About this file

This is Amendment 0005 (REV 06/17/2026) to a federal solicitation for a task order under the RACMAC multiple-award contract. The solicitation N4008526R0156, issued by NAVFAC Mid-Atlantic on April 29, 2026, seeks proposals for Limited Munitions Surface Clearance services at Nomans Land Island, Chilmark, Massachusetts. The contract will be awarded on a fair opportunity basis to the responsible offeror providing the lowest evaluated price under FAR 16.505 ordering procedures. Four RACMAC contract holders are eligible to submit proposals: Cape-RSI JV LLC (N6247024D0009), EA Engineering, Science, and Technology, Inc. (N6247024D0010), HGL-APTIM Technologies JV LLC (N6247024D0011), and Sevenson-USA Environmental JV III (N6247024D0012). The proposal due date has been extended to June 22, 2026, at 2:00 p.m. EST, with a proposal acceptance period of 120 days from receipt. Proposals must be submitted through PIEE and include a cover page, price proposal on the contractor's preferred form, acknowledgment of all amendments, and proof of registration in the System for Award Management (SAM).

The work is subject to Department of Labor Wage Determination MA20260001 (dated January 2, 2026). Pre-proposal inquiries must be submitted in writing using the provided PPI template no later than ten calendar days before the proposal due date to heather.m.dennis13.civ@us.navy.mil. Government evaluation will be based solely on price, with analysis conducted through comparison of proposed prices against other RFP responses, the Independent Government Cost Estimate (IGCE), and historical pricing information. The amendment updates PPI responses and RFP General Requirements but does not alter the proposal due date. All terms and conditions previously referenced in Items 9A and 10A remain unchanged and in full force and effect.
