Practical Application Training Facility (PATF) - MARSOC

The revised project location is an undeveloped area of the MARSOC Base between Everett Creek Road and the shoreline of New River. Access to site will be from existing Everett Creek perimeter road, which will be improved and extended as part of the P-1550 SOF Marine Raider team facility consolidation projects.

The Practical Application project consists of a pre-engineered metal building with standing seam metal roof, split face CMU water table, brick and metal panel siding, translucent wall panels in areas without ceilings, monolithic concrete foundation/ floor slab, site work and utilities.

Enclosed spaces will include a classroom, storage room and unisex toilet room (1,333 sf).

Open Bay Training area (with large format ceiling fans, lighting, eye wash station, gang sink and hose bibbs) (2,700 sf) The opposite end of the Open Bay will have a 10’-0” covered awning over a gravel surface. The open perimeter of this area will have a concrete pave strip to delineate the area.

Design Criteria The following criteria references shall be used in the design of this project where they apply to the required scope of work:

1. Project RFP

2. UFC 3-201-01 - Civil Engineering

3. AASHTO Assoc. of State Highway & Transportation Officials

4. NCDOT North Carolina Department of Transportation

5. Manual on Uniform Traffic Control Devices (MUTCD)

6. NCDEQ Sediment and Erosion Control Handbook

Existing Site Conditions The project site located off Everett Creek Road is a densely vegetated heavily wooded area adjacent to steep topography extending to the shoreline.

Proposed Site Features A gravel surface area of approximately 50’ width will be provided around the perimeter of the building , enclosed by a security fence, with the conventional 30’ cleared area external to the fence reduced to 10’ width to minimize the disruption of existing vegetation to screen the facility. The total area to be disturbed is less than one acre.

The entry drive into the site will enter off the existing unpaved extension of Everett Creek Road along the fence line and proceed northeast. Screening of the building is critical, and the design team will use all attempts to screen using the natural vegetation. The configuration of the drive and final building location also has been made to assist this as much as possible. Additional evergreen rapid growth landscaping will be provided as a CLIN to supplement the existing growth and to infill open areas along the Everett Creek Road fenceline. The most effective means of determining the extent of what additional landscape screening is needed will be to include this CLIN as a separate amount which may or may not be utilized. After the site clearing and utility work are completed, and the construction of the building is in place and near completion, the overall setting may be reviewed and a determination made by the government if any or all of the CLIN should be utilized. As part of this determination, the site should be viewed in the winter months when deciduous vegetation is bare, to judge the screening effectiveness of the existing vegetation surrounding the site.

Stormwater and Erosion Control Stormwater runoff from the site will be managed through sheet flow and perimeter conveyance swales that follow existing drainage patterns. The project will be permitted under a Low-Density Stormwater Permit, with all runoff conveyed across the land surface and no subsurface conveyance required. As total land disturbance will exceed one acre, a State Erosion and Sedimentation Control Permit will also be obtained.

Site Utilities Water and sanitary utilities for the PATF have been coordinated with the proposed extension of the water and sanitary utilities which are shown on the design plans for the P1550 expansion further down Everett Creek Road, past the PATF site. These plans show (2) two 8-inch water mains extended in parallel along the south side of Everett Creek Road, tapping from the existing 8” water main which ends at the existing security gate, and a 4” sanitary force main extending further to the west along Everett Creek Road, and draining into the existing sanitary manhole at the end of the existing gravity sewer line. The PATF project will construct the portion of the 8” water main extension that is closest to Everett Creek Road, as well as the portion of the force main that runs past the PATF site to tie to the end of the existing gravity sewer line.

Water Water will be provided to the site from the existing 8” main on the opposite side of Everett Creek Road. The existing 8” water main will be extended just past the access driveway to the project and will be valved and capped for future extension to the P1550 projects.

This is the construction of a portion of one of the two proposed 8” water mains for the P1550 expansion. Two fire hydrants will be provided, one within the fenced enclosure of the project, and one on the opposite side of Everett Creek Road, in front of the site.

The water line feeding the fire hydrant within the PATF fenced enclosure will then be reduced to an 1-1/2” size which will continue to the building to provide domestic water.

A yard hydrant will also be provided near this fire hydrant, as well as hose bibb(s) at the building.

Note that the fire flow at this point of the mains may be insufficient for the future Raiders expansions, which may then need pumps or other means of addressing the flow.

Sanitary A gravity sewer line will extend from the PATF building to a wet well with a sewer pump, and a force main line will extend along the access drive and across Everett Creek Road.

This 2” force main will run west along the road and tie into the existing manhole at the end of the existing gravity line further to the west.

Security Perimeter The perimeter of the area will be fully fenced with 7’-0” chain link high security fencing with three razor/barbed wire lines. The main gate will be two 10’-0” chain link and two 3’- 0” man gates. They will be secured with padlocks per base standard. To aid in visual screening, the fence fabric will include privacy slat strips within the woven fabric, with a locking bottom channel to align and secure the strips. The material will be dark green or brown.

Screening The perimeter of the project may require additional landscape screening; a CLIN is provided for adding several types of evergreen plantings to supplement the existing site vegetation. The CLIN will be exercised at the option of the government.

Pre-engineered metal building structure (PEMB) with concrete foundations. Enclosed areas will be framed with metal studs, masonry veneer and metal panels. Above the brick lines will be translucent panels bringing light into the classroom and storage. Exterior finish of the PEMB will be hot-dipped galvanized.

Anti-Terrorism / Security Standard ATFP requirements in structural scope for this project.

1.2 DEFINITIONS

DD Form 1354: Transfer and Acceptance of DoD Real Property. An instrument used by

Military Services and WHS to document the acceptance and valuation of Real Property assets and the addition of the asset to the Accountable Property System of Record for acquisition by construction and capital improvement to existing facilities.

Draft DD Form 1354: Working document provided by government. Document includes facilities and related information (minus quantity and cost) within contract/project scope.

Interim DD Form 1354:

o Updated/provided by contractor indicating expected construction contract estimated quantities and costs for facilities listed on the Draft DD form 1354. Updates can also include adjustments to faculties constructed. The estimated quantities and costs are based upon the current construction contract scope of work at time of DD form 1354 submittal.

o For phased construction: Allows transfer of accountability for the DoD Real Property from the Contractor/Contracting Officer to the accountable Service on the placed-in-service date. An Interim DD Form 1354, based on the latest DD Form 1354 iteration, is prepared in advance of the placed-in-service date (also known as beneficial occupancy date) for facility acceptance or building occupancy. The Interim DD Form 1354 includes actual quantities constructed and contract cost, at time of submittal, for work accepted.

Final DD Form 1354: Allows transfer of accountability for the DoD Real Property from the Contractor/Contracting Officer to the accountable Service on the placed-in-service date. A Final DD Form 1354 is prepared in advance of the placed-in-service date (also known as beneficial occupancy date) for facility acceptance or building occupancy. The Final DD Form 1354 includes actual quantities constructed and contract cost, at time of submittal, for work accepted.

NAVFAC Disposal Form: used to document demolition of existing facilities within the footprint for new construction or demolition of existing facilities no longer required outside footprint for new construction.

Facility: Building or supporting facility or utility listed on the DD Form 1354 Primary Facilities: work on an individual building and includes attendant construction, such as pad mounted HVAC cooling equipment, cooling towers, and landscaping placed outside the face of exterior walls.

Building: A roofed and floored facility enclosed by exterior walls and consisting of one or more levels that is suitable for single or multiple functions.

Supporting Facilities: work on various type of buildings or structures supporting primary facilities such as canopies, dumpster pads, parking areas, utility buildings, and generators.

Structure: A facility, other than a building or linear structure, which is constructed above ground or below ground.

Supporting Utility Facilities: work on various type of utilities or linear structures and includes incidental work such as pavement removal and replacement for constructing the facility.

Such as sidewalks, fencing, communication distribution, transformers, electrical distribution, sanitary, water, fire water, retaining walls, storm sewer and swales.

Beneficial Occupancy Date: the placed-in-service date after substantial completion of construction in preparation for facility acceptance or building occupancy. Government acceptance of overall contract or phased construction.

Phase construction: multiple facilities with different turnover dates, or when a portion of a single large facility, or a phase of a multi-phase construction project is placed into service.

Acquisition by Construction: A new real property facility (buildings, structures, or linear structures) in DoD inventory and accountability and valuation resulting in a new “footprint.”

Capital Improvement: any improvement of an existing asset that increases the useful life, capacity, or size; or modifies functionality.

Noncapitalized or Expensed Cost: Any work designated as repairs or maintenance or non-project funded equipment; includes temporary trailers provided for government use;

FF&E and A/V.

Excluded Cost: Other Interim DD form 1354s and/or NAVFAC Disposal Forms for Project.

Furnishings, Fixtures, and Equipment (FF&E) and Audio Visual (A/V): Non-project funded equipment, shall include, but is not limited to; furniture, shop equipment, specialty equipment, projection equipment, monitors, appliances, and other miscellaneous items to support facility functions.

1.3 REAL PROPERTY RECORD

a. Refer to UFC 1-300-08 for instruction on completing the DD Form 1354. Contact the
