SCOPE OF WORK
EV35, Limited Munitions Surface Clearance, Nomans Land Island, Chilmark, MA
05 March 2026
1. GENERAL
This Statement of Work solicits services for performing munitions response program support at Nomans Land Island, Chilmark, MA. The initial task includes a Limited Munitions and Explosives of Concern (MEC) Surface Clearance. Navy Base Realignment and Closure (BRAC) Program Management Office (PMO) East will administer this contract. This action will be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Executive Order 12580; the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); and the Massachusetts Contingency Plan (MCP).
Under this PWS, the following services will be required: Conduct all work required to complete a Limited instrument-aided visual MEC Surface Clearance of accessible areas and inspect, certify, verify, demilitarize, and dispose offsite all MEC items. Details of this scope are further defined in Section 2. All work must be performed following applicable and appropriate Department of Defense (DOD) guidance and policy for the Navy Environmental Restoration Program (ERP), to include the Munitions Response Program (MRP), and consider all site documentation and reports to date.
Primary Objective The primary objective of this project is to provide a Limited MEC Surface Clearance of accessible areas and inspect, certify, verify, demilitarize, and dispose offsite all MEC items at Nomans Land Island. The project scope shall include all of the necessary labor and equipment associated with meeting the objective.
The Contractor shall obtain final approval of the work required by BRAC PMO East and NAVFAC Mid-Atlantic upon completion of these performance objectives as specified in Section 5.
Background Nomans Land Island is located about 3 miles from Martha’s Vineyard, MA. The Navy used the island as a practice bombing range from 1943 to 1996. The Navy conducted removal actions in 1998 to remove USTs, a fuel pipeline, surface scrap metal and ordnance debris. As part of ongoing O&M requirements, the Navy must conduct recurring MEC surface clearances to remove munitions items that have surfaced due to erosion and frost heave. Previous surface clearances have been conducted in 2003, 2008, 2014, and 2021. The property has been transferred to the USFWS for use as an unstaffed wildlife refuge and is closed to the public.
Nomans Land Island is not listed on the CERCLA National Priority List. Navy is the lead agency under CERCLA, with input from US Fish and Wildlife Service (USFWS) and Massachusetts Department of Environmental Protection (MassDEP). A CERCLA Record of Decision for the site was finalized in November 2021.
2. WORK ELEMENTS
The Contractor shall furnish all labor, materials, tools, supplies, services, equipment, project management, permits, contract/procurement administration, and other appurtenances necessary to perform all work in accordance with the PWS. The Contractor shall conduct all work in accordance with all pertinent state, local and federal regulations and approved plans. Work shall also be consistent with the Record of Decision and the associated ARARs for the site.
The Contractor’s work areas and activities at the site shall be subject to inspection without announcement by the Navy, their representatives, as well as representatives from the U.S. Environmental Protection Agency (USEPA), the Massachusetts Department of Environmental Protection (MassDEP), and U.S. Fish and Wildlife Service (USFWS).
The Contractor’s proposal should be presented in a format that follows the general structure below, including the following work elements:
· Work Element 1 – Project Management and Administrative Support
· Work Element 2 – Project Plans
· Work Element 3 – Mobilization and Setup
· Work Element 4 – Fieldwork – Limited MEC Surface Clearance

2.1 Work Element 1 - UST Testing and Inspections
This element includes personnel and resources for the management and control of project activities, such as scoping, planning, estimating, executing, tracking, controlling, analyzing, coordinating, and closure of the project. The element also includes direct management of the project, as well as the support for administrative functions needed for successful project management.
The project manager is expected to focus on managing the performance of the CTO including technical and financial performance, interacting with the Navy project team, financial tracking, communicating with team members, preparing management reports, attending management meetings, coordinating contract issues with the project teams, and providing required project support functions.
The Contractor will submit a brief monthly progress report, in writing, detailing, at a minimum, what has been accomplished during the period since last reporting, what is expected to be accomplished during the next month, schedule, and costs incurred during the month. The schedule shall include dates for deliverables and the sequence of tasks needed to reach the objectives for this SOW. The Contractor shall follow the schedule dates reflected in Table A. During fieldwork the Contractor will provide daily progress updates via email.
If there are delays in the project schedule or limited work during a month, the project manager will discuss with the Navy RPM to determine if a monthly progress report is necessary. The Project Manager shall include project management hours for appropriate personnel in the proposal commensurate with the task to be prepared. Project delays and/or an extension in the period of performance will not provide for an unforeseen condition that would require additional funding for project management.
2.2 Work Element 2 – Project Plans

The surface clearance shall encompass beaches to mean low tide, roads, trails, and work areas that are easily accessible to trespassers. This includes approximately 50 acres of beaches and 14 acres or roads and trails. Roads and trails are unpaved and are periodically mowed by USFWS. These areas can be identified based on documents prepared for the previous clearance in 2022.
Documents will be provided in both hardcopy and on CD in accordance with the NAVFAC CERCLA Environmental Restoration Program Recordkeeping Manual. The Contractor shall prepare formal Response-to-Comments (RTCs) for Navy Chemist and regulator comments received on the draft QAPP. The APP shall provide a safe and healthful environment for all of the Contractor’s personnel and others that may be exposed to potentially hazardous conditions at the project site. Contractor shall address the minimum requirements and other areas of the EM 385-1-1 that are pertinent to the contract. The Contractor shall certify to the NAVFAC NTR that the final APP has been reviewed with each Contractor’s and subcontractor’s employees prior to mobilization and start of fieldwork activities.
A draft and final APP shall be submitted according to the schedule in the Deliverable Schedule Matrix. The APP shall be accessible to all site employees at all times during the project and a copy shall be mounted on or placed adjacent next to the Contractor’s safety and health bulletin board in an area commonly accessed by workers. If a bulletin board is not practical to have at the site, make the APP available in a vehicle or designated spot utilized for work under this Task Order.
The draft APP with AHA, including copies of the Plans, must be submitted to the contracting officer or designated representative for review and acceptance.
