About this file
This document is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for Solicitation Number N4008525R2513, Amendment 0008, dated 15-Apr-2025. The amendment's primary purpose is to provide responses to pre-proposal inquiries for the PI2045M Repair of 3rd Battalion Pond Causeway project at Marine Corps Recruit Depot (MCRD) Parris Island, South Carolina.
The amendment addresses multiple clarifications related to utility coordination, design and construction responsibilities, concrete mixture specifications, water storage requirements, sediment disposal, and permitting. Key responses include: contractors must reach out to commercial utility owners for coordination, all design and construction costs are the contractor's responsibility, concrete mixture design should follow specific ACI standards, not all 300,000 gallons of water need to be stored simultaneously, and the contractor is responsible for identifying and obtaining all necessary permits based on their selected means and methods. The proposal due date remains unchanged at 21 April 2025 at 2:00 PM EDT.

The purpose of this amendment is to:
1. Provide responses to pre-proposal inquiries
Reference Question Response

SS 33 71
1.2 and 1.3 Reference SS 33 71 00 p 1.2 &1.3, there seems to be a conflict between the 3rd and 4th paragraphs in 1.2. These paragraphs reference electrical systems owned by 2 separate entities. It is unclear if the contactor is to reach out to these utility owners for quotes and coordination or is the prime contractor to find another subcontractor to relocate these utilities?
Contractors to reach out to commerical utility owners only for coordination of work. Pricing of this work is already provided for all bidders in CLINS 1A, 1B, 1C, 1D, 1E, 1F. Coordination with MCRD Parris Island will occur after contract award.
AMD
In Amendment 4, a utility contact was provided for the contractor to reach out to LT Gal, Andrea as the representative for MCRD Parris Island who owns and operates the 12-kv overhead electrical power system. We have reached out to LT Gal, Andrea and received the attached email regarding our request for pricing/coordination on this project. Since we are not allowed to contact MCRD Parris Island, therefore, we are asking the government to provide quote and scope with activity durations per email.
Contactor will provide all work and costs associated with utility relocations; Parris Island will only coordinate outages.
Contractors need to submit their outage requests at least 14 days/10 business days in advance.
AMD
It is our interpretation that all the utilities design and construction are the responsibility of the utility's contacts provided in Amendment 4, please confirm.
Contractor bids will include all design and construction costs i.e. will cover all costs associated with the project.
SS 33 71
1.2 and 1.3 Reference SS 33 71 00. There is some confusion regarding who is responsible for the overhead electrical power system. The 3rd paragraph under Paragraph 1.2 states that this system is owned and operated by MCRC Parris Island and also states that final design and construction shall conform to the requirements of this specification. Paragraph 1.3 indicates that the contractor is responsible for final design of the MCRD electrical system. It is our interpretation that this project is not a DESIGN-BUILD project and that all design is the responsibility of the government. Please confirm and/or clarify.
Please see drawings and specs for scope of work to be performed by Utility Owners and the CLIN pricing structure with pre-priced costs for Utility Owner costs. Contractor is responsible to coordinate the work of Utility Owners for temporary relocation and permanent re-installation. Utility Owners can be contacted for clarifications.

SS 33 71
It is our interpretation that all cost associated with design and construction of utilities per SS 33 71 00 will be carried by the government, please confirm and/or clarify.
All design and construction costs shall be the responsibility the contractor.
Line Items
Due to the non-clarification of the utility bid items, please provide allowances for each of these bid items (Line Items 001C-001F).
See Price Schedule for allowances.
001C- 001F
Line Item
Line Item 0006, does the contractor have to have enough tanks on site to hold all 300,000 GAL of non-hazardous water?
Not all 300,00 gallons will need to be stored at the same time.
Please provide a detailed scope of the government's expectation of the contractor in regard to handling sediments disposal in the temporary cofferdam.
Minimal demucking maybe require to install the riprap at the final grades. Treat demucking material as solid waste for offsite disposal.
Line Item
Line Item 0002, please confirm there is not a minimum gal/min requirement for the 5-month duration. If there is a minimum requirement, please provide this information.
A minimum gal/min is not dependent on the contractor's means and methods or quality of construction. It is a function of time, weather and biological conditions. Minimum gal/min cannot be quantified, because it is an unknown at this time. During construction, it will be determined if and when marsh water is needed to be pumped into the pond(s) and how long pumping will be needed loluntil conditions are improved. Conditions should be monitored and assessed by contractor sampling and MCRD Parris Island Natural Resources staff during construction.
SS 03 31
1.7.4.2.a (2) and 1.7.4.2.a(3)
Specification section 03 31 30, paragraph 1.7.4.2.a.(2) requires the concrete mixture to be overdesign per ACI 301. Assuming f’c = 4000 psi and no historical data, this requires the mix to obtain a minimum of 5200 psi (f’cr). Paragraph 1.7.4.2.a.(3) states the compressive may not exceed the specified strength by more than 20%. For f’c = 4000 psi this means the maximum allowable strength is 4800 psi. How are we to resolve this apparent contradiction?
If new mix is used, follow ACI 301 4.2.3.4c which requires 3 trial mixtures for each class of concrete and ACI 301 4.2.3.3a - this allows mix design strength to meet spec paragraph 1.7.4.2a(3).
Please provide a list of permits that are the responsibility of the contractor.
The official lists of permits and approvals is based on means and methods selected by the construction contractor. A list of anticipated permits (although this is subject to change depending on means and methods) and several permits/approvals that have been secured by the A/E and Marine Corps are included as Attachments to the specifications. It is the construction contractors responsibility to identify all required permits required in accordance with the means and methods selected by the contractor and obtain final approvals of these permits, Work Plan approvals, and G submittals.
