About this file
This document is an Amendment (0007) to a federal solicitation for Vertical Transportation Equipment (VTE) and Direct Digital Control (DDC) systems maintenance at a Navy facility. The amendment includes pre-proposal inquiries and responses addressing multiple technical aspects of the contract, including clarifications on DDC systems, minor construction, restoration, modernization, wage classifications, subcontracting limits, and insurance requirements. Key details include the government's expectation that the contractor will perform maintenance, troubleshooting, repair, and minor construction for elevator systems, with specific provisions for handling obsolete equipment, emergency service orders, and task order processes. The contract is performance-based, meaning the government specifies required services and the contractor determines how to execute them, with a comprehensive scope covering 194 different types of service items across vertical transportation equipment and related systems.

Amendment 0007 Pre-Proposal Inquiries and Responses
13. Question: 1502000/ 1.1 Refers to servicing DDC systems. What DDC systems? Is this referring to the HVAC systems? If so, what work is required?
Response: The DDC systems are not for HVAC systems. There are direct digital controls that exist for various systems.
The inclusion of DDC systems in the Concept of Operations reflects Great Lakes' plans to modernize existing elevators. This modernization plan involves installing DDC controls in the elevators. By including DDC systems in the Concept of Operations, the Government can ensure that their maintenance and repairs are covered under this contract.
Specifically, any maintenance or repairs to the DDC controls (e.g., sensors, control panels, control heads, DDC modules) will be performed as Non-Recurring work under a Task Order (TO). Each executed TO will provide a detailed statement of work outlining the specific requirements.
14. Question: Please define what work is considered "minor construction". Please itemize all minor construction work expected to be incorporated in this contract including existing known items.
Response: Due to the broad range of potential applications, the following are examples of work that may be classified as minor construction:
During Preventive Maintenance:
Repainting electric motor casings to prevent corrosion.
Refitting new interior cabin panels when existing alignment pins are incompatible.
Damage Resulting from Vandalism to the VTE:
Replacing vandalized interior panels.
Restoring metal panels damaged by vandalism.
Repairs During Routine Service:
Adjusting motor footings to ensure proper alignment.
The examples provided are not all inclusive and can be covered under the Limit of Liability, Service Order, or Non-Recurring Task Order.
The Government will utilize a Non-Recurring Task Order as the contract vehicle for projects exceeding the Limit of Liability and/or the scope of Service Orders. When minor construction work is performed under a Non-Recurring Task Order, the Contractor will receive a detailed scope of work at the time of issuance.
Work resulting from the Contractor's negligence or damage caused by the Contractor during performance of this contract shall be repaired at no additional cost to the Government and will not be classified as minor construction.
14A. Question: Please define what work is considered "restoration" for this contract. Please itemize all restoration work expected to be incorporated in this contract including existing known items.
Response: Given the varied ways in which it can be applied, for purposes of this procurement, restoration is returning something to its original condition. Examples of restoration work may include:
Restoring fixtures Replicating original paneling Refinishing doors to their original paint color
When restoration work is performed under a Non-Recurring Task Order, the Contractor will receive a detailed scope of work at the time of issuance.
14B. Question: Please define what work is considered "modernization" for this contract. Please itemize all restoration work expected to be incorporated in this contract including existing known items.
N4008525R25760007
Response: Given the varied ways in which it can be applied, for purposes of this procurement, modernization is becoming up-to-date, efficient, or functional. Examples of modernization work may include:
Maintaining the DDC system on a VTE recently upgraded Upgrading lighting to LED fixtures Adding new safety features such as door edge sensors
When modernization work is performed under a Non-Recurring Task Order, the Contractor will receive a detailed scope of work at the time of issuance.
15. Question: Are service calls outside of regular hours billable for either included work or extras? Is travel time billable on straight time or overtime?
Response: Per Section C, Annex 1502000 Facility Investment, Specification Items 3.1 through 3.1.5, the contractor is required to propose labor hours as outlined in each specification.
16. Question: Since the walkthrough already transpired by the time we saw the RFP, are existing repairs and deficiencies billable?
Response: Per Amendment 0003, the Site Visit was conducted on 19 November 2025 at 12pm. See Section C, Annex 1502000 Facility Investment, Specification Item 3.2 Preventative Maintenance.
17. Question: If there is no exclusion for obsolescence, can you please define what is expected from the Contractor to be included? For instance, several elevators have proprietary and obsolete equipment. If an obsolete controller is beyond repair, is the Contractor expected to upgrade your existing equipment to accommodate a new controller?
Response: The Contractor shall notify the Government when equipment becomes obsolete and can no longer be maintained due to the unavailability of parts. In such cases, the Contractor may submit a proposal in accordance with Annex 2, Section C, Specification Item 2.14, and associated sub-specifications. The Government will then decide whether to: (1) not perform the work; (2) accept the Contractor's proposal and issue a non-recurring task order; or (3) engage another contractor to perform the work.
18. Question: The pricing schedule currently reflects 1 unit annually, but we invoice on a monthly basis. Should we revise the schedule to show 12 units, with the monthly unit price and the annual total calculated accordingly?
Response: The contractor is to submit their proposal based on the pricing schedule provided and the specified unit of measurement.
Amendment 0004 Pre-Proposal Inquiries and Responses
1. Question: We are seeking clarification regarding the appropriate wage rate classification for the VTE maintenance work described in the Performance Work Statement (PWS).
The PWS (Section C, 1502000 - Facility Investment, Spec Item 1.1) outlines the contractor's responsibilities to "provide labor, management, supervision, tools, material, maintenance service, diagnostic, troubleshooting, repair, alteration, demolition and minor construction Of Vertical Transportation Equipment and DDC Systems." These tasks align with the duties typically performed by an Elevator Mechanic, which is listed under the Wage Rate Requirements Construction (Davis-Bacon Act) in Section J-0200000-04, with a rate of $70.68 per hour plus benefits.
However, the Service Contract Act Wage Determination (J-0200000-04) also includes a classification for "11060 - Elevator Operator" at a rate of $17.99 per hour. The description of work for an "Elevator Operator" generally pertains to operating, rather than maintaining or repairing, vertical transportation equipment. Given the detailed scope of maintenance, repair, and diagnostic services required in the PWS, applying the "Elevator Operator" classification to the core technical work of this contract appears to be a misclassification.
We kindly request official clarification on which wage rate classification (Elevator Mechanic under Davis-Bacon or Elevator Operator under SCA) is intended to apply to the primary technical services described in the PWS, particularly for the maintenance, repair, and diagnostic tasks.
Response: See amendment 0004, revised Section J, Attachment J-0200000-19 ELINs. Note Line Item 700 is subject to the Service Contract Act, Line Item 701 is subject to the Davis Bacon/Construction Act, and Line Item 702 is subject to the Davis Bacon/Construction Act. In addition, refer to Section B, B.6 Wage Determination (Service)/Wage Decision (Construction) and the revised Section I- Contract Clauses, FAR Clause 52.222-42 Statement of Equivalent Rates for Federal Hires.
2. Question: There is no work in the statement of work that can be legally performed by a non-licensed elevator contractor. However, we have been contacted by several SDVOSB general contractors to provide quotes for this project. None of them are elevator contractors and all of them freely admit that they plan to disregard the limits on subcontracting. Will the limits of subcontracting be strictly enforced in the evaluation of proposals for this procurement?
Response: Yes. According to Section C, Annex 1502000, Specification Item 2.2.1, all Contractor personnel performing work must meet the requirements outlined in that specification. In addition, see Factor 1- Technical/Management Approach, i. Solicitation Submittal Requirements, b(4). Furthermore, refer to Section I - Contract Clauses, FAR Clause 52.219-14.
3. Question: Elevator work is specifically excluded from non-elevator company insurance policies. Non-elevator contractors are not covered for elevator related work. Will bidders (not their subcontractors) be required to demonstrate insurance coverage for elevator-related work?
Response: Yes, See Section C, Annex 0200000 Management and Administration, Spec Item 2.3.5. The prime contractor is responsible for all work performed on the contract.
4. Question: 1502000/ 1.1 refers to including demolition, minor construction, restoration and modernization for all the vertical equipment. In order to have a reasonable bid for all bidders, this language is unclear and it would be near impossible to give a reasonable comparative bid/price to include an indefinite quantity of items and work. In order for bidders to submit a fair bid, a clear scope of work of what is to be included is needed.
Please define what work is considered "demolition" for this contract. Please itemize all demolition work expected to be incorporated in this contract including existing known items.
Response: Per Spec item 1.1, demolition may be necessary to facilitate minor construction, restoration, and modernization efforts for all vertical equipment.
Section C, Annex 1502000, specification item 1.1, outlines the Concept of Operations for Building Systems. Specification items 3- 4 delineate a comprehensive scope of work/Performance Work Statement. Section J, Attachment J-1502000-08 VTE Historical Service Order Workload, lists a total of 194 different types of service items.
5. Question: 1502000/ Spec Item 3: Refers to maintaining, troubleshooting ground structures and, personal property equipment and installed equipment and systems. Can you specify what this includes beyond the VTE?
Response: Section C, Annex 1502000 Facility Investment, Spec Item 3 states "Facilities, ground structures, personal property equipment, and installed equipment and systems are in normal working condition and function properly in accordance with specified standards."
6. Question: Exhibit A/ Emergency Service Orders, Routine Service Orders, Corrective Maintenance Orders line items all have a set amount of hours for each (3, 4 and 10 hrs. correspondingly). For each of these items, is the contractor to bill the set hours for each request (i.e. emergency service order is 3 hrs.) or time and material of each request is over or under the set amount? Why is the "Corrective Maintenance Order" line item set at 10 hrs. per instance? Can you please define what crane work is to be included in this contract and all known existing needed crane work? IUEC Mechanics do not perform crane work.
Response: Per Section C, Annex 1502000 Facility Investment, Specification Items 3.1- 3.1.5, the contractor is required to propose labor hours as outlined in each specification.
In order to provide the required services defined in the specifications, the contractor may deem crane work necessary. If crane work becomes essential, the contractor must adhere to all stipulations specified in Annexes C, F, and J of 0200000 Management and Administration as well as Section C, Annex 1502000 Facility Investment, in order to complete the designated task.
7. Question: Please define regular working hours.
Response: See Section C, Annex 0200000 Management and Administration ,specification item 2.2.1, Government Regular Working Hours.
8. Question: Historically, this bid included a mechanic for 40 hours a week on site. We have not found a scope of work and requirements for elevator maintenance and repair beyond maintaining to code. What are the requirements for hours per month per elevator for maintenance? Are you looking for a full time mechanic on site? If not, what are the expectations for a mechanic to be on site?
Response: This is a performance-based contract therefore, the Government specifies what services are required and the contractor decides how they are going to perform the services. Refer to all stipulations specified in Annexes C, F, and J of 0200000 Management and Administration as well as Section C, Annex 1502000 Facility Investment, in order to complete the designated tasks. Specification items 3- 4 delineate a comprehensive scope of work/Performance Work Statement. Furthermore, Section J, Attachment J-1502000-08, details the VTE Historical Service Order Workload and lists a total of 194 different types of service items in relation to Section J, Attachment J-1502000-04 VTE Inventory & PM Frequency.
9. Question: We intend to partner with a subcontractor to meet labor demands. How much direct labor can be subcontracted for this Solicitation?
Response: See Factor 1- Technical/Management Approach, i. Solicitation Submittal Requirements, b(4). In addition, refer to Section I - Contract Clauses, FAR Clause 52.219-14.
10. Question: Are 3rd party inspection fees to be paid by the Contractor or NAVFAC?
Response: 3rd party inspection fees to be paid by the Contractor.
11. Question: Are the following excluded from what is considered included recurring work: repairing or replacement of any components of the elevator cab, elevator floor covering, hung/drop ceilings, light fixtures and bulbs, car sills, face plates for signal fixtures, any batteries associated with the equipment, telephone service, communication devices, intercom or music systems, ventilators, emergency power generators, air conditioners or heaters, media displays, the hoist way enclosure doors, frames and sills, hinges and closers on swing doors, emergency lighting and power units, or components installed or connected for emergency standby power use, main line power switches, breakers and feeders to control equipment, replacement of obsolete parts or equipment (defined as parts components, or equipment either 20 or more years from original installation or no longer available from the original equipment manufacturer or an industry parts supplier, replaceable only by refabrication), smoke detectors or sensors for Fireman's Control Feature. On Hydraulic elevators, hydraulic cylinders and plungers, buried or unexposed piping, rams, and excessive or abnormal loss of hydraulic fluid. This contract does not cover computer and microcomputer devices such as terminal keyboards and display units.
Response: See Section C, Annex 1502000 Facility Investment, specification items 3 delineate a comprehensive scope of work/Performance.
12. Question: Are repairs or renewal not necessitated by ordinary wear and tear included in this contract. Is the Contractor required to make adjustments, repairs or renewals necessitated by reason of negligence on the part of others, misuse or vandalism of the equipment, flooding, water damage, power failure, earthquake, weather, power surges, repairs by others or by reason of any other cause beyond the contractors control? Is the Contractor required to install new attachments on the elevator or elevators whether or not required and/or recommended or directed by Insurance Companies or by Governmental Authorities, or to make any replacements with parts of a different design or alter, modernize, or install new attachments to any units?
Response: See Sections C and F, Annexes 0200000 Management and Administration and 1502000 Facility Investment in order to complete the designated tasks.
