About this file

This is Amendment 0008 to Solicitation N40085-26-R-9012 for MARSOC Storage and Training Facilities (Project 25-0029), issued by NAVFAC Mid-Atlantic on March 19, 2026, with an effective date of March 19, 2026. The amendment addresses responses to Requests for Information (RFI) related to two construction projects: Project 23-0033 and Project 22-0047. The amendment clarifies technical specifications, design requirements, and administrative procedures without extending the proposal receipt deadline. Contractors must acknowledge receipt of this amendment prior to proposal submission or risk rejection.

Key clarifications include: sprinkler system piping design specifications with a 5.4 psi safety factor; Mass Notification System transmitter responsibilities to be built per project drawings and specifications; rejection of conduits, gypsum board, glass, and insulation materials for progress payments unless specifically identified in the Schedule of Prices; photography requirements to be addressed at a mandatory MARSOC Security briefing; confirmation that eCMS system functionality cannot be guaranteed; retention of contaminated site health and safety procedures; removal of air barrier system requirements and UFC 4-010-01 antiterrorism compliance requirements due to Executive Order 14154; removal of furniture package references from drawing A-101; contractor responsibility to bid per specifications regarding permit acquisition; water main connection sizes specified as 8 inches for the Prac App building and 12 inches for the MRSG building; and approval of state-approved mining permits for borrow material sourcing. Additional design clarifications for Project 22-0047 include erosion control updates, utility boring specifications, temporary blow-off assemblies, spoil storage berm height restrictions, and laydown area designations. Project 23-0033 clarifications address building canopy support bracket design connections. All other terms and conditions remain unchanged.

N40085-26-R-9012 Amendment 0008

CONTINUATION SHEET

1. QESTION: Working on this project and with the current water flow test and doing a preliminary calculation I cannot get the system to work. I have an 8” riser and 8” feed with 4” lines and I am short by about 5psi. Currently it will take a fire pump. Please advise

ANSWER: The design/proof of concept calculations were based on the following pipe sizes:

12-in incoming service

8-in RPZ backflow preventer

8-in sprinkler riser

8-in feed main

6-in cross main

4-in branch lines

This resulted in a 5.4 psi safety factor.

2. QUESTION: Can it be confirmed by Amendment that the Mass Notification System Transmitter indicated on FA101 for Project 23-0033 will be furnished by the Contractor and installed by the Government?

ANSWER: Build per project drawings and specs.

3. QUESTION: Spec Section 01 20 00, Paragraph 1.6.2.b for Project 23-0033 & Project

22-0047 indicates that conduits, gypsum board, glass and insulation are not acceptable for progress payments. However, Paragraph 1.6.2. c states that these materials are to be considered for progress payment prior to installation must be specifically and separately identified in the Contractor's estimates of work submitted for the Contracting Officer's approval in accordance with Schedule of Prices requirement of this Contract. Can it be confirmed by amendment that conduits, gypsum board, glass and insulation material will be considered as acceptable for progress payments if properly identified on the Contractor’s Schedule of Prices?

ANSWER: NO

4. QUESTION: Spec Section 01 30 00, Paragraph 1.3 for Project 23-0033 & Project 22-

0047 requires the contractor to provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in file format showing the sequence and progress of work. However, contractor personnel are prohibited from taking any pictures within the MARSOC compound area. Can the requirement for monthly progress pictures be removed from the project by amendment?

ANSWER: THE AWARDED CONTRACTOR WILL BE REQUIRED TO ATTEND A

SECURITY BRIEFING WITH MARSOC SECURITY PRIOR TO THE

COMMENCEMENT OF ANY CONSTRUCTION ACTIVITIES. PHOTOGRAPH

REQUIREMENTS WILL BE PROVIDED AT THIS TIME.

5. QUESTION: Spec Section 01 31 23.13 20 for Project 23-0033 & Project 22-0047 requires the contractor to utilize the Naval Facilities Engineering Systems Command's (NAVFAC's) Electronic Construction and Facility Support Contract Management System (eCMS) for the transfer, sharing, and management of electronic technical submittals and documents for the project. eCMS is a web-based program that should be available for the Government’s and Contractor’s use during the project’s normal working hours of 7AM to 4:00PM. However, eCMS continues to have ongoing technical difficulties that cause the program to be periodically unavailable for use during normal working hours by the Government and the Contractor. In addition, there is no sense of urgency by the eCMS technical support team to restore service to eCMS when support tickets are submitted to them by contractor personnel. Can it be confirmed by Amendment that eCMS will be functional during normal working hours for this project after award?

ANSWER: No

6. QUESTION: Spec Section 01 35 29.13 for Project 23-0033 & Project 22-0047 indicate

HEALTH, SAFETY, AND EMERGENCY RESPONSE PROCEDURES FOR

CONTAMINATED SITES these projects. However, the RFP Drawings for Projects 23- 0033 & 22-0047 do not identify any existing contamination on these sites. Can Spec Section 01 35 29.13 for these projects be removed by amendment?

ANSWER: No

7. QUESTION: Spec Sections 07 27 10 and 07 27 19 for Project 23-0033 & Project 22-

0047 require the contractor to provide an Air Barrier System and associated testing for the (2) new facilities required for the project. However, Executive Order 14154 (Unleashing American Energy) eliminated the mandatory requirement for High Performance and Sustainable Buildings via the elimination of Executive Orders EO14030 (Climate-Related Financial Risk), EO 14057 (Catalyzing Clean Energy Industries and

Jobs Through Federal Sustainability) and EO 14082 (Implementation of the Energy and Infrastructure Provisions of the.

8. Inflation Reduction Act of 2022). These Executive Orders can be accessed at https://www.federalregister.gov/documents/2025/01/29/2025-01956/unleashing-american-energy . Also, the additional costs to provide and install the required air barrier system will far exceed the cost savings achieved via energy efficiency over the total life cycle of these (2) facilities. Can the air barrier requirements for Spec Sections 07 27 10 and 07 27 19 be removed from the project by Amendment since this requirement is no longer mandatory?

ANSWER: Yes

9. QUESTION: Spec Section 13 34 19, Paragraph 1.2.3 for Project 23-0033 & Project 22- 0047 states for the contractor to design metal building systems to comply with the requirements of UFC 4-010-01 ( DOD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS). However, Drawing S-1 on the RFP Drawings for Projects 23-0033 & 22-0047 state that UFC 4-010-01 has already been incorporated into the design of this project. Can Paragraph 1.2.3 for Spec Section 13 34 19 be removed by amendment?

ANSWER: Yes

10. QUESTION: Drawing A-101 for project 23-0033 indicates that the FURNITURE PACKAGE SHOWN ON PLANS IS A SEPARATE CLIN. However, there is no CLIN for the Furniture Package on the RFP Pricing Sheet and there is no FF&E Specification Section included in the RFP Specifications for this project. Can the requirements for the Furniture Package be clarified by Amendment?

ANSWER: Delete reference on A101.

11. QUESTION: Drawing G2 and M-101 for Projects 23-0033 & 22-0047 indicate that the

Contractor shall obtain and pay for all permits, fees and inspections necessary to complete their work under this contract. However, Spec Section 01 57 19 Paragraph 1.8.1 for Projects 23-0033 & 22-0047 state that the contractor obtain licenses and permits pursuant to "FAR 52.236-7, Permits and Responsibilities". Historically, the FAR 52.236- 7 Permits have already obtained by the Government prior to Project Award. Can it be confirmed by Amendment that all permits required for Projects 23-0033 & 22-0047 will be obtained by the Government prior to Project Award?

ANSWER: Bid per specifications.

12. QUESTION: Please identify the water main sizes to be tapped for both the storage facility and the training facility.

ANSWER: The Prac App building water line connection is an 8” line. The MRSG building water line connection is a 12” line

13. QUESTION: Spec. section 31 00 00 Par. 3.2.1 references requirements for borrow approval if not purchased from a commercial entity from which soil material is directly purchased. If borrow material is purchased from a commercial entity from which soil is directly purchased will submission of state approved mining permit be substantial enough information to meet the Environmental Requirements for Off-Site soil?

ANSWER: Allow state-approved mining permit.
