About this file

This document is a Standard Form 30 Amendment/Modification to federal contract N4008526R0156 for Limited Munitions Surface Clearance at Nomans Land Island in Chilmark, Massachusetts. The amendment was issued on May 12, 2026, by NAVFAC MID ATLANTIC Contracting Core located in Norfolk, Virginia. The amendment serves to provide responses to Pre-Proposal Instructions (PPI) and attach three supporting documents: N00101_004479-ESS 6.1.22, N00101_004480-QAPP 8.1.22, and N00101_004524-Completion Report 6.1.23. All other terms and conditions of the original solicitation N4008526R0156, dated April 29, 2026, remain unchanged and in full force and effect.

The accompanying Questions and Answers table documents three PPI inquiries submitted on May 5 and May 6, 2026. Respondents requested background documents from a 2021 clearance event, requested that the more recent 2022 Environmental Site Survey (ESS) and Quality Assurance Project Plan (QAPP) documents be provided in place of outdated 2014 versions, and requested an applicable Service Contract Act (SCA) Wage Determination for the area. Government responses, provided by Derek Pinkham and Heather Dennis from the Navy, directed that documents be posted in PIEE and SAM systems and noted that no current applicable SCA wage rates exist for the specified area. All three inquiries were assigned Amendment Number 0001.
