transformer building. An air barrier is not shown.

Answer (A) 136: Air barrier testing is required in the air conditioned spaces (DDC/AMI room, Battery room, Elect/Equipment room and Elect room at BOWTS). Air barrier testing of the Switchgear Room is not required.

Q137: Angled Connection of PVC Piping – Reference RFP Part C, Drawing No. S-512 (Bulkhead Cap Details - 3), Detail A4:

Please explain the angled connection of the 6" PVC piping around the tie rod as it enters the existing bulkhead. What is this material, and can the PVC continue at the same elevation throughout the overall distance of the rod from the concrete dead man to the king pile?

A137: The PVC piping must be constructed as detailed/specified. The angled connection is a flexible PVC joint as indicated in Drawing S-507, Detail B3. The tie rod must be centered within the PVC from the bulkhead cap through the existing bulkhead wall. From the existing bulkhead wall to the tie back anchor, the tie shall be located at the bottom of the PVC sleeve as indicated to allow for settlement.

Q138: Finishes – Reference RFP Part C, Drawing No. A-601 (Room Finish Schedule, Door & Window Schedule and Types):

What are the finishes for the BOWTS building? Do the CMU walls need paint? Is there an oil resistant coating on the floor area? Please provide information.

A138: (1) BOWTS:

• BOWTS walls must be tooled joint and painted (PT1), refer to A-201. Exposed cast in place concrete wall must be painted (PT1).

• Concrete floor slab must be coated with a slip resistant epoxy coating.

(2) BOWTS Electrical Building:

• CMU wall shall be cement plastered and paint finish (exterior and interior surfaces), refer to A-402.

• Floor Finish - Electrical Room 109 floor finish shall be “F1”, refer to sheet A-601 “Room Finish Schedule.

• Door Type – Door 109 at Electrical Room shall be Type B aluminum door and frame, refer to sheet A- 601 Door Schedule.

Q142: Bollard/Mooring Bolt Pull Testing – Reference RFP Part B, Specification Section 05 12 00 Structural Steel, Paragraph 3.8.4.1 Anchor Bolts:

Paragraph 3.8.4.1 states, “All anchor bolts shall be load tested to 130 kips for 300 ton bollards and 44 kips for 100 ton bollards in tension…”

Do the mooring cleats on the North Wharf also need anchor bolt testing? If yes, please provide the load testing criteria.

A142: Yes, provide anchor bolt testing with 10 kips of tension loading for mooring cleats. Change will be included in a future amendment.

Q144: Cathodic Protection – Reference RFP Part C, Drawing No. CP301 (Cathodic Protection Layout), Detail B4:

Detail B4 on drawing CP301 states the following, “Provide a minimum 6” long weld at each sheet pile interlock prior to concrete cap installation to provide electrical continuity.”

Does this weld just need to take place where the sheet piles interlock? Or is a continuity weld also needed where the sheet piles interlock with the king piles?

Based on past projects a 6” weld for continuity at each interlock seems excessive. This continuity weld will take place below water and will have to be performed by divers so any additional welding can have significant cost impacts.

A144: Provide weld at each interlock (sheet pile/ sheet pile and sheet pile/king pile) to ensure electrical continuity. The weld is not required to be performed underwater.

Q145: Waterstops – Reference RFP Part B, Specification Section 03 31 29 Marine Concrete with Service Life Modeling and Section 03 31 30 Marine Concrete:

Both the Marine Concrete with Service Life Modeling and the Marine Concrete specification sections mention waterstops. Please confirm if waterstops are required for the new concrete bulkhead and anchor wall.

A145: Waterstops are required for the substation building, BOWTS structures, manholes, vaults, etc.

Waterstops are not required at the bulkhead wall cap or anchor pile cap.

Q146: Mudline Elevation – Reference RFP Part C, Drawing Nos. SD301 (Typical Demolition Section -

1) and CN301 (Dredging Sections):

Drawing SD301 shows a lower mudline elevation compared to CN301. Please confirm which mudline elevation is correct.

A146: Refer to CN301 for existing mudline elevation.

Q148: Crane Rail Fastening System – Reference RFP Part C, Drawing No. S-533 (Miscellaneous Details), Detail C1 - Crane Rail Foundation:

Please provide the following clarifications:

(a) There is no grade for the Steel Base Plates or embedded Anchor Bolts for the Crane Rail System specified. Please confirm if ASTM A36 would be acceptable for the plate and ASTM A307 for the Anchor Bolt. Does this material need to be HDG?

(b) What is the spacing of the 3/4" Bearing Plates? The Detail shows the Anchor Bolts spaced every 6', is that accurate? Industry Standard is 2' o/c.

(c) What is the purpose of the 1/4" and 1/8" shims on top of the bearing plates? Since this is a new installation, the contractor would set the 3/4" bearing plate at the elevation required, prior to grouting.

Would this be acceptable?

A148: (a) See response to Question 134.

(b) Bearing plate must be provided at each anchor bolt.

(c) Provide shims as required to maintian the top of rail flush with top of AC pavement.

Q149: 110# Crane Rail – Reference RFP Part B, Specification Section 01 57 19.02 (formerly 01 57

19.01 20) Supplemental Temporary Environmental Controls, Paragraph 3.6.1 Crane Rails:

SECTION 01 57 19.02 (formerly 01 57 19.01 20, refer to RFP Amendment 0006), Page 12, PARAGRAPH 3.6.1 CRANE RAIL States "Sections of rail that have incurred greater than 20% section loss due to corrossion must be replaced in-kind to match existing profile and material where possible."

The 110lb/yd Rail has not been made since well before 1977 (Reference ArcelorMITTAL Steelton, previously Bethlehem Steel). There is no exact match profile that is currently produced. ArcelorMITTAL produces the 115lb/yd RE Rail which appears to be the closest match.

(a) Is it the intention of NAVFAC to operate on this rail after it is reinstalled? If so, what are the installation tolerances for the rail profiles?

(b) Would NAVFAC please indicate which profile is an appropriate replacement to the 110 lb/yd Rail, since this profile is no longer produced, as Section 3.3.2.1 (SECTION 02 41 00 Page 10) indicates that the contractor should assume 200LF of new rail in the base bid?

A149: (a) The crane rail will not be operational after re-installation.

(b) See response to Question 134.

Q153: SubCLIN 0001B Revised Quantity and Unit – Reference Amendment 0003, Price Proposal Schedule, SubCLIN 0001B Base Bid Item B Stone Columns:

Amendment 0003 included a revised PRICE PROPOSAL SCHEDULE. For CLIN 0001, SubCLIN 0001B – BASE BID ITEM 0001B Stone Columns, the quantity and unit were revised from 34,270 CY to 44,070 MT. The equivalent unit weight using the original volume measurement of 34,720 CY and the revised weight measurement of 44,070 MT is 104 pounds per cubic foot (pcf). The stone material available on Guam is limestone based and has a loose unit weight of 82 pcf to 85 pcf. From experience, placing and densifying the stone with vibroflotation equipment reduces the loose stone volume by approximately 8%. This will result in an installed unit weight of between 89.1 pcf to 92.4 pcf. When this installed unit weight range is applied to the original SubCLIN 0001B volume of 34,720 CY, the equivalent total weight is between 37,897 MT and 39,301 MT which is substantially less than the revised bid quantity of 44,070 MT.

Based on the unit weight of the stone available on Guam, the revised quantity of 44,070 MT is overstated by over 4,700 MT. Please revise the bid quantity for SubCLIN 0001B to be based on the unit weight of stone available on Guam.

Q157: MEC/MPPEH – Reference Amendment 0005, Pre-Draft Water Area ESS, Paragraph 6.1.1 MEC Support Activities of Water Construction Areas:

Comment: The requirement to pre-screen the MEC/MPPEH with a 3” screen for all recovered dredge material when it first reaches the surface and is placed in/on the dredge scow/barge may not be possible for the following reasons:

(1) The barge and dredging equipment to be used for this purpose will be of STEEL construction. To identify MEC/MPPEH, UXO personnel must use detection equipment (EES 5.1 Detection Equipment, Method, and Standards ……electromagnetic (EM)-based detectors such as the Whites DFX 300, MineLab Explorer II, or equivalent). These various types of detection equipment will NOT be able to detect MEC/MPPEH placed in the dredging bucket and barge as the steel mass of the bucket and barge will overwhelm the ability of the detection equipment to identify the significantly smaller mass of a MEC/MPPEH item. MEC/MPPEH will not be identified if the contractor follows this procedure.

(2) Any MEC/MPPEH removed during dredging will be unrecognizable via visual means as they will be encased in mud/debris and comingled with various non-MEC/MPPEH debris.

Recommendation: MEC/MPPEH screening of dredge spoils should only be performed following placement at the drying area.

A157: (1) The MPPEH/MPPEH removal operation can be conducted on the Barge and/or at the upland Laydown Area as cited in the ESS. The sensitivity of the detection equipment can be adjusted by UXO-qualified technicians to account for the surrounding environment, including nearby metallic objects or the barge. The objective of the prescreening method is to reduce the HFD (from 5-inch projectile to 3-inch projectile) so the dredge material can be mechanically screened at the Upland Staging/Screening Areas (USSA #1 and USSA #2) to remove smaller MEC/MPPEH items down to 20mm projectile. The final draft of the ESS will be revised to state that the grizzly will be properly sized to screen-out the 5-inch projectile (Primary I MGFD) and larger.

(2) UXO-qualified technicians also know how to distinguish between munitions and non-munitions related items even with some dirt/mud covering. The dredge materials that do not pass through the grizzly will potentially contain the Primary I MGFD (5-inch projectile) and cannot be processed at USSA #1 or USSA #2 sited areas. The HFD arc for the USSA #1 and USSA #2 is for MEC management of Primary II MGFD (3-inch projectile) and under items only. However, the upland Laydown Area adjacent to the LMN Wharves is provided for MEC/MPPEH handling operations of the materials that may contain Primary I MGFD (5-inch projectile) or greater. Refer to Figures C-1, C-2, C-3, and C-4 in the appendices issued with RFP Amendment 0010.
