About this file
This is a Questions and Answers (Q&A) document from a federal contract solicitation for environmental remediation work at Nomans Land, Massachusetts, a U.S. Navy site. The document records 34 contractor inquiries submitted between May 5 and May 20, 2026, with corresponding government responses addressing technical, scheduling, logistical, and compliance clarifications.
The solicitation addresses metal-in-the-earth (MEC) surface clearance and unexploded ordnance (UXO) fieldwork across approximately 50 acres of beach areas and 14 acres of roads/trails, plus interior dry pond areas. Key clarifications include: the proposal due date was extended to June 22, 2026 at 2:00 PM; award will be based on low price using price analysis without cost realism evaluation under FAR 15.404-1(d); fieldwork must occur outside bird nesting season (mid-April to mid-September); SCA Wage Determination No. #2015-407 Revision 22 (dated 5/13/2026) applies to labor categories including UXO Technicians; the dry ponds are included within the accessible clearance acreage; and the Government will not provide direct logistical support but will assist contractors in obtaining staging areas and USCG docking access at Menemsha Harbor. The Navy indicated several documents would be posted in PIEE and SAM, including background clearance reports, the Operations & Maintenance Plan, Land Use Control Report, sign specifications, and MEC item identification lists. Contractors should anticipate some operational flexibility regarding landing locations and staging methods, though specific details will be finalized post-award. Additional information regarding biological monitoring requirements, existing equipment availability (Conex boxes and mooring systems), and final sign specifications was deferred to future amendments pending further information from USFWS.

Basis for Award: The basis for award is stated to be low price. Please confirm FAR 15.404-1(d) Cost Realism will not be used when evaluating the low price but price analysis will?
Correct. The proposed task order will be awarded to the responsible offeror offering the best value to the Government. For this order, the best value is expected to result from selection of the proposal with the lowest evaluated price. To make a determination of best value, the Government shall evaluate each offeror on price only therefore FAR 15.404-1(d) is not applicable.
